On the morning of November 11, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on housing policy and real estate market (Steering Committee) chaired the 3rd meeting of the Steering Committee; online with 34 provinces and cities across the country.
Attending the meeting were leaders of ministries, branches, central agencies; leaders of associations, enterprises in the real estate and related fields; leaders of provinces and cities across the country.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that the viewpoint of our Party and State is to carry out social progress and justice, constantly improve people's lives, and ensure citizens' right to housing.
Among them, housing development is an important pillar of social security policy and promotes socio- economic development with the view of not sacrificing progress, social equity, and social security in exchange for mere economic growth.
Note that housing policy must be considered a citizen's right, the Prime Minister stated clearly, we are in a time of acceleration, breakthrough, and completion of socio-economic goals and targets for 2025 and the entire term, in which the real estate market is an important channel for capital mobilization and allocation, with great spillover effects to other economic sectors, promoting growth, contributing to the country's rapid and sustainable development.
In recent times, the Party, State, National Assembly and Government have been gradually removing difficulties in terms of institutions, laws, capital sources, land funds, cutting administrative procedures for projects, improving the supply of social housing, especially for low-income people, workers and laborers.
We consider investment in social housing as a driving force for the country's socio-economic development. One of the key tasks of the 2025-2023 period and also a double lever to both solve people's housing needs, ensure social security, and promote growth and create jobs.
Since the beginning of the term, the Government and the Prime Minister have issued 22 Resolutions, 16 Directives and many dispatches related to the real estate market and social housing, achieving positive results.

Implementing the Project to develop 1 million social housing units by 2030, up to now, the whole country has 696 social housing projects being implemented with a scale of 637 thousand units, of which 128,600 units have been completed. Since the beginning of the year, over 123 thousand units have been invested in, of which 62 thousand units have been completed. From now until the end of the year, we need to strive to achieve the target of 100 thousand units.
However, the real estate market still faces many difficulties and shortcomings; housing prices, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang, etc., are still much higher than people's income.
The progress of implementing some social housing projects is still slow although the National Assembly has issued Resolution 201 and the Government has issued Decree 192 to remove difficulties.
The allocation of 20% of land fund for social housing development in commercial housing projects has not been seriously implemented; some localities have not really paid attention to reviewing the subjects of buying, renting, or leasing-purchasing social housing, causing public outrage.
Therefore, relevant ministries and branches, especially localities, must learn from experience, control, ensure publicity and transparency, create equal access to social housing, and prevent negativity from occurring. "The Ministry of Public Security directs the police force to grasp the situation, intervene, and strictly handle any violations or violations of the law that are discovered," the Prime Minister directed.
At this meeting, the Prime Minister requested the Ministry of Construction to report briefly and clearly, on that basis, ministries, branches and localities to review and re-examine the implementation of assigned tasks, clearly state what has been done, what is still slow to be implemented, clarify responsibilities, especially for leaders, for what is still slow, unfinished, difficult, and stuck, and solutions to overcome.
Regarding the progress of social housing projects, the Prime Minister requested the Ministry of Construction to clearly report on the procedures for investing in social housing construction, the reasons for the delay, and the participation of localities.
The Prime Minister also mentioned the need to develop a unified investment and construction process and procedures nationwide, from planning, site clearance, procedures, and construction investment, shortening the preparation time for investment in social housing construction to 3-6 months instead of 2 years.

Regarding clean land allocation, the Prime Minister said that in reality, localities have been very proactive in this matter, however, not many large enterprises have proactively proposed using clean land to invest in social housing projects.
Noting that businesses do not always put profits first because we must also be responsible to society, the people, the poor, "national love, compatriots' sentiment," the Prime Minister directed to find out the cause, where the problem is, where the Government needs to solve difficulties, what policies are needed to mobilize and encourage businesses to participate.
Prime Minister Pham Minh Chinh expressed special concern and requested vigilance, prevention and elimination of lack of transparency, negativity, hoarding, price inflation, speculation and profiteering in the approval, purchase, sale and rental of social housing.
The Prime Minister assigned the Ministry of Construction to draft the Prime Minister's Directive on this issue, and requested that delegates give specific comments on the draft Directive in the spirit of closely following reality, "for every policy there must be 10 measures" so that the policy can be put into practice.
The Prime Minister requested delegates to promote the spirit of responsibility, proactiveness, creativity, and determination in action, and in organizing implementation, to "clearly state the 6 things: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; speak frankly, speak the truth, speak accurately, speak the right issues that need to be solved, what is under the authority of the Government must be resolved by the Government, what is under the authority of ministries and branches must be resolved by ministries and branches, what is under the authority of localities must be resolved by localities... Along with that is developing a healthy and sustainable real estate market, contributing to stabilizing the macro-economy and social security.
The Prime Minister pointed out that for a healthy society, all activities must be healthy. For housing and real estate policies to be healthy, sustainable, and develop effectively, all relevant entities must contribute and be responsible, with the spirit of a creative State, pioneering enterprises, public and private cooperation, a prosperous country, and happy people.
According to the Ministry of Construction, recently the Government and the Prime Minister have paid attention to and directed the drastic implementation of many synchronous solutions to remove difficulties, promptly promote investment projects, and increase the supply of housing and real estate in all segments, especially social housing.
The real estate market is basically stable, supply has improved, investor confidence has returned, liquidity has increased, many social housing projects have been licensed, started and completed, contributing to solving people's housing needs.
The whole country has implemented 3,297 commercial housing, social housing, and land projects, with a scale of 5.9 million units and a total investment of 7.42 trillion VND; 218 tourism and resort projects, with a scale of 10.8 thousand units and a total investment of 1.86 trillion VND; 223 commercial, service, and office projects, with a total investment of 544.3 trillion VND; 447 industrial parks have been established with a total industrial land area of about 93,000 hectares.
In recent years, the prices of apartments, townhouses, villas and residential land have increased rapidly; the increase in housing and land prices is much higher than the increase in average income, making it more difficult for people to access housing and land.
Business prices of other types of real estate such as tourism, resort, commercial, office, and industrial park real estate have increased over the years, but the increase is much lower than the increase in housing and land prices.
According to reports from 22/34 localities, the real estate inventory in projects in the third quarter was about 26,717 units/plots. The real estate inventory for apartment buildings and individual houses tends to increase, equal to 137% compared to the second quarter of 2025; the land plot type tends to decrease by 68.8% compared to the second quarter of 2025.

Regarding social housing development, according to the Ministry of Construction, implementing the Project of 1 million social housing apartments, up to now the whole country has 696 social housing projects being implemented with a scale of 637,048 apartments.
Of these, 191 projects have been completed, with a scale of 128,648 units; 195 projects have started construction and are being implemented with a scale of 123,057 units; 310 projects have been approved for investment, with a scale of 385,343 units. Thus, the number of projects completed, started, and approved for investment by 2025 reaches 60% of the target set in the Project.
To achieve the goal of building 100,275 social housing units by 2025, localities across the country have so far started 82 new projects with a scale of 89,888 units; 61,893 units have been completed, reaching 62%.
It is expected that by the end of 2025, 29,692 more units will be completed, bringing the total number of social housing completed in the year to 91,585/100,275 units, reaching 91%. Of which, 17 provinces and cities are highly likely to meet or exceed the assigned target; 13 localities are unlikely to complete the target.
Ministries and sectors such as the Ministry of National Defense, the Ministry of Public Security, and the Vietnam General Confederation of Labor have also actively participated in developing social housing to meet the housing needs of officers, soldiers, workers, and laborers. Of which, the Ministry of Public Security has started 8 housing projects for the people's armed forces with a scale of 4,554 units; the Ministry of National Defense plans to start 8 housing projects for the armed forces with a total scale of 6,547 units; the Vietnam General Confederation of Labor has started 3 projects, a total of 1,700 units.
The country has planned about 1,427 locations with a scale of 9,830.26 hectares of land for social housing. Most localities have reserved enough land for social housing development.
Many localities have paid attention to and allocated social housing land funds in convenient locations, near urban centers and industrial parks, ensuring technical and social infrastructure requirements such as Dong Nai, Ho Chi Minh City, Tay Ninh, Ha Tinh, and Hue./.
