Attending the meeting, on the Vietnamese side were leaders from units under the Ministry of Industry and Trade, including the Multilateral Trade Policy Department, the Department of Foreign Market Development, and the Import-Export Department. On the Costa Rican side were Mr. Victor Hugo Rojas González, Ambassador of Costa Rica to Singapore and concurrently to Vietnam, along with members of Costa Rica's CPTPP accession negotiating team.
Speaking at the meeting, Deputy Minister Nguyen Sinh Nhat Tan welcomed Minister Manuel Tovar to Vietnam, affirming that economic and trade cooperation between the two countries has seen positive developments in recent years. The Deputy Minister assessed Costa Rica as a market with great potential and one of Vietnam's important partners in the Latin American region. Vietnam supports Costa Rica's early accession to the CPTPP and believes this will open up many new opportunities, contributing to promoting trade and investment cooperation between the two countries.

Overview of the reception and working session.
Regarding Costa Rica's progress in negotiating its accession to the CPTPP, Vietnam acknowledges and highly appreciates Costa Rica's seriousness and efforts over the past period, as well as the progress achieved in 2025, although some issues still need further discussion. During the meeting, the two sides discussed in detail the remaining bilateral issues. Following the discussions, significant progress was made, laying the groundwork for an early conclusion of bilateral negotiations.

Deputy Minister Nguyen Sinh Nhat Tan thanked and acknowledged the positive efforts of Minister Manuel Tovar and the Costa Rican negotiating team over the past period, and affirmed that Vietnam will continue to closely coordinate with CPTPP member countries to support Costa Rica in completing the accession process, on the basis of ensuring the high standards of the Agreement and meeting the legitimate requirements of the relevant parties.



On the Costa Rican side, Minister Manuel Tovar thanked Deputy Minister Nguyen Sinh Nhat Tan for taking the time to receive the delegation, and highly appreciated Vietnam's flexibility in the negotiation process, which contributed to narrowing differences and promoting the overall progress. Minister Manuel Tovar emphasized that Costa Rica highly values Vietnam's role in international trade integration, especially in its role as Chair of the CPTPP in 2026, and expressed hope that with Vietnam's leadership, Costa Rica will soon complete negotiations and join the Agreement.
