Prime Minister: Making Vietnam a leading logistics service center in the region, continent and the world

On the morning of November 29, Prime Minister Pham Minh Chinh attended the plenary session of the Vietnam Logistics Forum 2025 with the theme "Vietnam Logistics - reaching out to the new era".

Speaking at the event, Prime Minister Pham Minh Chinh pledged that the Government would implement the “5 principles”, contributing to creating a national logistics ecosystem that is “Smart - Modern, Green, Digital - Competitive - Effective”.

Also attending were Minister of Industry and Trade Nguyen Hong Dien; Secretary of the Da Nang City Party Committee Le Ngoc Quang; leaders of departments, ministries, branches, and central agencies; leaders of provinces and cities; speakers, economic experts; leaders of associations and logistics, production, and export service enterprises at home and abroad.

Top 5 in ASEAN in logistics

Vietnam Logistics Forum is an annual event, starting from 2013, chaired by the Ministry of Industry and Trade, with the goal of promoting the development of logistics services, strengthening logistics links with manufacturing and import-export industries, and at the same time being a place for dialogue, exchange, and updating important information on the domestic and international logistics sector.

With the theme "Vietnam Logistics - Reaching into a New Era", the 2025 Forum is both an event continuing the annual series of activities and expressing the aspiration to elevate the logistics industry in a period of strong transformation. The Forum is held over 2 days, November 28 and 29. Of which, November 28 is dedicated to field surveys at ports and logistics centers in Da Nang and localities in the region. On November 29, the Plenary Session and the Workshop on "Finding Breakthrough Opportunities for Logistics in the Central Region" will take place.

Opening the Plenary Session of the Forum, Prime Minister Pham Minh Chinh and delegates attending the Vietnam Logistics Forum 2025 attended the Launching Ceremony to support the people of the Central Highlands and Central Vietnam affected by storms and floods. The total amount of VND 308 million will be transferred by the Vietnam Fatherland Front Committee of Da Nang City to people affected by natural disasters and storms and floods.

At the Plenary Session, leaders of state management agencies, logistics enterprises, industry associations, experts and international organizations exchanged and discussed the situation of Vietnam's logistics industry; achievements, difficulties, obstacles and proposed specific solutions; promoted cooperation between logistics enterprises and localities, helping to connect supply and demand of logistics services nationwide; and policies for logistics development in Vietnam.

Delegates proposed medium- and long-term logistics development strategies; policies to support logistics development, such as administrative procedure reform, infrastructure investment, human resource training, and technology application and digital transformation to improve operational efficiency and competitiveness of Vietnam's logistics sector.

Speaking at the Forum, conveying the best greetings and congratulations from General Secretary To Lam and the Party and State leaders to the entire Forum, Prime Minister Pham Minh Chinh said that the Forum is of great significance in promoting the rapid and sustainable development of the logistics industry - an industry that plays a vital role in the circulation of goods, and is one of the "pillars" promoting national competitiveness.

Acknowledging and appreciating the presentations of delegates and speakers at the Forum, the Prime Minister emphasized that the Party and State have paid great attention and have had many important policies and invested resources to develop the logistics industry. Thanks to that, many encouraging results have been achieved. The growth rate of logistics services is fast and stable, reaching an average of 14-16%/year, directly contributing to the annual GDP at 4.5-5% of GDP. Vietnam ranked 43rd out of 139 countries in the Logistics Performance Index (LPI) and is in the Top 5 in ASEAN along with 4 countries Singapore, Malaysia, Thailand and Indonesia.

In Vietnam, logistics costs have been reduced to about 16% of GDP, saving billions of dollars each year for import-export enterprises; the logistics infrastructure system has been invested synchronously, especially the network of seaports, airports, highways, and logistics centers in key economic zones; the logistics business sector is growing stronger with more than 34,000 enterprises, many of which have deeply participated in the global supply chain, applying high technology in operations management; Free Trade Agreements also create a favorable environment for Vietnam's logistics to deeply integrate and expand the international service market on all levels.

“These results have directly contributed to improving the competitiveness of goods, reducing import and export costs, promoting international trade growth and domestic goods circulation,” the Prime Minister affirmed.

However, the Prime Minister also frankly pointed out that Vietnam's logistics industry still has shortcomings and limitations such as: logistics costs in Vietnam are still high compared to other countries in the region; regional connectivity and infrastructure connections are not yet synchronized, limited, and easily affected by natural disasters; small-scale logistics enterprises account for the majority, have weak competitiveness, lack large enterprises, and have not yet formed a national logistics center for international freight transit; lack of high-quality, well-trained, professional human resources suitable for the international working environment; logistics institutions have not kept up and improved; digital transformation and green transformation in logistics are still limited...

“Those limitations require us to innovate our development thinking, strongly shifting from “support, fragmentation, small-scale” to “creating and serving the development of modern, smart logistics; gradually shifting from “management” thinking to “creating and serving” in accordance with the spirit of the Vietnam Logistics Services Development Strategy newly issued by the Prime Minister,” the Prime Minister noted.

Assessing the advantages of Vietnam's geo-political and geo-economic position in logistics development to contribute to achieving two 100-year strategic goals, including an average double-digit growth in the coming years, the Prime Minister said that logistics must grow proportionately. In particular, the proportion of added value of logistics services in the gross domestic product must reach 5-7%; the average annual growth rate must reach 12-15%; logistics costs compared to the gross domestic product must decrease to the equivalent of 12-15%...

With the above goal, Prime Minister Pham Minh Chinh said that it is necessary to perfect institutions, policy mechanisms, logistics planning to ensure stability, synchronization, transparency, feasibility, and drastically reduce administrative procedures and barriers to reduce implementation costs for people and businesses. Develop "green" and "digital" logistics infrastructure; connect logistics databases; strengthen international cooperation on green logistics, low-carbon logistics and maintain a high value-added ratio of about 20-25% by 2030. Train human resources to serve the development of green logistics, digital logistics, smart and modern development. Develop multinational logistics enterprises, participate in global value chains.

At the same time, build a mechanism to mobilize resources to develop logistics in a green, digital, modern, and smart direction. Logistics management must be smart through connecting businesses, management agencies, customs, banks, insurance, and transportation; encourage innovation and startups, especially digital technology startups, transportation connection platforms, warehouse management, and e-commerce. Develop logistics services such as banking, insurance, finance, healthcare, and education. Connect Vietnamese logistics with international logistics, because "unity creates strength, cooperation creates benefits, and dialogue strengthens trust".

The Government takes "5 actions" to develop logistics

On that basis, the Prime Minister requested the Ministry of Industry and Trade to urgently guide and coordinate with ministries, branches, localities, associations and logistics enterprises to properly implement the roadmap of the Vietnam Logistics Services Development Strategy for the period 2025 - 2035, with a vision to 2050.

The Ministry of Finance shall perfect the organization and operating mechanism of the National Steering Committee on ASEAN Single Window, National Single Window and Trade Facilitation; strongly promote the effectiveness and efficiency of inter-sectoral mechanisms, coordination from the central to local levels to promptly restructure the supply chain, international and domestic logistics services, transform the growth model towards efficiency, increase added value, identify: logistics infrastructure development as the foundation; commercial zone development as the driving force and green, digital, smart and modern development as the center.

The Ministry of Construction continues to preside over and closely coordinate with the Ministry of Industry and Trade and localities to implement traffic planning to ensure effective connection with logistics centers nationwide, linking logistics center planning with planning of seaports, dry ports, bonded warehouses; completing infrastructure for roads, railways, inland waterways, seaways and airways... On the basis of the planning, localities are requested to closely follow reality, implement, and create regional, domestic and international connections.

The Prime Minister requested Ho Chi Minh City, Hai Phong, Da Nang and a number of localities to develop and promote the advantages of Free Trade Zones and International Financial Centers; complete infrastructure, promote the development of logistics services, create opportunities for the whole country to catch up with the development trends of the region and the world; proactively plan regional logistics centers, attract investment, implement the "smart logistics urban" model and promote the advantages of Free Trade Zones.

Ministries, branches and localities focus on building a national logistics database, connecting with the National Single Window Mechanism system, electronic certificate of origin, digital customs, smart ports, and digital multimodal transport. Improve the rate of administrative procedures processed online, the quality of online public service provision and people's satisfaction. Encourage logistics enterprises to apply AI, Internet of Things, blockchain, supply chain management, warehouse management, routing, risk management, making logistics one of the eight priority industries in the National Strategy on digital transformation. Cooperate in logistics investment in the spirit of "equality, mutual development, mutual benefit, mutual responsibility to society, workers and environmental protection; harmonious benefits, shared risks".

With the motto "Constructive State, pioneering enterprises, public-private partnership, developed country, happy people", the Prime Minister pledged that the Government will make efforts to contribute to maintaining socio-political stability and macroeconomic stability; thoroughly decentralize and delegate power; focus on removing economic bottlenecks; strongly develop green supply chains, reduce compliance costs and input costs; build a stable, creative, competitive and predictable investment and business environment and policy mechanisms, with transparent implementation and accountability; continue to invest in and build development space planning and modern infrastructure that adapts to climate change.

The Government is determined to act with the motto of "5 principles": "Open institutions - Smooth infrastructure - Smart governance - Common practices - Understanding cooperation" to make logistics an important economic sector, contributing to realizing the goal that by 2035, Vietnam will be among the top 30 countries in the world in terms of Logistics Performance Index (LPI).

The Prime Minister hopes that the logistics business community will continue to innovate governance, link chains, promote digital transformation and green transformation, while promoting the spirit of "self-reliance, self-improvement, innovation, creativity, solidarity and cooperation", reaching out to the region and the world.

Vietnam Logistics Services Association (VLA), Vietnam Logistics Human Resources Development Association (VALOMA) and local Logistics Associations play a bridging role, providing policy advice, supporting training, and promoting logistics services trade to the international market.

Prime Minister Pham Minh Chinh reiterated that Vietnam has the advantage for the logistics industry to break through, integrate and lead in the region if it promotes the spirit of "resources originating from thinking and vision, motivation originating from innovation and creativity, strength originating from people and businesses", knowing how to promote intelligence, valuing time and decisiveness to turn challenges into opportunities, turning will into action, turning potential and advantages into products.

The Prime Minister believes that with the synchronous participation of the entire political system, the close coordination of ministries, branches, localities, international organizations and the business community, Vietnam will successfully build a smart, green, digital, modern and integrated national logistics ecosystem, making Vietnam a leading logistics service center in Southeast Asia and the world.

The Prime Minister believes that the Vietnam Logistics Forum 2025 will spread the spirit of "Solidarity - Creation - Cooperation - Development", creating a national logistics ecosystem that is "Smart - Modern, Green, Digital - Competitive - Effective", contributing to the development of a rich, civilized, prosperous country, steadily advancing towards Socialism.
