On the side of the Ministry of Public Security, there were: Member of the Party Central Committee, Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security, Senior Lieutenant General Tran Quoc To; Member of the Party Central Committee, Deputy Minister of Public Security; Senior Lieutenant General Le Van Tuyen, Member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security, Senior Lieutenant General Le Quoc Hung; representatives of the Public Security leaders of units and localities; especially 70 collectives and individuals of the force participating in protecting security and order at the grassroots level with outstanding and exemplary performance.

The conference was held online from the Ministry of Public Security's Conference Hall to connecting points with the participation of more than 28,000 delegates from provincial and communal authorities; police officers and forces participating in protecting security and order at the grassroots level nationwide...

In his opening speech, Minister Luong Tam Quang stated that over the years, along with building a truly clean, strong, disciplined, elite, and modern public security force, our Party and State have always paid attention to building, developing, and promoting the role of mass forces participating in protecting security and order at the grassroots level.

Under the leadership of Party committees and authorities at all levels and the guidance of the People's Public Security Forces, the forces participating in protecting security and order at the grassroots level always fulfill all assigned tasks, promptly participate and coordinate with functional forces to effectively prevent and combat all types of crimes and social evils and build a movement of the entire people to protect national security at the grassroots level.

Based on the position, role and importance of the work of protecting security and order at the grassroots level and to concretize the Party's guidelines and policies, the State's laws and policies, the Central Public Security Party Committee and the Ministry of Public Security have advised the Government to submit to the National Assembly for approval the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; advised the Government to issue Decree No. 40 dated April 16, 2024 detailing a number of articles of the law; directed and guided the local Public Security to advise local Party committees and authorities to issue documents implementing the law and simultaneously organize the launching ceremony of the forces participating in protecting security and order at the grassroots level nationwide on July 1, 2024.

"This is a very important and meaningful legal milestone for the force participating in protecting security and order at the grassroots level, meeting the requirements and tasks of protecting security and order in the new situation," Minister Luong Tam Quang emphasized.

Over the past year, ministries, sectors and localities nationwide have seriously and effectively deployed and implemented the Law on Forces Participating in Security and Order Protection at the Grassroots Level and documents guiding its implementation; awareness of Party committees, authorities, mass organizations and people about the position, role and tasks of forces participating in security and order protection at the grassroots level has been raised; forces participating in security and order protection at the grassroots level have been improved; working means, regimes, policies and conditions to ensure the operation of the force have received more attention.

Initially, the force participating in protecting security and order at the grassroots level has promoted its role as a core voluntary mass force in supporting the commune-level police in grasping the security and order situation, building a mass movement to protect national security and order, prevent and fight fires, rescue, administrative management of social order, mobilize and educate people with law violations residing at the grassroots level, patrol to ensure security and order, traffic safety...

Minister Luong Tam Quang affirmed that the conference was held to objectively and comprehensively evaluate the results of implementation, organization and operation of the force participating in protecting security and order at the grassroots level; difficulties, obstacles, shortcomings and causes; draw lessons after more than 1 year of implementation and unify the direction, tasks and solutions for implementation in the coming time; at the same time, commend and honor collectives and individuals of the force participating in protecting security and order at the grassroots level with outstanding achievements in the past year.

At the Conference, delegates listened to presentations related to policies and regimes; operational processes; recommendations and solutions to improve the effectiveness of forces participating in protecting security and order at the grassroots level.

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that this is a very important conference, receiving the attention of the Party, State, Government and the Public Security sector for the core mass force that is contributing day and night to support the maintenance of peace for each village, hamlet, neighborhood, each person, each village across the country. Ensuring security and order is identified as a regular and important task that plays a role in ensuring a stable environment, sustainable development and peace for the people.

Prime Minister Pham Minh Chinh acknowledged and highly appreciated the Ministry of Public Security and localities for proactively implementing the Law, systematically building the force, and initially promoting clear effectiveness in practice. The Prime Minister requested ministries, branches and localities to continue to thoroughly grasp and unify their deep awareness of the position and especially important role of the force participating in protecting security and order at the grassroots level in the two-level local government organization model. At the same time, focus on perfecting the legal corridor, increasing investment in facilities and equipment, promoting political and ideological education, fostering expertise and professionalism, and constantly improving the quality of the force's operations to meet the requirements of tasks in the new situation.

In addition, it is necessary to study and propose appropriate mechanisms and policies to ensure balance and harmony with other forces in the political system at the grassroots level. For local Party committees and authorities, it is necessary to pay attention, take care of, create favorable conditions, support and share difficulties with the forces participating in protecting security and order, so that they can truly become the "extended arm" of the grassroots police, closely attached to the people, dedicated, not afraid of difficulties and hardships, contributing to building increasingly peaceful and strong communes and wards.

On this occasion, the Prime Minister presented the force participating in protecting security and order at the grassroots level with 14 words: "Courage, intelligence, bravery, bright eyes, sharp ears, humanity, for the people".

At the Conference, the Ministry of Public Security awarded Certificates of Merit to 34 collectives and 36 individuals with outstanding achievements in the emulation movement, especially in the force participating in protecting security and order at the grassroots level.
