According to the Prime Minister, culture is the soul and pride of the nation, the endogenous strength, the spiritual foundation, and the driving force for social development; cultural work plays an extremely important role and contributes to the cause of building and defending the Fatherland.

Our Party always emphasizes the role of culture: “Culture is the spiritual foundation of society, the goal and driving force for national development. Culture plays an important role in shaping human personality and national identity and character.”

During his lifetime, President Ho Chi Minh always paid special attention to the cultural cause, especially emphasizing the importance and pioneering nature of culture: "Our people's destiny is in our people's hands, culture must light the way for the nation to go."

At the National Cultural Conference, General Secretary Nguyen Phu Trong emphasized the view: “Culture is the soul of the nation, expressing the identity of the nation. As long as culture exists, the nation exists…”.

The 13th National Congress of the Party determined: “Socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation of society; ensuring national defense and security is essential and regular”.

The task is to develop culture on par with economic development. Therefore, in addition to building economic, political and social works, we need to pay attention to building cultural and artistic works to contribute to improving the cultural life and cultural enjoyment of the people, thereby promoting the development and progress of society and the nation.

The investment in the construction of Ho Guom Theater demonstrates the special attention of the Central Public Security Party Committee, the leadership of the Ministry of Public Security, and the Hanoi People's Committee to cultural work, contributing to the implementation of the Party and State's policies and guidelines on culture, arts, and the construction of the capital Hanoi "Cultured - Civilized - Modern".

To utilize and maximize the effectiveness of the project, the Prime Minister requested the Ministry of Public Security to direct a plan for scientific and effective management and operation so that Ho Guom Theater can truly be a key project of the People's Public Security force and the capital city of Hanoi.

Pay attention to organizing cultural and artistic activities and events to serve the political tasks of the Party, the State, the Ministry of Public Security and Hanoi City; meet the needs of cultural and artistic enjoyment of the people, police officers and soldiers, and international friends; focus on applying science and technology; enhance exchanges and cooperation with domestic and international theaters; train and improve the qualifications and professional capacity of the staff and artists of Ho Guom Theater, meeting the requirements of organizing high-quality artistic performances.

The Prime Minister also requested departments, ministries and branches, especially the Ministry of Culture, Sports and Tourism, and Hanoi City to coordinate with the Ministry of Public Security to develop a plan to connect Ho Guom Theater with other cultural and artistic works to create a cultural and artistic space, contributing to promoting the culture and tourism of the capital Hanoi and the country.

The Prime Minister requested the Ministry of Public Security to manage and operate scientifically and effectively, focusing on cooperation and exchange with domestic and international theaters so that this modern theater can successfully complete its political tasks and "always be lit with high-quality cultural and artistic programs."

General To Lam, Minister of Public Security, on behalf of the Ministry of Public Security, acknowledged the Prime Minister's instructions and will strictly implement them. The Minister affirmed that the theater represents the affection of the People's Public Security force for the people of the capital and the people of the whole country.

The Minister also thanked the agencies and businesses for their cooperation in completing the project on schedule, thanked the artists and hoped to continue receiving their support during the operation of the theater.

Culture plays a very important role, being the spiritual foundation and driving force for social development. In the process of leading the revolution, the Communist Party of Vietnam and President Ho Chi Minh always emphasized the role of culture, identifying culture as a revolutionary front, a torch "lighting the way for the nation to go".

The Resolution of the 13th National Party Congress affirmed: “Increase investment in cultural development. Build, develop, create the most favorable social environment and conditions to arouse the tradition of patriotism and national pride”.

The Ministry of Public Security recognizes the need for a cultural institution connected with cultural, historical works and architectural landscapes around Hoan Kiem Lake to create a cultural complex in the capital city of Hanoi with a continuous space and time from the past, present and future to organize high-quality cultural and artistic activities, in order to meet the needs of cultural enjoyment, artistic aesthetic education for officers, soldiers and people nationwide.

On that basis, the Ministry of Public Security and the Hanoi People's Committee decided to build the Ho Guom Theater at 40-40A Hang Bai, Hoan Kiem, Hanoi. The project started construction in December 2021 and the ribbon cutting ceremony was held in July 2023.

Ho Guom Theater will be the venue for organizing political, cultural and artistic programs of the Party, State, Ministry of Public Security, Hanoi City (conferences, seminars, political, cultural and artistic events...); organizing art performances for domestic and foreign affairs; organizing political, cultural and social programs and events as an international conference center.

Located at 40-40A Hang Bai, Hoan Kiem District, Hanoi with synchronous, modern, international standard facilities and a diverse service system, Ho Guom Theater is expected to become a desirable destination for artists and organizers of high-quality domestic and international art programs.

Ho Guom Theater consists of 6 main parts: Large hall and small hall in front to serve guests; vertical traffic core to facilitate easy movement in the space; large auditorium with a capacity of 900 guests and small auditorium with a capacity of 500 guests; backstage area including actors' hall, side stage, practice room, props warehouse, office area; underground parking for guests and staff; multi-purpose space, break room, cafeteria and garden on top.

Large auditorium with flexible, modern stage system. Advanced lifting/lowering system makes the stage suitable for many types of performances. The stage can be raised to create a large stage with a capacity of 90 people.

The raised floor system can slide down to create a music pit, a performance area for musicians, allowing the audience to fully focus on the stage without affecting their vision. The advanced lighting system helps to provide the best lighting for the auditorium. The modern stage system creates the most beautiful stage scenes.

The small auditorium is designed like a blooming flower with lines of sound waves spreading in space. The central stage system and seats can be raised/lowered to transform into many different types of stages (circular stage, T-shaped stage with 3 surrounding rows of seats, large I-shaped stage, small I-shaped stage, event space). The modern ceiling system can be flexibly moved according to the nature of each performance.

Inside the Ho Guom Theater is a high-tech system. The performance sound system includes an Array speaker system and a Constellation speaker system. In addition, the Ho Guom Theater is also equipped with a performance lighting system; stage mechanical system (raising/lowering the stage floor, music pit, lighting pole, backdrop pole); projection system, network system; IPTV system, Intercom, building announcement sound...

Ho Guom Theater has a diverse service system. In particular, the performing arts area will be the place to perform Vietnamese and international works of art. With 2 auditoriums (capacity of 500 and 900 seats), the most modern stage in Vietnam and Southeast Asia, this place will meet all performance requirements for a variety of different art forms, from ballet to musicals, from Western symphonies to music, traditional and modern Vietnamese theater and other art forms...

In addition, the theater also has an area to display and exhibit works/products of artistic nature in different fields.
