Prime Minister outlines '3 pioneers' and '2 strengths' to develop the private economy

On the afternoon of October 10 in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech at the first Panorama of Vietnam's Private Economy and the initiative "Public-Private - Nation Building, Strength - Prosperity". The program was also attended by leaders of ministries, branches, localities, economic experts and more than 500 businessmen.

The Vietnam Private Economic Panorama Model gathers the largest and most standardized private enterprise force; operates consistently and long-term, focusing on the responsibility of designing and implementing comprehensive solutions for economic development.

This model has the participation of many typical entrepreneurs, who are the core force of economic sectors, organized into an Executive Council and 4 specialized Committees. The goal and mission is to promote the private sector to become an important driving force in growth, contributing to building an independent, self-reliant and sustainable economy.

Mr. Mai Huu Tin, Chairman of the Board of Directors of U&I Investment Joint Stock Company, Co-Chairman of the Committee for Infrastructure Development and Competitive Advantage Sector, said that the Private Economic Panorama program is not a single event but will be a series of continuous actions every year and will last for many years; thereby, it is associated with projects that are expected to be implemented on a national level and participate in the global game; at the same time, it will be monitored, tracked, supported and there will be mechanisms and policies attached to specific projects, not in general.

Based on the proposal of the Private Economic Development Research Board and the founding team of entrepreneurs, the Executive Council of the Vietnam Private Economic Panorama recommends that the Prime Minister assign relevant ministries and branches to advise on mechanisms or methods to pilot the "Public-private nation-building" cooperation model.

This is the legal basis for implementing difficult and new mechanisms such as applying special mechanisms in selecting investors, assigning leadership to reputable domestic enterprises for strategic projects, along with conditions on goals, responsibilities and transparent supervision, and eliminating the ask-give mechanism.

Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation, Head of the Private Economic Development Research Board, commented: " We are entering a new war, a war for a strong, prosperous and happy Vietnam for the nation. In this new war, we have three things in common: one is the same dream and aspiration. Two is to work together, to form a project of such magnitude that can compete globally, which cannot be done by any single businessman but must be done by the State and enterprises together. Third is to work but must have specific results, must be monitored, must be resolved, thus making promises to each other and taking responsibility together ."

Speaking at the program, Prime Minister Pham Minh Chinh expressed his joy at attending the program in the atmosphere of the whole country celebrating Vietnamese Entrepreneurs Day on October 13.

The Prime Minister said that the Vietnamese private economic sector has been affirming its role as one of the important driving forces of the economy; effectively mobilizing resources for development investment; creating jobs, livelihoods, income, improving people's lives, ensuring social security; promoting international integration; making important contributions to the cause of building, defending the Fatherland and developing the country.

With the theme "Public and private - nation building, strength - prosperity", the Prime Minister hopes that the private business community must implement "3 pioneers" and "2 strengths" to achieve a consistent goal.

In particular, it is necessary to pioneer in implementing the two 100-year strategic goals, linking the business's goals with the nation's goals; pioneer in the patriotic movement so that each business, each entrepreneur, each year has a creative product containing high scientific and technological content, contributing to the country's prosperous development; pioneer in equality, fairness, social progress, social security work, "leaving no one behind".

Regarding the "2 strengths", the Prime Minister stated that one is to grow beyond oneself, beyond one's limits to develop faster and stronger, contributing to the development of the green economy, digital economy, creative economy... The second is that in all activities, we must grow strong, compete equally and fairly, participate more deeply and rise in the regional and global value chain, with the spirit of diversifying markets, diversifying products, diversifying supply chains; with the spirit of looking far and wide, thinking deeply to do big things.

With "3 pioneers" and "2 strong", the Prime Minister believes that the private business community will successfully achieve a consistent goal assigned by the Party and State: "The private economy is the most important driving force of the national economy", harmoniously and effectively combining with the state economy as the mainstay.

The Prime Minister hopes that entrepreneurs and businesses will join in "Solidarity - Discipline - Creativity - Prosperity - Development - Sustainability", further promoting their pioneering, innovative, creative and connecting roles, not only enriching their businesses and industries but also enriching society and the country.

The Prime Minister presented a 20-word program: " Constructive State - Pioneering Entrepreneurs - Public and Private Partnership - Strong Country - Happy People ".

At the end of the program, Prime Minister Pham Minh Chinh and delegates pressed the button to officially launch the Vietnam Low-Altitude Economic Alliance (LAE) and witnessed the signing of strategic cooperation agreements.
