Accompanying the Head of Government on this trip to attend the ASEAN - GCC Summit and visit the Kingdom of Saudi Arabia were Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Minister of Industry and Trade Nguyen Hong Dien; Minister of Culture, Sports and Tourism Nguyen Van Hung; Deputy Minister of Public Security Nguyen Duy Ngoc; Deputy Minister of Foreign Affairs Do Hung Viet; Deputy Head of the Government Office Nguyen Xuan Thanh; Deputy Minister of Finance Cao Anh Tuan; Deputy Minister of Planning and Investment Tran Quoc Phuong; Deputy Minister of Justice Tran Tien Dung and Deputy Minister of Agriculture and Rural Development Tran Thanh Nam.

The ASEAN-GCC Summit took place in the context of the world and regional situation continuing to have rapid and complex movements. Dialogue and cooperation have become urgent needs of countries, especially small and medium-sized countries.
ASEAN advocates both deepening relations with major countries and expanding relations with countries and regional organizations around the world, in order to mobilize resources to build the Community, promote recovery, sustainable development and create a favorable environment for dialogue and cooperation.
This is the first summit between ASEAN and the GCC since the two sides established relations in 1990, of great significance, meeting the needs of both sides.

The Gulf Cooperation Council is the leading regional organization in the Middle East consisting of six member states in the Gulf region: Saudi Arabia, the United Arab Emirates (UAE), Qatar, Bahrain, Kuwait and Oman.
This working trip of Prime Minister Pham Minh Chinh is of great significance, both demonstrating with ASEAN countries a new mindset of independence, solidarity and development, and consolidating political trust and improving the effectiveness of cooperation between Vietnam and Saudi Arabia.
The working trip aims to continue implementing the foreign policy of the 13th National Congress, Directive 15 of the Secretariat on promoting and elevating multilateral foreign relations to 2030: Independence, self-reliance, peace, cooperation and development, diversification, multilateralization; sending a message of strong commitment and responsible contribution of a friendly, sincere, trustworthy Vietnam, ready to strengthen friendly relations, dialogue and mutually beneficial cooperation, building a peaceful and stable regional and international environment with other countries.
