Prime Minister: Making Vietnam a leading logistics service center in Southeast Asia, Asia and the world

(Chinhphu.vn) - Speaking at the Vietnam Logistics Forum 2025, emphasizing the goal of sustainable development of the national logistics ecosystem "Smart - Modern - Green - Digital - Competitive - Effective", with the spirit of "looking far and wide, thinking deeply and doing big", making Vietnam become the leading logistics service center in Southeast Asia, Asia and the world, Prime Minister Pham Minh Chinh pointed out 8 common, important tasks and specific tasks for ministries, branches, localities and agencies to develop Vietnam's logistics industry.

On the morning of November 29, in Da Nang , Prime Minister Pham Minh Chinh attended and spoke at the Vietnam Logistics Forum 2025 with the theme: "Vietnam Logistics - reaching out to the new era".

Also attending the Forum were Minister of Industry and Trade Nguyen Hong Dien, Secretary of the Da Nang City Party Committee Le Ngoc Quang; leaders and representatives of central ministries, departments and branches, local management agencies, industry associations, businesses providing logistics services and importing and exporting goods and services, research institutes, universities and international organizations in Vietnam.

At the Forum, Prime Minister Pham Minh Chinh witnessed the handover ceremony of cooperation documents between agencies and enterprises; the Da Nang Logistics Association and the Dong Nai Logistics Association were launched.

Logistics industry must grow 1.5 times faster than GDP growth rate

Speaking at the event, Prime Minister Pham Minh Chinh highly appreciated the 13th edition of the Forum, which was organized to promote the rapid and sustainable development of the logistics industry - an industry that plays a vital role in the circulation of goods, and is one of the "pillars" promoting national competitiveness.

The forum was held in Da Nang - a locality with a strategic location with a deep-water seaport system, an international airport and located on the North-South traffic axis as well as the East-West Economic Corridor, connecting countries in the Greater Mekong Subregion (GMS). Recently, the Prime Minister decided to pilot the establishment of the first free trade zone in Da Nang.

Along with the formation of the International Financial Center located here (December 2025), the development of industrial park and logistics infrastructure will be the driving force for Da Nang to break through, soon becoming a regional and international financial, economic and logistics center, spreading development to the North Central region, the Central Coast and the whole country.

The Party and the State have paid great attention to and have had many important policies and guidelines to develop the logistics industry. Resolutions of the Politburo, institutions, mechanisms and policies issued by the National Assembly and the Government on regional development all have contents on logistics. The implementation of these policies and guidelines has brought about positive results.

Firstly, the growth rate of logistics services is fast and stable, reaching an average of 14-16%/year, directly contributing to GDP annually at 4.5-5% of GDP. According to the World Bank's 2023 report, Vietnam ranked 43rd out of 139 countries in the Logistics Performance Index (LPI) and is in the Top 5 in ASEAN along with 4 countries: Singapore, Malaysia, Thailand and Indonesia.

Second, logistics costs have decreased to about 16% of GDP (from over 20% of GDP in 2014), saving billions of dollars each year for import-export businesses.

Third , the logistics infrastructure system is invested synchronously, especially the network of seaports, airports, highways, and logistics centers in key economic regions such as: Ho Chi Minh City, Hai Phong, Quang Ninh, Da Nang, and Can Tho.

Fourth, the logistics business sector is growing stronger with more than 34,000 enterprises. Many enterprises have deeply participated in the global supply chain, applying high technology in operational management.

Fifth, free trade agreements also create a favorable environment for Vietnam's logistics to deeply integrate and expand the international service market on the following aspects: Market - infrastructure (according to international standards) - supply chain - cooperation, investment - human resources and international technical standards.

Sixth , these results have directly contributed to improving the competitiveness of goods, reducing import and export costs, promoting international trade growth and domestic goods circulation, with the scale of international trade in 2025 reaching about 900 billion USD.

In addition to these results, the Prime Minister pointed out that Vietnam's logistics industry still has shortcomings and limitations, with 6 bottlenecks. Logistics costs in Vietnam are still high compared to other countries in the region (Singapore only 8%, Malaysia 12%, world average about 11%). Regional connectivity and infrastructure connections are not synchronous, limited, and easily affected when natural disasters occur.

Small-scale logistics enterprises account for the majority, with weak competitiveness and a lack of large enterprises. A national logistics center for international freight transit has not yet been established. The industry still lacks high-quality, professionally trained human resources suitable for the international working environment.

The logistics institution has not yet specified new types of logistics services for e-commerce, green logistics, and special goods logistics. Digital transformation and green transformation in logistics lack a shared database and unified measurement standards.

The Prime Minister stated that these limitations require us to innovate our development thinking, strongly transforming the state from "supporting small-scale logistics" to "developing modern, smart logistics" into an important economic sector to maximize the capacity of localities; promote the connection between economic zones, regions and internationally; consider logistics services as a driving factor, an essential service to promote socio-economic development and from the "management" mindset to "creating and serving" in accordance with the spirit of the Vietnam Logistics Services Development Strategy for the coming period, which has just been issued by the Prime Minister.

According to the Prime Minister, the results achieved are not commensurate with the advantages of geopolitical and geo-economic position, Vietnam's logistics industry still has a lot of room for development. To contribute to achieving the target of average GDP growth of over 10%/year continuously in the next 5 years, industries, localities and fields must grow by double digits.

In particular, the logistics industry alone must achieve an average growth rate 1.5 times higher than the GDP growth rate, specifically the proportion of added value of logistics services in the gross domestic product must reach 6-7%; the average annual growth rate must reach 15-16%; reducing logistics costs compared to the gross domestic product to the world average, about 11-12%...

The Government is determined to implement the "5 principles" of action.

Specifying eight common and important tasks to develop the logistics industry, the Prime Minister first requested to perfect the logistics institutions and policy mechanisms to ensure stability, synchronization, transparency, feasibility, and to drastically reduce administrative procedures and barriers to reduce implementation costs for people and businesses.

Second , develop green, digital, smart, modern logistics infrastructure. Connect logistics database with the National Single Window. Strengthen international cooperation on green logistics, low-carbon logistics and maintain a high value-added ratio of about 20-25% by 2030.

Third , training human resources to serve green, digital, smart, and modern development; along with developing large, multinational logistics enterprises to participate in the global value chain.

Fourth, build a mechanism to mobilize resources to develop green, digital, modern, and smart logistics; promote public-private cooperation, combine state and private resources, domestic and foreign resources, direct and indirect investment capital, loans, etc.

Fifth, logistics management must be smart through connecting businesses, management agencies, customs, banks, insurance, and transportation; encouraging innovation and startups, especially digital technology startups, transportation connection platforms, warehouse management, and e-commerce.

Sixth , synchronously develop related services to serve the logistics industry such as banking, insurance, financial centers, securities, healthcare, education, etc.

Seventh, connect and link Vietnam's logistics with the regional and international logistics system with vision and action, connection creates strength, cooperation creates benefits and dialogue strengthens trust.

Eighth, applying science and technology, innovation, and digital transformation in the logistics industry is an objective requirement, a strategic choice, and a top priority. The Prime Minister stated that agriculture is the fulcrum and pillar that has helped our country escape poverty; industry helps our country become an upper-middle-income country; and science and technology, innovation, and digital transformation will help our country become a developed, high-income country.

Regarding specific tasks for all levels, sectors and localities, the Prime Minister directed the Ministry of Industry and Trade to urgently guide and coordinate with ministries, sectors, localities, associations and logistics enterprises to properly implement the roadmap of the Vietnam Logistics Services Development Strategy for the 2025-2035 period, with a vision to 2050.

The Ministry of Finance has improved the organization and operating mechanism of the National Steering Committee on ASEAN Single Window, National Single Window and Trade Facilitation (Committee 1899); strongly promoted the effectiveness and efficiency of the inter-sectoral mechanism, coordinated from the central to local levels to promptly restructure the supply chain, international and domestic logistics services, transformed the growth model towards efficiency, increased added value, identified: developing logistics infrastructure as the foundation, developing smart logistics services as the driving force and green, digital and modern development as the center.

The Ministry of Finance, together with the State Bank, will research and develop financial and credit policies and green logistics development funds to encourage and promote logistics enterprises to strongly transform digitally and greenly in the coming time.

The Ministry of Construction continues to preside over and closely coordinate with the Ministry of Industry and Trade and localities to implement traffic planning to ensure effective connection with logistics centers nationwide, linking logistics center planning with planning of seaports, dry ports, and bonded warehouses; completing infrastructure for roads, railways, inland waterways, seaways, and airways...

On the basis of planning, localities closely follow reality, deploy investments with focus, avoid spreading, clearly identify investment priorities to effectively implement key, breakthrough projects, create regional, domestic and international linkages.

Localities such as Hai Phong and Da Nang promote the potential, advantages, opportunities, mechanisms and policies in logistics development with the spirit of being exemplary and leading. In particular, Da Nang City develops and promotes the advantages of the first Free Trade Zone in the country, perfects infrastructure, promotes the development of logistics services, creating opportunities for the City and the whole country to catch up with the development trend of the region and the world. Proactively plan regional logistics centers, attract investment, implement the "smart logistics urban" model and promote the advantages of the Free Trade Zone.

Ministries, localities and agencies focus on building a national logistics database, connecting with the National Single Window system, electronic C/O, digital customs, smart ports, and digital multimodal transport. Increase the rate of administrative procedures processed online, the quality of online public services and people's satisfaction; make logistics one of the priority sectors in the National Strategy on digital transformation, promote comprehensive digital transformation in logistics to best serve businesses and people.

Relevant entities cooperate in logistics investment in the spirit of "equality, mutual development, mutual benefit, mutual responsibility to society, workers and environmental protection; harmonious benefits, shared risks".

Emphasizing the motto "Constructive State, pioneering enterprises, public-private partnership, developed country, happy people", the Prime Minister stated that the Government is committed to: Maintaining political-social stability and macroeconomic stability; shifting the state of the administrative system from management to service and development creation; continuing to resolutely implement 3 breakthroughs in institutions, infrastructure, and human resources; strongly developing green supply chains, reducing compliance costs and input costs; building a healthy, fair, equal, public, transparent investment and business environment and a stable, constructive, highly competitive and predictable policy mechanism, transparent implementation and accountability; encouraging, creating creative space and protecting the legitimate and legal rights and interests of entities; continuing to invest in and build development space planning and modern infrastructure, adapting to climate change.

The Government is determined to implement the "5 principles": "Open institutions - Smooth infrastructure - Smart governance - Common practices - Understanding cooperation" to make logistics an important economic sector, contributing to realizing the goal that by 2035, Vietnam will be among the top 30 countries in the world in terms of Logistics Performance Index (LPI).

With the spirit of "what is said is done, what is committed must be done, what is done, what is done must have specific products and results", "turning nothing into something, turning difficult into easy, turning impossible into possible", the Prime Minister hopes that the logistics business community will continue to innovate management, link chains, promote digital transformation, green transformation, and at the same time promote the spirit of "self-reliance, self-reliance, innovation, creativity, solidarity, cooperation", reaching out to the region and the world. The Vietnam Logistics Services Association (VLA), the Vietnam Logistics Human Resources Development Association (VALOMA) and local logistics associations play a bridging role, contributing policy advice, supporting training, and promoting logistics services trade to the international market.

Vietnam has the advantage for the logistics industry to develop rapidly, integrate and lead in the region if we have a "far-sighted" vision, "think deeply and do big", in the spirit of "resources originating from thinking and vision, motivation originating from innovation and creativity, strength originating from people and businesses", knowing how to promote intelligence, valuing time and decisiveness to turn challenges into opportunities, turning will into action, turning potential and advantages into products.

The Prime Minister believes that with the synchronous participation of the entire political system, the close coordination of ministries, branches, localities, international organizations and the business community, relevant parties will promote the spirit of listening, understanding, sharing vision and action, working together, winning together, enjoying together, developing together, sharing joy, happiness and pride, successfully building a national logistics ecosystem, making Vietnam become the leading logistics service center in Southeast Asia, Asia and the world.
