Prime Minister Pham Minh Chinh: Speed ​​up the construction and repair of houses for people affected by natural disasters

DNO - On the morning of December 9, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches, central agencies, and online meetings with provinces from Ha Tinh to Lam Dong to listen to progress reports on the implementation of "Operation Quang Trung" - a rapid campaign to rebuild and repair houses for households that collapsed, washed away, or were severely damaged by recent storms and floods.

According to the report of the Ministry of Agriculture and Environment , at this time, localities have achieved many positive results. Of the total 1,635 houses that need to be newly built, 971 houses have been started so far (Hue: 5, Da Nang: 16, Quang Ngai: 41, Gia Lai: 674, Dak Lak: 176, Khanh Hoa 47, Lam Dong 12 houses); 479 houses have been completed (Quang Ngai: 29, Gia Lai: 450 houses).

The number of houses under construction is 492 (Hue: 5, Da Nang: 16, Quang Ngai: 12, Gia Lai: 224, Dak Lak : 176, Khanh Hoa: 47, Lam Dong: 12 houses).

Meanwhile, there are still 664 houses that have not started construction (Quang Tri: 1, Da Nang: 130, Quang Ngai: 17, Dak Lak: 463, Khanh Hoa: 42, Lam Dong: 11 houses).

Of the total 39,461 houses that need to be repaired, 34,637 have been completed so far (Hue: 31, Da Nang: 121, Quang Ngai: 475, Gia Lai: 28,760, Dak Lak: 5,240, Khanh Hoa: 10 houses).

The number of houses under repair is 4,197 (Hue: 5, Da Nang: 23, Quang Ngai: 40, Gia Lai: 3,195, Dak Lak: 880, Khanh Hoa: 36, Lam Dong: 18 houses)...

The forces continue to support people in building new and repairing until the entire workload is completed.

At the meeting, localities requested the Central Government to continue supporting resources to ensure the completion of the campaign.

Dak Lak province proposed to support 500 billion VND to build 333 community houses combined with flood shelters.

Quang Tri Province said there are currently 12 households that have to rebuild or repair their houses but are living in temporary housing. The locality has proposed VND45 billion in support to build a system of embankments to prevent landslides before building permanent housing.

In Da Nang, as soon as the natural disaster became complicated, the city activated 3 forward command posts and 1 field command post; issued many urgent directives, including Official Dispatch No. 10/CD-UBND dated November 14, 2025, requesting to ensure temporary accommodation, repair houses with damaged roofs, and prioritize support for poor and near-poor households and policy families.

In particular, to implement the "Quang Trung Campaign", the City People's Committee issued an official dispatch directing its implementation.

Chairman of the City People's Committee Pham Duc An said that on December 5, 2025, the city held an online meeting with localities to assign targets; at the same time, military and police forces, organizations and businesses were mobilized to support people in building and repairing houses.

With this effort, Da Nang is determined to complete all new houses before January 31, 2026, ensuring that people have stable housing in time to welcome the Lunar New Year of Binh Ngo 2026 as directed by the Prime Minister.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh highly appreciated the efforts of local Party committees and authorities from Ha Tinh to Lam Dong in overcoming the consequences of natural disasters and stabilizing people's lives in recent times; acknowledged the active and timely coordination of the Ministry of Agriculture and Environment, the Ministry of National Defense, the Ministry of Public Security and other forces.

The Prime Minister requested to continue implementing the "Quang Trung Campaign", because the volume of houses that need to be built and repaired is very large, while there is not much time left.

“This is a campaign without gunfire, but it must be a resounding victory to cheer up the people, especially the families who lost their homes or whose homes were severely damaged by the recent historic storm and flood in the Central region. Therefore, it must be done with spirit, heart and responsibility towards the people,” the Prime Minister emphasized.

The Prime Minister requested that localities continue to direct and report according to the guidance of the Government Office. If there are any difficulties or problems during the implementation process, they must be reported promptly.

Ministries, branches, police forces, army, youth and other forces must participate in the spirit of "whoever has something to contribute, whoever has merit contributes merit, whoever has property contributes property; support wherever is convenient"; the State will ensure resources.

The target is to complete all home repairs by December 31, 2025; new homes must be completed by January 31, 2026. In case of lack of resources, especially budget, it is necessary to promptly report to the Government.

Localities must arrange time and assign each comrade in the Standing Committee and Party Executive Committee to monitor each commune and ward and implement the reporting regime according to regulations. Secretaries and Chairmen of the People's Committees of localities must directly get involved, avoiding the mindset of laxity or leaving it to subordinates.

The Prime Minister asked telecommunications, electricity and energy corporations to continue to pay attention to and support flood-affected localities.

The Front and socio-political organizations strengthen the launching of support movements; the Youth Union promotes its vanguard role.

Press agencies stepped up communication and promptly praised localities that did well to encourage the spirit of the "Quang Trung Campaign".

The Government Inspectorate is assigned to organize surprise inspections to urge and ensure progress and effectiveness of implementation.
