The Prime Minister said that he will not only listen to and share the opinions of journalists, but will also think and act so that journalists can work better and contribute more.
On the morning of June 13, Prime Minister Pham Minh Chinh worked with the Vietnam Journalists Association on the occasion of the 98th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 - June 21, 2023).
At the meeting, leaders of press agencies made many recommendations to the Prime Minister such as soon building a shared infrastructure; having a governing agency to protect copyright; supporting resources for the press to transform digitally...
Prime Minister Pham Minh Chinh said the purpose of this meeting is to strengthen and innovate state management in press activities. He said he "will not only listen and share opinions but will also think and act to do something to help journalists work better and contribute more"; at the same time, he shared the difficulties and challenges that the press is facing.
"The spirit is not to say no, not to say difficult, not to say yes but not to do; to turn no into yes, difficult into easy, impossible into possible," the head of the Government emphasized.

The Prime Minister assigned the Ministry of Information and Communications to preside over reviewing, amending and supplementing regulations related to press activities such as the Decree on financial autonomy mechanism of public service units and a number of circulars of the Ministry.
Minister of Information and Communications Nguyen Manh Hung was assigned to direct businesses to ensure digital infrastructure for press agencies. "Press agencies cannot be left behind in digital transformation, they need to be pioneers," the Prime Minister noted.
Regarding human resource training, the Prime Minister assigned Minister of Home Affairs Pham Thi Thanh Tra to develop a mechanism for journalists to improve their knowledge every year. The Ministry of Home Affairs and the Ministry of Information and Communications will coordinate to develop a training program for press human resources and the funding will be drawn from the state budget.
Expressing his concerns about press finances, the head of the Government agreed with the recommendations to increase orders for press agencies, and assigned the Ministry of Information and Communications to coordinate with the Ministry of Finance to conduct research on the basis of balancing resources.

In the coming time, the Prime Minister hopes that journalists will hone their skills and expertise to serve the Fatherland and the people. "The press needs to arouse the spirit of self-reliance, self-improvement, daring to think, daring to do, realizing the aspiration to develop a strong and prosperous country. We must rise from our own hands, minds, sky, land, and sea," said the Prime Minister.
He cited that recently there was an opinion that because the Party and State have stepped up the fight against corruption, some officials and civil servants have avoided it, are afraid of making mistakes, and do not dare to do it. "This is a reality that is happening in many places, agencies need to have persistent solutions to overcome it, blaming the fight against corruption for being afraid of making mistakes and not daring to do it is not right," the Prime Minister said, asking the press to focus on discovering hot issues and bottlenecks that are of public concern and reflect them objectively, multi-dimensionally, scientifically, and with solutions for each problem.
In addition, he hopes that the press will promote the start-up and innovation movement; develop green economy, digital economy, circular economy; fight to protect truth, justice, and good people; and condemn bad, evil, and negativity.
Proposal to increase budget for newspaper subscriptions
Previously, Minister of Information and Communications Nguyen Manh Hung said that for nearly 100 years, the press only focused on content, pens, and pages, and rarely had to worry about technology. Today, technology has become a basic productive force in most fields. "Using digital technology to make newspapers has become a matter of survival for the press," said Minister Hung.
After the Prime Minister issued the strategy for digital transformation of the press, the Ministry established a Digital Transformation Support Center under the Press Department. In the coming time, the Ministry will mobilize telecommunications and digital technology enterprises to provide comprehensive support to agencies; at the same time, build a number of shared platforms for press agencies, especially small units with limited technology.

According to Minister Nguyen Manh Hung, regular expenditure for the press through assignment and ordering is only less than 0.5% of the total regular budget expenditure of the State. Investment expenditure for the press is low, accounting for only 0.25% of the total budget investment expenditure. Some large press agencies have no or very little support. Therefore, Mr. Hung proposed that the Prime Minister increase the budget for ordering the press to 0.65% of the total regular budget expenditure.
Chairman of the Vietnam Journalists Association Le Quoc Minh said that to date, there are more than 24,200 members in more than 300 units. The Vietnam Journalists Association continues to accompany press agencies in strongly applying technology, digital transformation, and maximizing the exploitation of internet and multimedia platforms.
