Prime Minister Pham Minh Chinh: Focus on speeding up progress of key national projects

According to the representative of the Ministry of Construction , at the 21st meeting, the Prime Minister assigned 28 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles of expressway projects in the list of 3,000 km to be completed by 2025; speeding up investment preparation procedures to start construction and inaugurate the projects on December 19 this year.

To date, the units have completed 11 tasks on time, including some important tasks. The Ministry of Construction has inspected, reviewed, and removed difficulties and obstacles related to key traffic projects.

It is expected that by December 19, the whole country will have completed and opened to traffic 3,513 km of roads (main expressways 3,188 km, interchanges and access roads 325 km). By 2025, localities will complete 251 km of coastal roads.

Regarding the preparation for the groundbreaking and inauguration ceremonies of large-scale and meaningful projects to welcome the 14th National Congress of the Party on December 19, 2025, the Ministry of Construction has compiled 245 projects and works in 34 provinces and cities that are eligible for groundbreaking and inauguration.

The Ministry of Construction proposed 79 online and live TV broadcasting points at large-scale, meaningful projects and works, connecting with other projects and works at ministries, branches, provinces, cities... The central point is at Long Thanh International Airport.

Bac Ninh province is making efforts to implement 3 key projects, ensuring progress and achieving some positive results. Specifically, the Ring Road 4 project - Hanoi Capital Region has basically completed compensation and site clearance. The relocation of technical infrastructure items is being implemented to ensure the overall progress of the project. The construction of parallel roads (urban roads) through the province has a total construction and installation payment value of more than 966/2,307 billion VND.

The project of compensation and site clearance for the construction of the Lao Cai - Hanoi - Hai Phong railway, the section passing through Bac Ninh province is about 3.76 km long. The Provincial People's Committee has issued an implementation plan, striving to basically complete compensation and site clearance before December 31 this year.

The project of the route connecting Gia Binh airport with Hanoi capital through the province has a total length of about 27.7 km. The specialized agencies of the province are organizing the appraisal of the project feasibility study report proposed by the investor.

Discussing here, delegates reported to the Government on difficulties and problems in site clearance, lack of construction materials... and proposed solutions to speed up the implementation of key projects.

Concluding the conference, comrade Pham Minh Chinh acknowledged and highly appreciated the efforts of agencies, units, localities, investors, contractors, officers, engineers, and workers who have strived to deploy and construct the project with the spirit of "overcoming the sun and the rain", ensuring the progress of the items.

He affirmed that the projects and works, if completed and put into use soon, will contribute to facilitating people's travel and transport of goods, promoting economic growth and opening up new development space.

The Prime Minister requested that from now until December 19 and throughout December this year, all constructions and projects across the country must be focused on accelerating progress. Ministries, branches, localities and investors must strengthen leadership, direction, inspection, supervision, and handle all difficulties and problems as quickly and effectively as possible, ensuring progress, construction quality, labor safety and environmental sanitation.

Issues related to the legitimate and legal rights of the people must be resolved completely and thoroughly, without allowing complaints to arise. During the project implementation process, authorities at all levels and investors must regularly inspect and supervise, absolutely not allowing negativity, corruption and waste to occur.

He also requested timely rewards for collectives and individuals with achievements, especially workers directly working on the construction site. Along with that, it is necessary to complete all documents according to the law for projects that have started and been inaugurated, the general spirit is to be highly focused, only discuss work, not discuss back.

Ministries, branches, localities, investors, contractors, and consultants are highly focused on continuing to direct the construction of projects, working "3 shifts, 4 shifts" to make up for the progress. Police and military forces are focused on doing a good job of ensuring security and order, supporting the acceleration of construction and project progress...

At the end of the online conference, comrade Phan The Tuan requested departments, branches and localities to seriously implement the Prime Minister's conclusions; focus on implementing key projects in the province, ensuring the right progress and requirements.
