Prime Minister directs solutions to effectively develop waterway transport

(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 113/CD-TTg dated July 19, 2025 on implementing solutions to effectively develop waterway transport to promote logistics development in the transport sector.

The proportion of freight transport by inland waterways and coastal routes tends to increase.

Telegrams sent to the Ministers of Construction, Finance, Industry and Trade, Agriculture and Environment, Justice, Science and Technology, National Defense, Public Security; Governor of the State Bank of Vietnam; Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: Vietnam has a river system with a total length of about 42,000 km capable of transport exploitation, along with a coastline of more than 3,260 km and many favorable natural estuaries and bays. These are favorable conditions for the development of inland waterway transport and coastal transport - a low-cost mode of transport, capable of transporting large volumes of goods, contributing to reducing pressure on roads and railways and promoting sustainable economic development. In addition, this mode of transport is environmentally friendly, reducing greenhouse gas emissions.

In recent years, water transport has gradually affirmed its important role in the national transport system. The proportion of freight transport by inland waterways and coastal waterways tends to increase, contributing positively to logistics activities and domestic and international supply chains. However, because this mode of transport has not received real investment attention, policies for the development of water transport infrastructure are not commensurate, the infrastructure serving the development of water transport is still inadequate; fleet capacity, vehicle management, quality of human resources and connection between modes of transport are still limited.

To overcome the shortcomings, create new momentum for the water transport industry to develop rapidly and sustainably, effectively exploit the huge potential and available advantages, reduce logistics costs, promote regional and national economic development, and contribute to the successful implementation of the commitment to achieve the target of net zero emissions by 2050, the Prime Minister requested:

Prioritize investment, renovation and upgrading of main routes, inland waterway ports and key seaports.

1. The Minister of Construction directs:

a) Urgently review and amend legal documents on maritime and waterway sectors, focusing on policies to encourage and attract socialized investment in infrastructure, water transport vehicles, human resources, and technology development; to be completed by September 2025.

b) Review and update inland waterway infrastructure planning and seaport planning to ensure connectivity and synchronization with other modes of transport. Prioritize investment in upgrading main routes, inland waterway ports, and key seaports, especially in dynamic economic regions (North, Southeast, and Mekong Delta); to be completed by September 2025.

c) Promote administrative procedure reform in the fields of vehicle inspection, licensing, management and water transport; promote the application of science and technology in management and operation.

d) Take the lead and coordinate with localities to develop a list of priority investment in inland waterway ports and seaports on major rivers such as the Red River, Cau River, Duong River, Saigon River, Tien River, Hau River, Cai Mep - Thi Vai and coastal areas to call for investment from socialized sources in appropriate forms or prioritize the allocation of public investment capital for a number of important ports and harbors; to be completed by September 2025.

d) Develop a master plan for the development of inland waterway transport infrastructure and services for the 2026 - 2035 period, clarifying the necessity, domestic and international experience, proposing appropriate specific mechanisms and policies to promptly invest in and develop inland waterway transport infrastructure and services, and report to the Prime Minister in October 2025.

Research on mechanisms to attract private investment in developing waterway infrastructure

2. The Minister of Finance directs:

a) Take the lead in balancing and arranging medium-term public investment capital for the 2026 - 2030 period for key projects to develop waterway and maritime infrastructure (including routes; ports and wharves);

b) Prioritize support for research on policy mechanisms to attract private investment in the development of waterway infrastructure, ports, inland waterway wharves and seaports.

d) Preside over and research and propose preferential tax and fee policies for enterprises operating in the field of water transport;

d) Consider mechanisms to support preferential loans and credits for investment in building new and converting water transport vehicles in accordance with technical and environmental standards.

e) Vietnam National Shipping Lines shall study investment in a number of inland waterway ports and seaports according to the list in Point d, Clause 1 above.

3. The Minister of National Defense directs Saigon Newport Corporation to study investment in a number of key inland waterway ports and seaports according to the list in Point d, Clause 1 above.

4. The Minister of Public Security directs local police to coordinate with local agencies, departments and branches to ensure security, order and support localities when deploying waterways nationwide.

5. The Minister of Industry and Trade directs the development of policies to encourage import-export enterprises to use water transport services to reduce costs and increase supply chain efficiency.

6. The Minister of Agriculture and Environment directs:

a) Review and simplify procedures for land allocation, land lease, and sea area allocation to develop port infrastructure, inland waterway wharves, seaports, and dredging of shipping channels and waterways according to planning; review difficulties and report to competent authorities for consideration and adjustment of legal regulations on dikes to create maximum convenience for investment projects in inland waterway port works and seaport wharves in areas outside the dike, especially in the North; to be completed in September 2025.

b) Review and reduce procedures and shorten environmental impact assessment time for dredging and maintenance projects of maritime and waterway channels.

Integrating planning of logistics centers, warehouses, and goods distribution centers associated with inland waterway transport

7. Chairman of People's Committee of provinces and centrally-run cities:

a) Review and update land use planning and arrange land funds for the construction of inland waterway ports and seaports according to the planning; integrate planning of logistics centers, warehouses, and goods distribution centers associated with inland waterway transport; to be completed by September 2025.

b) Update the planning, land use plan and land fund arrangement of the locality to serve the construction of inland waterway ports and seaports according to the plan; to be completed in September 2025.

c) Based on the advantages of each locality, proactively propose a list of infrastructure projects that need to be focused on development; to be completed in September 2025.

d) Direct subordinate agencies to closely coordinate with specialized agencies to strengthen inspection and handling of violations of protection corridors of waterways, inland waterway ports, seaports and maritime routes to ensure smooth and safe traffic.

8. Ministers, heads of ministerial-level agencies, and other relevant government agencies shall proactively coordinate with the Ministry of Construction and localities to synchronously deploy the above tasks and solutions to promote the development of waterway transport; Quarterly (before the 25th of the last month of the quarter), send the implementation results to the Ministry of Construction for synthesis and reporting to Deputy Prime Minister Tran Hong Ha before the 30th of the last month of the quarter.

9. Assign Deputy Prime Minister Tran Hong Ha to directly direct the implementation of the above tasks.

The Government Office shall preside over and coordinate with the Ministry of Construction to urge ministries, agencies and localities to perform the tasks assigned in this Official Dispatch, and report to Deputy Prime Minister Tran Hong Ha and the Prime Minister for consideration and direction./.
