Prime Minister: Security forces at the grassroots level are dedicated, devoted, and devoted to the people.

The Prime Minister believes that the forces participating in protecting security and order at the grassroots level will continue to affirm their role and position, handle work at the grassroots level, and maintain peaceful life in all regions of the country.

On the afternoon of November 12, Politburo member and Prime Minister Pham Minh Chinh attended the conference to review 1 year of deploying forces to participate in protecting security and order at the grassroots level, organized by the Ministry of Public Security directly in Hanoi and online to the Public Security of provinces and cities and the Public Security of communes, wards and special zones nationwide. Also attending were Politburo member and Minister of Public Security, General Luong Tam Quang; leaders of central ministries, departments and branches; leaders of provinces and cities nationwide; representatives of the Public Security force from the central to grassroots levels and representatives of outstanding delegates of the Security and Order Protection Force at the grassroots level nationwide.

According to the Ministry of Public Security, on November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024; The Prime Minister signed Decision No. 176/QD-TTg dated February 14, 2024 promulgating the Plan to implement the Law on Forces Participating in Protecting Security and Order at the Grassroots Level. The Ministry of Public Security and localities have urgently implemented the Law and the Prime Minister's Decision.

By September 15, 2025, the country will have established more than 86,000 security and order protection teams at the grassroots level, with more than 276,000 members. Members of the security and order protection force at the grassroots level will be trained and educated in politics , law, and professional skills within their management scope; they will be assigned a workplace, equipped with support tools and operating funds.

After one year of deployment, the Security and Order Protection Force at the grassroots level has supported the Commune-level Police force in 6 tasks: Grasping the security and order situation; building a mass movement to protect national security; fire prevention, fire fighting, rescue; administrative management of social order; mobilizing and educating people who have committed law violations residing at the grassroots level; patrolling to ensure security, order, traffic safety, and performing security and order protection tasks when mobilized.

During the operation, there were sacrifices and losses, but the force participating in protecting security and order at the grassroots level clearly demonstrated a positive and comprehensive change in the work of ensuring security and order at the grassroots level; thereby contributing to reducing the number of criminal offenses by more than 8% compared to the same period last year. Many conflicts and disputes among the people were discovered and promptly reconciled right at the grassroots level, preventing complications from arising. Many localities recorded a clear decrease in traffic accidents, social evils were pushed back; the movement of the entire people protecting national security was strongly consolidated. The force participating in protecting security and order at the grassroots level has truly become an extension of the People's Public Security force, a reliable support and a bridge between the Party Committee, the government and the people in maintaining social order and safety, ensuring a peaceful life in each residential area, village, hamlet, and residential group.

Speaking at the conference, representatives of ministries, branches and localities affirmed the important role of the Security and Order Protection Force at the grassroots level, as well as expressed their concern for the Security and Order Protection Force at the grassroots level to be more effective in the coming time. Representatives of the Security and Order Protection Force at the grassroots level clearly expressed their determination and efforts to participate in maintaining social order and safety, ensuring a peaceful life for the people; at the same time, they wished to increase the level of support allowances, regularly receive legal and professional training, and be equipped with the necessary tools and equipment for the Force to successfully complete the assigned tasks.

Together with the leaders of the Ministry of Public Security, presenting awards and honoring collectives and individuals of the Security and Order Protection Force at the grassroots level with outstanding achievements, the Prime Minister emphasized that ensuring security, order and social safety is identified by our Party and State as a regular and important task. Therefore, security and order at the grassroots level plays a very important role, ensuring a stable environment for sustainable development, ensuring a peaceful life for the people. The establishment of the Force participating in protecting security and order at the grassroots level overcomes the overlapping and dispersion of the three previous forces, creating unity in command and coordination of actions, helping to grasp the situation, patrol, control and handle security and order issues more promptly and effectively.

Highlighting the outstanding results after 1 year of deploying the Force to participate in protecting security and order at the grassroots level, the Prime Minister affirmed that deploying the Force to participate in protecting security and order at the grassroots level is a correct policy of the Party and State; in particular, the Force to participate in protecting security and order at the grassroots level has quickly promoted its role, closely following the grassroots level, working side by side, enjoying and suffering together with the people.

Praising, appreciating, thanking and congratulating the achievements of the Forces participating in protecting security and order at the grassroots level; at the same time sharing the sacrifices, hardships and difficulties of the Forces, the Prime Minister also pointed out a number of limitations that the Forces participating in protecting security and order at the grassroots level need to be supplemented such as management knowledge, legal knowledge, expertise, professionalism, operational skills, policies, support tools, facilities, etc.

Analyzing the situation in the coming period, Prime Minister Pham Minh Chinh pointed out that the context of the situation has given rise to many new issues regarding security, order, social safety, the socio-economic development environment and the peaceful life of the people, requiring the work of ensuring security and order to be implemented from the grassroots level, proactively preventing and detecting crimes early and remotely right at the grassroots level.

To improve operational efficiency in the coming time, the Prime Minister requested to continue to unify the deep understanding of the role and position of the Forces participating in protecting security and order at the grassroots level; determine that the work of ensuring security and order is the cause of the people, by the people and for the people, with the people as the center and the subject; because the forces participating in protecting security and order at the grassroots level are closest to the people, closest to the people, and understand the people best. Maintain internal solidarity, not to let hot spots of security and order form right at the grassroots level; strengthen the people's trust in the Party and the government, contribute to maintaining social order and safety, serving the socio-economic development of the locality.

Along with that, strengthen propaganda and mobilization work, promptly detect, commend, honor and reward collectives and individuals with outstanding and typical achievements in the force participating in protecting security and order at the grassroots level, in order to encourage and motivate the spirit of actively participating in the movement of the entire people to protect national security; continue to research, review and perfect the synchronous and unified legal corridor, along with ensuring the material and equipment conditions for this Force to operate; strengthen education, guidance and professional training; research policies and allocate funds for the force, especially for localities with difficulties, mountainous areas, remote areas in paying allowances, purchasing equipment and vehicles for the force participating in protecting security and order at the grassroots level.

Prime Minister Pham Minh Chinh requested that, based on the preliminary review of the deployment of the Force participating in protecting security and order at the grassroots level, the Ministry of Public Security take the lead in proposing that the Prime Minister issue a Directive on improving the operational efficiency of the Force participating in protecting security and order at the grassroots level in the new situation; and at the same time, develop a comprehensive project on building the Force participating in protecting security and order at the grassroots level.

The Prime Minister requested Party committees and authorities at all levels to continue to care for, support, facilitate, support, and share difficulties with the Forces participating in protecting security and order at the grassroots level; support the implementation of patrol and guard duties, ensuring security, order, and social safety; build drug-free, crime-free, clean, and strong communes...

For the force participating in protecting security and order at the grassroots level, the Prime Minister requested that it demonstrate its role as an extension of the People's Public Security force; continue to uphold the spirit of responsibility, strive, not be afraid of difficulties, hardships, be devoted, devoted, serve the people, forget oneself for the country, serve the people; closely associate with Party committees and authorities, actively support the Public Security force, stay close to the locality, promptly detect, support, prevent, and handle complicated problems early, from afar, from the grassroots level; build communes and wards without crime, drugs, or accidents, so that each village, each hamlet, each neighborhood, each hamlet is truly a solid fortress of security and order.

The Prime Minister awarded the Security and Order Protection Force at the grassroots level 14 words: "courageous, resourceful, brave, bright eyes, sharp ears, humane, for the people."

The Prime Minister hopes and believes that with the leadership and direction of the Central Public Security Party Committee, the close coordination of ministries, branches, localities, and the support of the people, the Forces participating in protecting security and order at the grassroots level will continue to affirm their role, position, importance and great significance, handle work at the grassroots level, and maintain peaceful life in all regions of the country./.
