The Prime Minister presides over the fifth meeting of the Steering Committee for the construction of the nuclear power plant.

On the afternoon of February 12, 2026, at the Government Headquarters, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the construction of nuclear power plants (Steering Committee), chaired the fifth meeting of the Steering Committee.

Attending the session were Deputy Prime Ministers, leaders of ministries and central agencies, Khanh Hoa province, Vietnam National Energy and Industry Corporation, and Vietnam Electricity Corporation.

Over the past period, under the close guidance of the Government, the Prime Minister , and the Steering Committee, relevant ministries, sectors, localities, and units have actively and proactively implemented assigned tasks, achieving many concrete results in promoting the nuclear power plant construction project.

Specifically, the relevant ministries and agencies are continuing to finalize procedures related to the signing and ratification of the intergovernmental agreement with the Russian Federation on cooperation in the construction of the Ninh Thuan 1 nuclear power plant; establishing a state appraisal council to appraise the dossier and adjust the investment policy; and continuing negotiations on the agreement for providing state export credit to finance the construction of the Ninh Thuan 1 nuclear power plant.

Regarding the Ninh Thuan 2 nuclear power project, immediately after the Government Party Committee submitted and received feedback from competent authorities on the cooperation in investing in and constructing the plant, a working group on the Ninh Thuan 2 project was established and worked with potential partners on the possibility of cooperating in investment and construction and providing credit for the project. At the same time, they proactively completed the pre-feasibility study report to submit to competent authorities for appraisal and approval of the investment policy.

After listening to the reports, discussions, and concluding the meeting, Prime Minister Pham Minh Chinh emphasized that ensuring national energy security is an urgent requirement and a crucial foundation and prerequisite for economic development, linked to the requirement of energy transition towards green, clean, and environmentally friendly energy. Therefore, it is necessary to focus on and accelerate the development of power sources, including nuclear power.

The nuclear power plant construction project is a key national project of strategic importance with a century-long vision; therefore, tasks and responsibilities must be implemented within the scope of authority with the utmost urgency and responsibility. Any matters exceeding authority or those still facing obstacles should be reported specifically to the competent authority.

The Prime Minister requested that within the next two days, relevant ministries and agencies, under the direct guidance of Deputy Prime Minister Bui Thanh Son, urgently finalize the report of the Government Party Committee to be submitted to the competent authority on the results of negotiations on the cooperation agreement for the construction of the Ninh Thuan 1 nuclear power plant with Russia and the progress of the Ninh Thuan 2 nuclear power plant project.

The Prime Minister also requested the Ministry of Science and Technology to continue reviewing, developing, and perfecting standards, regulations, procedures, and rules related to the nuclear power plant project. Khanh Hoa province, in coordination with relevant ministries and agencies, should urgently carry out tasks that can be implemented immediately within their authority, related to compensation, land clearance, and resettlement for the people, ensuring their legitimate rights and interests, with the principle that their lives in the new location must be better than or equal to their previous living conditions; while also strengthening inspection and supervision to prevent corruption, negative practices, and waste.

In addition, the Prime Minister instructed the Ministry of Foreign Affairs to closely coordinate with other ministries and agencies in the process of exchanging information with partners on the implementation of the Ninh Thuan 2 nuclear power plant construction project. Prime Minister Pham Minh Chinh requested that ministries, agencies, and localities implement the work more actively and decisively; reports submitted to competent authorities must adhere to the "six clear principles: clear person, clear task, clear responsibility, clear authority, clear time, clear results".
