Prime Minister urges disbursement of public investment capital

Although the disbursement of public investment capital in the first 11 months of 2025 is estimated to reach 60.6% of the assigned plan, 58.2% higher than the same period in 2024, and the disbursed capital is also nearly VND 156,000 billion higher, the Prime Minister commented that this result has not yet reached the set target, while the disbursement time is only 55 days and the amount of capital to be disbursed is quite large, about VND 360,000 billion. Therefore, in order to complete the disbursement target of 100% of the plan, contributing to stabilizing the macro-economy and promoting growth, the Prime Minister requested ministers, heads of central agencies, and chairmen of People's Committees of provinces and centrally run cities to take full responsibility before the Prime Minister for directing the synchronous implementation of tasks and solutions. In particular, the task of promoting public investment is identified as one of the top important political tasks, a criterion for evaluating officials according to Regulation 366-QD/TW of the Politburo; in leadership and direction, it is necessary to have high determination, great efforts, drastic actions, and assignment must ensure "6 clarity" (clear people, clear work, clear responsibility, clear authority, clear time, clear results). Ministries, central and local agencies need to urgently allocate the remaining 2025 plan capital that has not been assigned in detail and resolutely accelerate the progress of implementing highways and key, important national public investment projects and works.

The Prime Minister requested to strengthen discipline and order in disbursing public investment capital; focus on accelerating site clearance and construction progress, and at the same time have strict sanctions according to the law for investors, project management boards, organizations and individuals who deliberately cause difficulties and obstructions. In particular, it is necessary to promptly replace cadres, civil servants and public employees who are weak in capacity, slow-moving, corrupt, and resolutely handle negative behaviors in public investment management. Units must make detailed disbursement plans for each project and strictly comply with them on a weekly and monthly basis, considering this as the basis for evaluating and classifying the level of completion of assigned tasks in 2025; it is necessary to immediately review the disbursement progress to have a plan to transfer capital from projects with incomplete disbursement to supplement projects with good disbursement and in need of additional capital. Regarding the issue of raw materials, localities must focus on removing difficulties related to compensation for site clearance, licensing of mines, exploitation of raw materials such as stone, sand, and soil for projects, while at the same time checking, reviewing, and strictly managing the prices of construction materials and strictly handling the situation of assigning mines to the wrong subjects, leading to "buying and reselling" activities and increasing material prices.

The Prime Minister also assigned specific tasks to relevant ministries. In particular, the Ministry of Finance was required to apply digital transformation in monitoring, inspecting, and urging disbursement progress; to publicly announce the implementation status and disbursement rate of ministries, central and local agencies on the mass media every week; the Ministry of Construction took the lead in closely monitoring the situation and developments in the construction materials market to control prices; the Ministry of Agriculture and Environment continued to guide and remove difficulties and obstacles related to the licensing process for mines, exploitation of raw materials and legal issues related to land and site clearance.

The Prime Minister requested ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and centrally run cities to be responsible for strictly implementing the tasks in this dispatch.
