Prime Minister: Young entrepreneurs must take the lead in new and difficult fields

On the morning of November 27, in Hanoi , the solemn session of the 8th National Congress of Delegates of the Vietnam Young Entrepreneurs Association (term 2025 - 2030) took place. Prime Minister Pham Minh Chinh attended and spoke at the congress.

New position, new mindset of Vietnamese businessmen

Opening his speech, Prime Minister Pham Minh Chinh outlined the country’s promising economic picture after nearly 40 years of renovation. In that common achievement, the business community and enterprises play the role of the main material production force.

The Prime Minister expressed his delight that the Vietnam Young Entrepreneurs Association, after more than 30 years of establishment (from the Young Entrepreneurs Club in 1993), has developed strongly with branches in all provinces and cities, gathering more than 21,000 members, generating annual revenue of 40 billion USD, equivalent to about 8% of the country's GDP.

"Young Vietnamese entrepreneurs are not only good at doing business but also carry Vietnamese blood with youthful enthusiasm, intelligence, creativity and bravery. You have proven that Vietnamese entrepreneurs not only operate domestically but also reach out to the region and participate in the global value chain," the Prime Minister emphasized.

Analyzing the world context with unpredictable changes in geopolitics, energy security and climate change, Prime Minister Pham Minh Chinh said that the space for development on the ground is increasingly narrow. Therefore, the mindset of young entrepreneurs in the new era must be to expand the space for development: "Reaching out to the ocean, going deep into the ground and flying high into space".

Explaining this symbolic message further, the Prime Minister said: "The Internet, Vinasat-1, Vinasat-2, and Starlink satellites are exploiting space. We are undergrounding fiber optic cables, building subways, and underground waste treatment, which is going deep underground. All of these require intelligence, science, technology, and innovation."

The head of the Government affirmed that to do that, young entrepreneurs must know how to turn "nothing into something, difficult into easy, and impossible into possible".

Mission of "6 pioneers" in the digital age

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh requested the Vietnam Young Entrepreneurs Association to implement "6 Pioneers" to be worthy of being the shock force.

Firstly, pioneer in building a generation of entrepreneurs with revolutionary ideals and patriotism. The Prime Minister requested to build a business culture: "Pure heart - Bright mind - Great ambition - Dedicated to the country and the people". Young entrepreneurs must enrich themselves legitimately, respect the law and always link business interests with national and ethnic interests.

Second, pioneer in green transformation and digital transformation. The Prime Minister called this "dual transformation", an objective requirement and strategic choice. "Green transformation for sustainable and humane development, without sacrificing the environment and social security for pure growth. Digital transformation for fast and smart development," the Prime Minister analyzed.

Third, pioneer in association and cooperation. Young entrepreneurs need to take the lead in promoting links between private enterprises and business households with state-owned enterprises and FDI. The Prime Minister emphasized: "Unity for strength, cooperation for benefits, dialogue for trust enhancement."

Fourth, pioneer in contributing to policy development. The Vietnam Young Entrepreneurs Association needs to continue to be the voice of the business community, reflecting on difficulties and recommending institutional amendments to create a "clear, transparent and smart" business environment.

Fifth, pioneering with the Party and State. Young entrepreneurs need to thoroughly grasp and successfully implement Party resolutions and State laws, especially in the fields of health, education, energy and technology.

Sixth, pioneer in implementing social responsibility and humanity. At this point, the Prime Minister assigned a specific and encouraging task: "Do you dare to be the pioneer in building social housing?" The Prime Minister is concerned that without support, with housing prices of 50 - 70 million VND/ ^m2 , it will be very difficult for young people to settle down and start a career.

The Prime Minister suggested that immediately after the congress, the Young Entrepreneurs Association must have a specific program, assigning tasks to entrepreneurs entering this field in Hanoi, Ho Chi Minh City and industrial parks, considering this the most practical action demonstrating humanity.

Launching the "6 best" emulation movement

Applying Uncle Ho's teaching "Emulation is patriotism", Prime Minister Pham Minh Chinh suggested that the Young Entrepreneurs Association launch an emulation movement. "6 best" to create new momentum. That is "The Most Pioneering": "If the youth are not pioneers, who will be? Young entrepreneurs must take the lead in new and difficult fields," the Prime Minister emphasized.

The second is the "Most Creative" movement because the greatest resource of young people is innovation. According to the Prime Minister, this is the key to breakthrough in the digital age.

The third is "Most Committed". Prime Minister recommend young people to venture into difficult and arduous places.

The fourth is "Unity": internal unity, national unity and international unity. Without unity, great things cannot be done.

The fifth is "Most Integrated". The Prime Minister believes that as a generation that is well-trained, good at foreign languages and technology, young entrepreneurs must be the strongest force for international integration.

In particular, the Prime Minister emphasized the need for a "Most Compassionate" movement to compete to see who does more good deeds and who shares better with fellow countrymen.

The Prime Minister also reminded the community of the responsibility for the recent losses caused by natural disasters and floods (estimated to reduce GDP growth by 0.4%). The Prime Minister called for the spirit of "working during the day is not enough, take advantage of working at night and working on holidays" to shoulder the difficulties for the affected areas, demonstrating noble civic responsibility.

At the end of his speech, the Prime Minister highly appreciated the message of the congress: "Young Vietnamese Entrepreneurs: Pioneering - Innovating - Creating Values - Firmly Stepping into the New Era" . Recalling the heartfelt messages that the Association sent at the Private Economic Forum: "Constructive State - Pioneering Enterprises - Public and Private Partnership - Developed Country - Happy People" The Prime Minister affirmed that the Government is committed to always accompanying and creating the most favorable conditions for young entrepreneurs to develop.

"I believe and expect that you will bring the spirit, aspiration for innovation and the spirit of serving the country to create an even more successful term," the Prime Minister emphasized.
