On the morning of February 11th, Prime Minister Pham Minh Chinh attended the launch ceremony of the Vietnam International Finance Center in Ho Chi Minh City (VIFC-HCMC), with the overarching motto: "Clear policy - Clear mechanism - Available resources - Determined not to give up - Success will be achieved".
The Prime Minister urged businesses to "navigate the headwinds and find the bright spots."
The launch ceremony was held at the Vietnam International Finance Center building. On this occasion, the core institutions of the International Finance Center in Ho Chi Minh City, including the Executive Authority, the Specialized Court, and the International Arbitration Center, were launched.
Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Executive Board of the International Finance Centre, presented certificates to the founding members of the Centre.
At the launch ceremony, Prime Minister Pham Minh Chinh stated that we are witnessing a rapidly changing world with fierce strategic competition, a fragmented global economy, and strong shifts in capital flows. Aiming for two centenary goals and double-digit growth in the coming years, Vietnam must "navigate the headwinds" and find a bright spot.
The establishment of international financial centers in Ho Chi Minh City and Da Nang is therefore a practical requirement, a strategic choice, and a practical step for Vietnam in directing capital flows into priority sectors, in line with current trends.

The Prime Minister set a "KPIs" to find at least 50 investors within 3 years.
The Prime Minister instructed the People's Committees of Ho Chi Minh City and Da Nang to immediately implement the tasks with a pioneering, proactive, leading spirit, daring to think and act, doing things thoroughly, producing results, and ensuring efficiency. Accordingly, they should immediately invest in the construction of the Financial Center headquarters with essential, modern, convenient, and suitable infrastructure, thereby creating direct resources.
Ho Chi Minh City and Da Nang must immediately implement a sandbox mechanism for new financial products; propose breakthrough incentive policies to attract investment from at least 50 international financial institutions in the first three years; digitize 100% of procedures with competitive costs for investors, making the International Financial Center in Ho Chi Minh City and Da Nang a key factor contributing strongly and substantially to the development of the country and the two cities.
Ho Chi Minh City and Da Nang are focusing on investing in training high-quality human resources, especially strengthening international cooperation to train financial experts and attract personnel to operate the International Financial Center. The Party Secretaries and Chairmen are actively involved in this effort.
The Prime Minister urged Vietnamese businesses, from large corporations and banks to small and medium-sized enterprises, especially startups, to boldly participate in the sandbox, test new products, and cooperate with foreign partners to enhance their competitiveness.
This is the time for domestic businesses to fulfill their mission, demonstrating the strength of Vietnamese intellect, courage, and culture; transforming the Vietnam International Finance Center in Ho Chi Minh City and Da Nang into a driving force and a foundation for development.
