The conference was held in person at the Government headquarters and online with participation from 34 provinces and cities. Attendees included: Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; Minister of Foreign Affairs Le Hoai Trung; leaders of ministries, central agencies; and leaders of provinces and cities.
In his opening remarks, Prime Minister Pham Minh Chinh stated that the Politburo had recently issued nine important strategic resolutions for national development in various fields; the National Assembly had resolutions and laws, and the Government had resolutions and action programs to implement them, including Resolution 59-NQ/TW of the Politburo on international integration in the new situation.
The Prime Minister emphasized that international integration is a major strategic element in foreign policy in particular and in the overall national development strategy in general, contributing to promoting socio-economic development, strengthening national defense and security, expanding foreign relations, enhancing the nation's position, and ensuring the interests of the nation and people.
When implementing the Doi Moi (Renovation) process, we relied on three pillars: eliminating bureaucracy and subsidies, developing a multi-sector economy, and international integration. The Prime Minister stated that, given the current changing circumstances, the approach must also adapt accordingly and effectively. Therefore, the Politburo issued Resolution 59-NQ/TW, which outlines new thinking, new approaches, and new methods for implementing international integration, aiming to effectively capitalize on favorable conditions and minimize the impact of fluctuations in the international environment.
The overarching perspective on international integration is that it is a cause for the entire political system and the whole population under the leadership of the Party and the management of the State; the people and businesses are the center, the subjects, the driving force, and the resources for implementing international integration. The overall goal is to improve the quality, effectiveness, synchronicity, comprehensiveness, and breadth of international integration; maintain a peaceful and stable environment, contributing to the development and protection of the country; maximize the utilization of external resources and favorable conditions to build an independent and self-reliant economy, preserve and promote Vietnamese culture and human strength; strengthen national overall strength, and enhance the country's role, position, and international prestige.

The Prime Minister stated that, over the past year, the global economic, investment, and trade trends have declined. However, for Vietnam, import and export turnover has increased, and FDI disbursement has reached an all-time high of approximately 28-29 billion USD, demonstrating increased confidence of foreign investors in Vietnam's investment and business environment; and simultaneously stimulating domestic investment. The international community highly appreciates Vietnam's socio-economic development achievements.
According to the Prime Minister, international integration must be implemented more comprehensively, deeply, and effectively, shifting from a system of seeking and receiving, joining, and participating to one of actively contributing to, building, and shaping international relations; and being ready to play a core role in leading and mediating in issues of peace, security, and development in the world.
Prime Minister Pham Minh Chinh requested at the conference that members of the Steering Committee exchange views, review, and assess the situation regarding the implementation of international integration work over the past year, including the implementation of Resolution 59-NQ/TW, and determine key directions for the coming period.
The discussions focused on thoroughly evaluating the implementation situation, what had been done well and what had not, the subjective and objective causes, and lessons learned; analyzing and forecasting the current global situation; proposing appropriate tasks and solutions, and organizing effective implementation, especially as the country enters a new era of development…
According to the Ministry of Foreign Affairs' report, in recent times, the Party's correct and timely guidance has helped shape a new mindset on international integration to meet the requirements and tasks in the new situation; the awareness of ministries, sectors, and localities on international integration has undergone a fundamental shift, creating an important foundation for implementing the Party's policies and guidelines.

International economic integration is rapidly shifting to adapt to fluctuations, attracting important and breakthrough resources from outside, contributing to restructuring and innovating a more sustainable and self-reliant growth model.
International integration in politics, defense, and security has made significant progress, serving as a cornerstone in protecting the homeland from early on and from afar, consolidating and expanding a favorable foreign policy landscape, and enhancing the country's potential and international standing.
International integration in science and technology, innovation, and digital transformation is being strongly promoted, becoming a focus in cooperation with partners, practically serving the goal of shifting the growth model from extensive to intensive.
International integration in culture, society, tourism, environment, education and training, health, and other fields has seen many positive changes, both increasing the country's position and soft power, and effectively serving the goal of sustainable, inclusive, and people-centered development.
Furthermore, the improvement of institutions and legal policies on international integration has been accelerated, and the monitoring and supervision of the implementation of international commitments and agreements have contributed to enhancing national competitiveness and the country's capacity for international integration. The direction and coordination work has been implemented decisively and closely, ensuring the synchronized implementation of international integration and effectively leveraging the combined strength of the entire political system.
