After listening to the reports, on behalf of the Party and State leaders, the Prime Minister acknowledged and commended the efforts and spirit of the entire political system and people of Gia Lai province in responding to and overcoming the consequences of the recent natural disaster, especially in doing a good job of prevention and resolutely evacuating people, because the highest requirement of the Party and State is to protect the health and lives of the people, this is the most important thing; at the same time, urgently and actively overcome the consequences after the storm.
Prime Minister Pham Minh Chinh requested ministries, branches, localities, agencies and functional forces to continue to urgently implement the Prime Minister's instructions and dispatches, most recently Dispatch No. 214/CD-TTg dated November 12, 2025, on urgently compiling statistics, assessing damage and focusing on quickly overcoming the consequences of storms and floods in the Central region.
The Prime Minister pointed out that the tasks in the coming time must stabilize people's lives as quickly as possible; continue to visit affected households, review and promptly support housing, food and necessities for people, paying special attention to households whose houses have collapsed or washed away, policy households, and disadvantaged households, so that no one goes hungry or cold.
Review, make complete and accurate statistics, and make a list of households whose houses have collapsed, drifted away, or suffered severe damage that cannot be restored, poor households, and policy beneficiaries whose houses have been damaged or have had their roofs blown off by storms and floods. From there, focus on immediately implementing the State's support policies according to current regulations and mobilize additional resources from the Fatherland Front, businesses, philanthropists, organizations, individuals, and arrange forces to support people in rebuilding their houses. For households that cannot rebuild their houses at their old places and are forced to relocate to ensure safety, local authorities must proactively arrange and allocate land funds in places that ensure safety for people.

Agencies and enterprises have arranged and supported 60 billion VND to support De Gi commune. The Prime Minister requested that this amount be used effectively and in accordance with regulations to support the repair and construction of houses for people, immediately deploy the construction of resettlement areas for households that have completely lost their houses, relocate households living near the sea with high risks, and at the same time reserve coastal land with great potential to attract investment, develop tourism, services, develop the socio-economy, create jobs and livelihoods for people.
Along with that, support with plant varieties, livestock and other necessary materials to restore agricultural production immediately after storms and floods. Focus on immediately restoring essential infrastructure works, first of all schools, medical stations, hospitals to ensure learning for students and medical examination and treatment services for people immediately after storms and floods; quickly overcome incidents to restore electricity, water, telecommunication services; repair traffic works, irrigation works, dams, dykes that have incidents or damage in natural disasters.
To urgently restore production and business, the Prime Minister requested local Party committees, authorities, the army, police, youth unions, etc. and other forces to mobilize maximum forces to join hands to help businesses clean up the scene and restore factories. The banking system has policies to extend, postpone, and freeze debt, and credit support packages for businesses and business households that have suffered losses. The Ministry of Finance has researched policies on taxes, fees, charges, etc. and directed the immediate implementation of support policies, timely payment of insurance to businesses to restore production and business activities after storms and floods.
The Prime Minister directed localities to effectively use the budget reserve and local resources, along with the funding supported by the Prime Minister and the Central Committee of the Vietnam Fatherland Front, to proactively implement support policies and carry out urgent tasks to overcome the consequences of natural disasters in accordance with regulations. At the same time, synthesize a full and accurate report on the damage situation and the work to overcome the consequences of storms and floods in the area, and continue to propose specific support needs from the Central Government.
Along with that, the Prime Minister directed localities to continue to complete regular tasks and strive to fulfill socio-economic development goals and targets in 2025 and the 2021-2025 period.

Damage of more than 5,900 billion VND
According to the latest report of Gia Lai province, storm No. 13 killed 2 people and injured 8 others. Preliminary estimated damage as of November 10 is more than 5,900 billion VND. More than 71,000 houses collapsed, damaged and flooded, of which 1,086 houses were completely damaged, 8,012 houses were severely damaged (from over 50-70%)... 490 schools and educational centers were affected and damaged at different levels; 11 hospitals and medical centers were severely damaged.
Regarding agriculture, forestry and fishery, 2,184.64 hectares of rice were flooded; more than 14,978.58 hectares of flowers and vegetables were damaged; 4,543 hectares of perennial crops, 26,311 hectares of annual crops were damaged; 21,870 flower pots and ornamental plants were damaged and 19,236 shade trees and urban trees were fallen or broken; 1,375 livestock and 41,295 poultry were killed or swept away; 386 boats were damaged (148 boats were completely damaged, 238 boats were severely damaged); more than 500 hectares of aquaculture area were damaged, 590 cages and rafts were completely damaged. Many embankments were damaged, canals were eroded and damaged.
Regarding communications, about 50 antenna poles were knocked down or broken. More than 2,300 electric poles were knocked down or broken; more than 58,000 meters of electric wire were broken, 13 transformer stations were damaged. Enterprises in the province suffered serious damage due to storm No. 13, especially in industrial parks and clusters in the East, such as Phu Tai, Long My, Nhon Hoi.

After the storm, the entire province suffered widespread power outages, communications were disrupted, traffic was cut off in many places, and people's lives were seriously affected.
The authorities have urgently deployed rescue and relief work and helped people overcome the consequences; effectively implemented the "4 on-site" motto, mobilizing over 65,000 people, over 1,000 cars of all kinds, 40 rescue boats and canoes... Evacuating over 93,000 households/341,000 people in vulnerable areas to safety; setting up barriers, warning signs, and arranging 24/7 on-duty forces at 550 vulnerable points.
Immediately after the storm, the province provided emergency support to affected households, ensuring social security: households whose houses had completely collapsed were supported with 60 million VND/house; households whose roofs were completely damaged were supported with 5 million VND/house; households whose roofs were partially damaged were supported with 2 million VND/house; and at the same time, food, clean water, medicine, and temporary accommodation were provided to households who lost their houses, poor households, and vulnerable groups. Households who lost their houses were screened and resettled safely according to regulations.
The work of restoring essential infrastructure has been implemented synchronously. Gia Lai Electricity has restored 117/208 incidents, while 203,466 customers (20.8%) and 2,382 transformer stations (20.6%) are still without electricity; striving to complete the restoration before November 15, 2025.
The basic domestic water supply system has resumed operation; mobile clean water supply points have been set up in Quy Nhon, Tuy Phuoc Bac, Tuy Phuoc Dong and Ayun Pa areas. 100% of main roads have been cleared, rural routes and landslide areas have been temporarily repaired, ensuring safe traffic. Medical stations have been temporarily repaired and are operating normally; 100% of schools have completed cleaning, repairs and resumed teaching, ensuring safety for students, teachers and educational activities.
