To serve the APEC 2027 Conference, An Giang province proposed and was approved to implement 21 infrastructure projects in Phu Quoc special zone, including 10 public investment projects and 11 projects under the public-private partnership (PPP) method.

Projects include: Traffic routes and connecting traffic; maritime passenger ports, airports; undergrounding and digitizing electricity and telecommunications infrastructure systems; lakes and fresh water supply systems; wastewater and waste drainage and treatment projects; urban beautification; construction of conference centers; resettlement areas, mixed-use urban areas, etc.

It is reported that, up to now, the province has selected investors for 7 non-budget projects; approved and selected contractors for construction and installation of 8 public investment projects. An Giang province is committed to completing works and projects within its functions and tasks to serve the APEC 2027 Conference.
However, there are still some problems related to some mechanisms and policies, as well as delays in handing over some construction and project items to investors, affecting the overall progress of investment and infrastructure development to serve the APEC 2027 Conference.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of projects and works serving APEC is of important and urgent significance. General Secretary To Lam and key leaders are very interested in the implementation of infrastructure projects serving the Conference. The Government has established a Working Group directly directed by Deputy Prime Minister Nguyen Chi Dung.
The Prime Minister commended relevant ministries, branches, units and enterprises, especially An Giang province, for actively implementing political tasks assigned by the Party and State.
However, there is still a lot of work ahead, while time is running out, so the Prime Minister requested relevant entities to continue to actively and resolutely participate in implementing projects, works and tasks according to their functions, tasks and powers; if they exceed their authority, they must report to competent authorities.
The Prime Minister has given specific instructions on 10 key projects that are still facing difficulties and obstacles. In particular, An Giang province is responsible for building a wastewater treatment plant under the investment-business model, speeding up the progress so that all procedures must be completed by November 2025.

For projects and works that must be invested in the form of BT and BOT, procedures must be completed by the end of November. If they exceed the authority or have difficulties or problems, An Giang province must report to the Government.
Main road projects are implemented in the form of public investment from the central and local budgets. For urban railway projects implemented in the form of PPP, the Prime Minister requested that they be implemented in the spirit of harmonizing the interests of the people, the State, and enterprises, and sharing the risks.
Investment projects for Duong Dong 2 and Cua Can lakes; underground fiber optic cable and digitalization projects are implemented in the form of public investment, An Giang province is the investor and decides according to its authority.
With capital from the Central Government for projects, the Ministry of Finance must ensure sufficient funding and allocate it according to the approved schedule, without delay.
Regarding the project to improve the environmental landscape of Phu Quoc special economic zone, the Prime Minister requested that it be implemented in the spirit of "bright, green, clean, beautiful" so that international friends can witness and enjoy the beautiful nature of Vietnam. The Prime Minister directed the Vietnam Electricity Group to supplement the power source for Phu Quoc right now.

Regarding the International Maritime Passenger Port, progress must be accelerated according to international standards. Any difficulties or problems must be reported to the Government.
Regarding the handover of assets of the Airports Corporation of Vietnam (ACV) at Phu Quoc International Airport, the Prime Minister emphasized the principle of appropriate application of current laws.
Regarding land, it is handled according to the Land Law. Regarding assets on land of enterprises, it is also necessary to apply and handle them according to general regulations, ensuring compliance with the provisions of the law, both to avoid loss of assets and the State budget, to fight corruption and negativity; and to ensure timely and timely progress to implement the next items. Therefore, the Prime Minister requested relevant parties to coordinate closely with each other and handle work according to the above principles.
In particular, the Prime Minister emphasized that in any case, it is necessary to ensure absolute safety for aviation activities, ensure smooth and effective operations; all must put national and ethnic interests first and foremost.
