Prime Minister Pham Minh Chinh spent more than an hour sharing his vision and orientation to promote the rapid and sustainable development of the logistics industry at the Vietnam Logistics Forum 2025 held on November 29 in Da Nang .
Speaking before 500 delegates, the Prime Minister emphasized the role of the "blood vessels" of the economy , and said that the logistics industry is becoming an important industry in the overall development of the country.
According to the Prime Minister, this year our country can reach about 900 billion dollars in import and export, the role of logistics in the circulation and distribution of goods is very important. Logistics not only plays a vital role in the storage, preservation and circulation of goods, but is also a pillar to promote national competitiveness.
Emphasizing that reducing logistics costs will increase product competitiveness and contribute to improving national capacity, he said that logistics costs accounting for about 16% of GDP in our country are still quite high. While Malaysia is 12%, the world average is 11%.
Prime Minister Pham Minh Chinh said that if it reduces to the world average, with 900 billion dollars in imports and exports this year, Vietnam can save 45 billion dollars.
"I talk about numbers and cite data to show us the very important role of the industry to have more determination to innovate.
How big is this figure of 45 billion dollars, we can imagine that all of our country's agricultural products exported this year are only about 70 billion dollars. Last year, the record export (of agricultural products - NV) was about 64 billion dollars...", the Prime Minister said, at the same time requiring to increase productivity, improve methods to reduce logistics costs, and create competitive attraction.
According to him, there are some limitations that need to be improved to reduce costs. For example, the problem of weak logistics links between regions, provinces and internationally is still time-consuming and costly.
Meanwhile, enterprises in this industry in our country are mainly small and medium-sized, have low competitiveness, and have not yet formed international logistics centers in key areas. In addition, institutions and policy mechanisms are not yet synchronized, and have not kept up with development requirements...

Each locality and each industry must grow by double digits.
Spending a lot of time talking about socio-economic development and social security, Prime Minister Pham Minh Chinh emphasized the goal of achieving the goal of becoming a developing country with modern industry and high middle income by 2030; and becoming a developed country with high income by 2045.
According to the Prime Minister, to successfully achieve this goal, the whole country must grow at a double-digit rate. Therefore, all sectors, levels and localities must grow at a double-digit rate for the whole country to grow at a double-digit rate.
Similarly, the logistics industry must also grow by double digits. According to the Prime Minister, some specific industries such as the energy and electricity industries must even grow at a higher rate than the general level.
He suggested that the logistics industry should aim for a growth rate of 15-16% per year to strive for and contribute to the overall growth target.
Recalling that logistics costs in Vietnam account for a high proportion of GDP, the Prime Minister said that it is necessary to set a goal in the next 5 years to reduce logistics costs to the world average level.
"The logistics industry must not only achieve double-digit growth targets but also strive to grow 1.5 times higher than the country's overall growth target" - the Prime Minister said this is a heavy task but not impossible.
He also pointed out 8 key groups of solutions to achieve the above goals. Among them, the leading groups of solutions are perfecting institutions, policy mechanisms, and logistics planning.
