The meeting was held online at Ho Chi Minh City, Government Headquarters and 21 coastal provinces and cities.

Opening the meeting, Prime Minister Pham Minh Chinh emphasized that since the beginning of November, provinces and cities in the Central region have continuously endured storm No. 13 and unprecedented heavy rains, exceeding historical levels, causing great damage to people and property, disrupting and halting production and business activities.
Once again, the Prime Minister sent his deep condolences to the people and local authorities affected by floods, especially the relatives of those who died, are missing, or are injured.
The Prime Minister also called on the business community, entrepreneurs, people nationwide, and philanthropists to join hands, support, and share with the people of the Central region during this difficult time.
The Prime Minister requested Party committees and authorities of affected localities to focus on urgently overcoming the consequences caused by floods and quickly stabilize people's lives; focus on strictly implementing the Prime Minister's instructions in 8 Official Dispatches, including ensuring accommodation, food, necessities for people, absolutely not letting anyone go hungry, cold, homeless, or lack clean water; support people to repair houses before November 30, 2025, rebuild and resettle collapsed or severely damaged houses before January 31, 2026; clean the environment, repair schools; ensure medical examination and treatment, prevent epidemics from breaking out; restore transport infrastructure, irrigation, domestic water, electricity, telecommunications; restore production and business activities, especially agricultural production.
The Prime Minister noted that, in addition to the work of preventing, combating and overcoming the consequences of natural disasters and floods, coastal localities must continue to carry out the task of "Resolutely declaring war on IUU fishing, determined to remove the EC's 'yellow card' on Vietnam's fisheries sector in 2025; highly focus on drastically implementing the peak month against IUU fishing."
The Prime Minister emphasized that removing the EC's IUU yellow card by 2025 and sustainably developing Vietnam's fisheries industry is an urgent and important task that cannot be left undone and cannot be prolonged.
This matter must be resolved decisively for the honor and prestige of the nation and people, for the legitimate rights and interests of the people, and for social progress, justice and equality.

The Prime Minister requested relevant ministries, branches and localities to report and speak briefly, going straight to the point about what has been done so far and the progress in the spirit of "6 clear" and the direction of the Government and the Prime Minister; with the spirit of "talk less, do more, no formality, carelessness, or perfunctoriness".
There must be more positive progress each week. Do each task properly and complete each task. Resolutely address existing problems and limitations, especially those of particular concern to the EC.
Any task that has positive changes should continue to be promoted. Any task that has not been done well should be pointed out frankly and effectively handled.
The Prime Minister requested the Ministry of Agriculture and Environment to briefly and clearly report on the results of the implementation of the tasks assigned by the Government leaders in the past week. The ministries, branches and coastal localities must clearly report on the implementation of the assigned tasks.
What is the progress? What are the solutions to overcome existing problems, limitations and resolve the problems? The Ministry of Foreign Affairs continues to clearly report information on cases of Vietnamese fishing vessels being detained by foreign countries; and contact with the EC Inspection Team.
