Prime Minister sets out 14-word motto for security and order protection forces at the grassroots level

(Chinhphu.vn) - On the afternoon of November 12, Comrade Pham Minh Chinh, Politburo member and Prime Minister, attended and gave a speech at the conference to review 1 year of deploying forces to participate in protecting security and order at the grassroots level.

Comrade General Luong Tam Quang, Politburo member and Minister of Public Security chaired the Conference. Also attending the Conference were comrades of the Party Central Committee, leaders of central and local departments, ministries and branches; representatives of the Public Security force from the central to grassroots levels and representatives of the security and order protection forces at the grassroots level nationwide.

Implementing Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force, meeting the requirements and tasks in the new situation", on July 1, 2024, the Ministry of Public Security organized the launch of the force participating in protecting security and order at the grassroots level across the country - a force established on the basis of perfecting and unifying the organization of three forces including: Part-time Commune Police, Civil Defense and Captains and Deputy Captains of Civil Defense Teams, according to the provisions of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level in 2023.

After more than a year of operation, the force participating in protecting security and order at the grassroots level has promoted its core role, contributing to building a solid security posture right from the grassroots level, affirming itself as a reliable support for the government and people in the cause of ensuring security and order.

According to the report of the Ministry of Public Security, from the time of its official establishment and simultaneous launch nationwide (July 1, 2024) to now, the force participating in protecting security and order at the grassroots level has rapidly developed with more than 86,000 Security and Order Protection Teams established, with more than 276,000 members participating.

The force has provided over 141,000 reports related to security, order, and social evils, thereby supporting the resolution of nearly 91,000 cases; carried out nearly 787,000 propaganda sessions, disseminated policies and laws on security and order, and participated in supporting the construction of more than 17,000 models and advanced examples of the movement to protect national security; participated in supporting more than 9,500 cases related to fire prevention and fighting, nearly 8,500 cases related to rescue; carried out nearly 287,000 propaganda sessions, contributing to the recovery of more than 76,500 weapons, explosives, and supporting tools; supported the mobilization and education of more than 217,000 cases of law violations residing at the grassroots level; Participated in more than 2,645,000 patrols, detected nearly 83,000 violations related to security and order; supported nearly 463,000 times in guiding traffic flow and resolving traffic jams...

In particular, during natural disasters and floods, the image of the force participating in protecting security and order at the grassroots level, regardless of danger, putting aside their own hardships, and working with local authorities and the Commune Police to "go to every alley, knock on every door", to each isolated residential area to support and evacuate people, deliver food to single-parent households and help people overcome the consequences, has been highly appreciated, supported and appreciated by the people.

Delegates presented papers, proposed tasks, solutions, and recommendations on mechanisms and policies so that forces participating in protecting security and order at the grassroots level can better fulfill their tasks in the coming time.

Speaking at the event, Prime Minister Pham Minh Chinh affirmed that the conference is very important, demonstrating the attention of the Party, State, Government and the Public Security sector to the core mass force who are working day and night to support and maintain peace for each village, hamlet, neighborhood, for each person, for each hamlet across the country.

The Prime Minister stated that ensuring national security, order and social safety are identified by our Party and State as regular and important tasks. Security and order at the grassroots level play a very important role, ensuring a stable environment for sustainable development and peaceful lives of the people. The documents of the 13th National Party Congress have determined: paying attention to building forces to ensure social order and safety at the grassroots level, meeting the requirements of the task of maintaining security and order at the grassroots level.

With a deep understanding of the situation and a strategic vision, the Central Public Security Party Committee, the Ministry of Public Security, especially General Secretary To Lam, then Secretary of the Central Public Security Party Committee and Minister of Public Security, proposed that the Government submit to the 14th National Assembly, 6th session, the Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

This event marks an important step forward in institutionalizing the Party's viewpoints and policies on building and consolidating forces participating in protecting security and order at the grassroots level; building people's security, people's security posture associated with a solid people's hearts posture at the grassroots level.

At the same time, the establishment of a force to participate in protecting security and order at the grassroots level has overcome the overlapping and dispersion of the three previous forces and, in fact, has created unity in command and coordination of actions, helping to grasp the situation, patrol, control and handle security and order issues more promptly and effectively. Thereby, early detection of potential risks and problems right at the grassroots level to handle and prevent them from the root, because all people are at the grassroots level.

The Prime Minister assessed that with the attention of Party and State leaders, the drastic direction of the Ministry of Public Security, and the synchronous participation of Party committees and local authorities, the deployment of forces to participate in protecting security and order at the grassroots level has initially achieved very commendable and outstanding results.

First of all, the implementation reality shows that this is the correct policy of the Party and State, and the agencies have promptly institutionalized the Party's policy and organized its implementation methodically, synchronously and effectively.

The Ministry of Public Security has performed well its role as the focal point advising the Government on the implementation of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level. It has developed and submitted a plan for the implementation of the law, organized online conferences to disseminate information, and organized preliminary summaries and assessments. It has promptly developed and issued legal documents and clear, synchronous regulations so that members of the force can feel secure and committed to the cause of ensuring security and order.

Party committees and authorities at all levels actively direct, deploy, implement, guide, and manage the organization of activities, and direct and operate forces participating in protecting security and order at the grassroots level.

The forces participating in protecting security and order at the grassroots level have contributed to improving the quality of work in grasping the situation and preventing crimes early and from afar; actively supporting the building of a mass movement to protect national security; supporting the improvement of the effectiveness of state management, detecting law violations, supporting the mobilization and education of people who have violated the law, with many good models and good movements. In particular, demonstrating an active role in fire prevention, fire fighting, rescue, ensuring traffic safety and order, flood and storm prevention.

According to the Prime Minister, it can be affirmed that the forces participating in protecting security and order at the grassroots level quickly promoted their role, closely followed the grassroots level, stood shoulder to shoulder, worked together, endured together, and shared the honor and pride with the people.

The results achieved after one year of deploying the force have contributed to a positive and comprehensive change in the work of protecting security and order at the grassroots level. The number of criminal cases decreased by more than 8% compared to the same period. Many conflicts and disputes were promptly mediated, many localities recorded a significant decrease in traffic accidents, and social evils were pushed back. This affirmed the correct leadership and direction of the Party, the State and the Central Public Security Party Committee in building a force to support security and order at the grassroots level.

According to the Prime Minister, in recent times, the forces participating in protecting security and order at the grassroots level have shown close ties with the people; contributing to bringing a peaceful life to the people, many typical and outstanding examples have emerged with beautiful actions such as bravely pursuing criminals, promptly preventing many incidents that threaten people's lives and property, promptly rescuing drowning people, rescuing people in natural disasters and floods, grasping the situation, thoughts and aspirations of the people.

During the course of performing their duties, many members of the force sacrificed and were injured to protect the peaceful and happy life of the people (82 members were injured and especially 7 comrades sacrificed). On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh respectfully acknowledged and expressed gratitude for the sacrifices and losses of the members of the force participating in protecting security and order at the grassroots level, and deeply sympathized with the families and relatives of the members who sacrificed and were injured. The Prime Minister stated that the honoring of 34 groups and 36 outstanding individuals at the Conference was a recognition and commendation of the efforts, results and achievements of the force in ensuring security and order, and building a movement for the entire people to protect the security of the Fatherland.

In addition to the very basic achievements, the Prime Minister pointed out that the activities of the forces participating in protecting security and order at the grassroots level still face many difficulties and concerns. Accordingly, some localities have not been able to balance their budgets, so funding for support, purchasing equipment, sewing uniforms, and arranging facilities for the forces is limited, affecting the quality of performing tasks. The capacity and qualifications of members are not equal in performing tasks, especially difficult and dangerous tasks, and accessing high technology; in some places, at some times, there are still limitations in management, legality, expertise, operational skills, digital transformation, etc.

According to the Prime Minister, in the coming time, the domestic and international situation will give rise to many new issues regarding security protection, social order, social safety, the socio-economic development environment and the peaceful life of the people; requiring the work of ensuring security and order to be deployed and implemented from the grassroots, proactively preventing and detecting crimes early, from afar and right at the grassroots.

To improve the effectiveness of the support force to ensure security and order at the grassroots level in the coming time, the Prime Minister noted and emphasized key tasks.

Accordingly, it is necessary to continue to unify and raise awareness of the role, position and importance of this force; to determine that the work of ensuring security and order is the cause of the people, by the people and for the people, must take the people as the center and subject, all activities must be directed towards the people and the people must participate in the tasks and enjoy the results.

The force participating in protecting security and order at the grassroots level is for the people, close to the people, understands the people, cares for the people, participates in conciliation and conflict resolution, maintains internal solidarity, does not allow hot spots of security and order to form right at the grassroots level; strengthens people's trust in the Party and government, contributes to maintaining stability, order and social safety, and serves the task of local socio-economic development.

The Prime Minister noted that it is necessary to strengthen propaganda and mobilization work to promptly detect, commend, honor and reward collectives and individuals with outstanding achievements and typical examples in the force participating in protecting security and order at the grassroots level in order to encourage and motivate the spirit of active participation, good practices and creativity in the movement of the entire people to protect national security.

The Prime Minister also requested to continue researching, reviewing, and perfecting a synchronous and unified legal framework, and the conditions of facilities and equipment to operate in accordance with the operating methods, the actual situation in the area, and different subjects, ensuring efficiency and savings. Strengthening education, guidance, and professional training for forces participating in protecting security and order at the grassroots level.

The Ministry of Finance shall preside over and coordinate with the Ministry of Public Security and relevant agencies to submit to competent authorities for promulgation a financial mechanism to support disadvantaged localities, provide detailed instructions on expenditure norms, allocation mechanisms, management, use and settlement of funds according to regulations, contributing to overcoming difficulties and problems; to be completed no later than the second quarter of 2026.

The Ministry of Public Security shall preside over, together with the Ministry of Home Affairs and the Ministry of Finance, the study and proposal of policies for members participating in the force. If it is within the Government's authority, the Government will resolve it. If it is under a higher authority, the Government will report to the competent authorities.

Regarding the Directive on strengthening direction, management, and improving the operational efficiency of forces participating in protecting security and order at the grassroots level to meet requirements and tasks in the new situation, the Prime Minister requested the Ministry of Public Security to preside over the development and submit it by December 2025.

For local Party committees and authorities, the Prime Minister requested that they pay attention, take care of, create favorable conditions, support, and share with grassroots forces; while waiting for new policies to be issued, authorities at all levels should study and support forces participating in protecting security and order at the grassroots level, such as health insurance...

The Prime Minister requested that the forces participating in protecting security and order at the grassroots level continue to demonstrate their role as an extension of the heroic Vietnam People's Public Security force over 80 years of development; continue to uphold the spirit of responsibility, strive, not be afraid of difficulties, hardships, be devoted, devoted, and devote themselves to serving the people; closely associate with Party committees and authorities, actively support the police force; stay close to the locality, promptly detect, support, prevent, and handle complicated issues early, from afar, from the grassroots level, contributing to building a commune and ward without crime, without drugs, without accidents, each village, each hamlet, each neighborhood, each hamlet is truly a solid fortress of security and order in a comprehensive, all-round, sustainable, and long-term manner.

Stating the 14-word motto for the force: "Courage; intelligence; courage; bright eyes, sharp ears; humanity; for the people", the Prime Minister affirmed that protecting security and order is an important and regular task, a common responsibility of the whole society, including security and order, safety and security of the people at the grassroots level.

The Prime Minister hopes and believes that with the attention, leadership and direction of the Central Public Security Party Committee, the close coordination of ministries, branches and localities, and the support of the people, the forces participating in protecting security and order at the grassroots level will continue to affirm their role, position, importance and great significance, contributing to maintaining peaceful life in all regions of the country.
