Prime Minister: Do not let people "go around in circles" or incur additional costs when accessing social housing

(Chinhphu.vn) - The Prime Minister emphasized three important goals in developing social housing, accordingly, it is necessary to remove difficulties in procedures and processes; so that people can enjoy and access social housing in the fastest, easiest, cheapest, and most convenient way, without wasting time, effort, "going around in circles", incurring additional costs and especially without being scammed; promote the development of social housing, develop a safe, healthy, and sustainable real estate market, contribute to stabilizing the macro-economy, controlling inflation, promoting growth, ensuring major balances of the economy, and developing rapidly and sustainably.

On the morning of November 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, chaired the 3rd meeting of the Steering Committee.

This is the second consecutive meeting, after the meeting on October 11, the Steering Committee continues to focus on discussing breakthrough development of social housing.

Attending the meeting, which was connected online from the Government headquarters to localities, were leaders of ministries, branches, central agencies, provinces, cities, representatives of corporations, enterprises, and commercial banks.

Expected to complete 91,600 social housing units in 2025

According to reports and opinions at the meeting, in the first 10 months of 2025, the Government and the Prime Minister have paid attention to and directed the drastic implementation of many synchronous solutions to ensure the stability of the real estate market, improve supply, regain investor confidence and increase liquidity.

The Prime Minister directly chaired four national conferences related to social housing, issued three resolutions, three telegrams, and 124 executive documents related to the housing sector and the real estate market; assigned 58 specific tasks to ministries, branches, and localities to remove difficulties and obstacles to promote the development of social housing and develop a safe, healthy, and sustainable real estate market.

Regarding the completion of targets, the total number of social housing projects that have been completed, started and approved for investment is 696 projects with a scale of more than 637,000 apartments (60% of the target of the Project "Investing in the construction of at least 1 million social housing apartments").

Regarding the progress in 2025, nearly 62,000/100,275 units have been completed (reaching 62%) of the 2025 target; it is expected that by the end of 2025, the total number of completed units will be nearly 91,600 units, reaching 91% of the target.

17/34 localities are expected to complete and exceed the assigned targets in 2025, notably Hanoi (102%), Ho Chi Minh City (100%), Hai Phong (101%), Bac Ninh (102%), Nghe An (179%), Quang Ngai (112%), Dong Nai (110%)...

Among the ministries and branches, the Ministry of Public Security has started 8 projects (4,554 apartments); the Vietnam General Confederation of Labor has started 3 projects (1,700 apartments). The Ministry of National Defense is about to start 8 projects with a total scale of 6,547 apartments.

Regarding the results of implementing the tasks assigned by the Prime Minister in developing, amending and perfecting regulations related to social housing development, the Ministry of Construction said that the Government has issued Decree No. 261/2025/ND-CP dated October 10, 2025 amending and supplementing a number of articles of Decree No. 100/2024/ND-CP and Decree No. 192/2025/ND-CP of the Government on social housing.

Regarding the draft Decree regulating the National Housing Fund and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025, the Ministry of Construction has completed the draft and submitted it to the Government.

Regarding the Government's Resolution on a number of special mechanisms to handle difficulties and obstacles caused by legal provisions and breakthrough ordinance targets for social housing development, expected to be submitted to the Government for promulgation in November 2025.

Regarding the construction and management of information systems and databases on housing and real estate markets, it is expected that the draft Decree will be submitted to the Government in December 2025.

In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation work of the Ministry of Construction, the Government Office, relevant ministries, branches and localities, and the practical comments of delegates, experts and localities; pointed out difficulties and shortcomings, and proposed specific and feasible solutions to promote the development of social housing.

The Prime Minister emphasized three important goals in developing social housing:

Firstly, remove difficulties in procedures and processes, contributing to the development of social housing and a public, transparent, and sustainable real estate market in both the short and long term.

Second, so that people can enjoy and access social housing in the fastest, easiest, cheapest, and most convenient way, without wasting time, effort, going around in circles, incurring additional costs, and especially without being scammed. "We must discuss, agree, and resolve these problems, shortcomings, and limitations," the Prime Minister emphasized.

Third, promoting the development of social housing and the development of a safe, healthy, and sustainable real estate market contributes to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy. This is also a driving force for rapid and sustainable development.

Reiterating his views, the Prime Minister stated that developing social housing is a major policy and humane policy of the Party and State, demonstrating social progress and fairness, ensuring people's right to housing and "settling down and making a living". Investing in social housing is investing in the development of society and the country.

Social housing must not be located in the middle of nowhere, far from the center, but must have adequate infrastructure for transportation, electricity, water, telecommunications, social services, health care, culture, and education. Developing social housing is not only about developing high-rise buildings in urban areas, but can also be low-rise housing.

"In any place, province or city, as long as people in the target group are eligible to buy or rent social housing and have the need, they will have equal and most favorable access to social housing. The development of social housing requires the joint efforts of the State, the entire political system, businesses, people and the community," the Prime Minister said.

In addition to the achieved results, the Prime Minister pointed out the difficulties and limitations that need to be overcome, such as the lack of social housing supply, not meeting actual needs; there is no stable and long-term preferential budget for both investors and people to access social housing; the current selling price of social housing is not suitable for the majority of people with low and middle incomes. The land fund for social housing development, in general, must be improved in quality. Many social housing projects are slow to be implemented; some selected investors do not have enough financial capacity and experience. Administrative procedures must be faster, cut more, and the implementation of "green channels" must be promoted.

Build housing projects that are affordable for people

Regarding the common tasks and solutions in the coming time , the Prime Minister requested all ministries, branches, localities, enterprises, investors, and related entities, based on their functions, tasks, and powers, to be proactive, active, and well-organized in implementing tasks to develop social housing in accordance with the law, promptly detect and remove difficulties and obstacles within their authority, and if beyond their authority, report to competent authorities.

Regarding the confirmation of beneficiaries, the Prime Minister clearly stated the direction that whoever does well will be assigned work, in which agencies and units confirm with personnel under their management authority, commune and ward police confirm with freelance workers, reduce pre-inspection and increase post-inspection, ensuring the most convenience possible. Review and unify the declaration form for beneficiaries to make it simple, easy to do, easy to submit; procedures are implemented both directly and online, online is encouraged.

Regarding documents and regulations, the agencies have completed and submitted for promulgation 3/9 assigned documents. The Prime Minister requested the Ministry of Construction, the Ministry of Justice, and the Government Office to coordinate and promptly issue or submit for promulgation according to their authority, including documents submitted to the National Assembly, to be completed before November 15.

The Prime Minister also stated that he encourages and calls on businesses with clean land funds to cooperate with localities to invest in building social housing. In the long term, agencies will develop housing projects that are suitable for people's budgets. Diversify capital sources for social housing and housing in general, with forms of purchase, rental, and hire-purchase; study the experiences of other countries.

The Prime Minister called on relevant entities, including businesses and banks, to promote national sentiment and compatriotism in developing social housing, considering this a noble and humane task, to contribute to ensuring that no one is left behind in equal access to housing.

Directing a number of specific tasks, the Prime Minister requested the Ministry of Construction to continue researching, reviewing and perfecting legal documents to remove difficulties and obstacles arising in practice, including researching and developing a unified process and procedures for investment in the construction of social housing nationwide (from planning, site clearance, land allocation, investment and construction procedures, etc.) to shorten the preparation time for investment in the construction of social housing to no more than 6 months.

The Ministry of Construction presides over and coordinates with the ministries of Finance, Agriculture and Environment, relevant agencies and localities to work with reputable enterprises, corporations and general companies in the real estate sector to propose the use of clean land funds invested by enterprises, corporations and general companies for social housing projects across the country.

The Ministry of Construction was also assigned to urgently coordinate to complete the dossier for establishing a "Real Estate and Land Use Rights Transaction Center" managed by the State to increase publicity and transparency. Reduce conditions and procedures for lending the 145,000 billion VND credit package by eliminating the condition that investors must be in the list of projects announced by the provincial People's Committee. Organize thematic inspections and recommend that competent agencies strictly handle violations or take advantage of open policies for personal gain.

The State Bank of Vietnam urges to promote the disbursement of the VND145,000 billion credit program for loans for social housing and workers' housing with more favorable and accessible conditions and procedures. Promote the effective implementation of credit packages to support social housing policies, preferential loan programs for young people under 35 years old to buy commercial housing for the first time and social housing with appropriate interest rates and terms. Implement flexible, proactive, appropriate and effective monetary policy management, with mechanisms and solutions to control and strictly manage credit sources for real estate in cases showing signs of "speculation", "price inflation", "price pushing".

The Ministry of National Defense and the Ministry of Public Security urgently deploy social housing projects. The Ministry of Public Security directs the commune-level police to confirm income conditions for low-income people in urban areas without labor contracts, based on information from the population database, within 7 days; directs the investigation and handling of cases of illegal brokerage, fraud, and manipulation of social housing purchase records.

The Ministry of Industry and Trade coordinates with the Ministry of Construction to review, research, and propose to competent authorities to abolish the provisions in the Law on Consumer Protection on procedures for businesses to register sales contracts through the Department of Industry and Trade, then send them to the Department of Construction for comments (causing obstacles and difficulties for businesses). The research agencies assign the Department of Construction to be the focal point for receiving, guiding, and managing model contracts or switching to a "post-audit" mechanism to simplify procedures and create favorable conditions for businesses.

Localities focus on directing the completion of social housing targets for 2025 assigned by the Prime Minister in the spirit of "only discussing, not backtracking". Take full responsibility before the Government and the Prime Minister for the results of implementing social housing development policies in the locality. Localities that have not yet completed their targets must have a plan to complete them.

Localities must strictly implement regulations on reserving land for worker accommodation in industrial parks and 20% of residential land in commercial housing projects for social housing development.

Localities must immediately cut down and reform cumbersome administrative procedures; carry out administrative procedures in parallel; shorten the time for project appraisal and approval, land allocation, and construction permit issuance. Prioritize green channels for administrative procedures for social housing investment projects.

Regarding transparency and handling of violations, the Prime Minister requested leaders of Party committees and authorities at all levels, those who are "close to the people, close to the people, for the people" to focus on implementing the "5 guarantees": Ensuring timely correction, strengthening discipline and transparency in the process of reviewing, buying, selling, leasing, and hire-purchasing social housing; ensuring inspection, examination, prevention and control of negativity, taking advantage of policies for personal gain, and distorting the humane goals of the policy; ensuring fairness, correct subjects, correct spirit, correct goals of the policy, the selling price is calculated correctly, fully, and promptly; ensuring coordination with competent authorities to strictly handle illegal brokerage, receiving money for "running positions" and "baiting"; ensuring that enterprises with clean land funds are given the most favorable conditions to contribute and cooperate with the State in developing social housing.

The Prime Minister requested that investors of social housing projects strictly follow the procedures for buying and selling social housing; ensure public and transparent announcement of project information; ensure that projects reach the right target, without any violations or negative incidents; apply digital technology solutions to facilitate people, reduce crowds, and prevent overloaded documents that cannot be resolved, causing public outrage; organize implementation and take measures to control the quality of social housing projects, ensuring the correct progress, selling price, and beneficiaries according to regulations; optimize investment activities to reduce construction costs while still ensuring standards and essential utilities and infrastructure.

Enterprises proactively coordinate and work with the Ministry of Construction and localities to research and propose investment in building social housing projects, using their clean land funds.

Press agencies devote adequate time to policy communication, including social housing policy, so that people can clearly understand and create high consensus in society.
