This viewpoint was mentioned by Prime Minister Pham Minh Chinh when sharing the basic content of the Action Program to implement the Resolution of the 14th Party Congress at the Conference on the dissemination and implementation of the Resolution of the 14th Party Congress, on the morning of February 7th.

Prime Minister Pham Minh Chinh emphasized that the Congress had transformed will into action, and decisions into concrete results.

Emphasizing the particularly important significance of the action program aimed at putting the Congress's resolution into practice, the Prime Minister stated that this action program comprises 12 main task groups, 6 key tasks, and 3 strategic breakthroughs.

This clearly outlines the key national targets, including important and strategic projects and works for the 2026-2030 period, which are transformative and transformative in nature, such as the North-South high-speed railway project, urban railways, nuclear power plants, airports, major seaports, the national database, and chip manufacturing plants…

The guiding principle emphasized by the head of government is to shift strongly from "talking" to "doing," from "awareness" to "action," and to thoroughly overcome the situation of "talking a lot, doing little," "saying well, doing poorly," and "saying not matching doing."

The first core element in the action program, according to the Prime Minister, is to continue building and comprehensively perfecting the institutional framework for rapid and sustainable national development.

With the requirement to shift from a management-centric approach to a development-oriented one, the Prime Minister emphasized the need for a strong move from pre-approval to post-approval; reducing the time and costs of compliance for citizens and businesses.

Establishing a new growth model, restructuring the economy, and promoting industrialization and modernization are also core issues emphasized by the Prime Minister. He stressed that science, technology, innovation, and digital transformation must be the main driving forces.

According to the Prime Minister, it is necessary to strongly develop emerging industries and fields such as semiconductor chips, artificial intelligence, and renewable energy… At the same time, it is important to operate new economic models such as international financial centers, free trade zones, cross-border economic zones, low-level space economy, and data economy…

Along with the strong and comprehensive development of Vietnamese culture and people, the Prime Minister called for the construction of a modern national education system that is on par with the region and the world.

In this direction, government leaders emphasize the importance of strengthening foreign language teaching and learning, making English the second language in schools.

"The level at which the problem arises should take the initiative to make the necessary adjustments."

Another core element, according to the Prime Minister, is breakthroughs in science and technology development, innovation, digital transformation, and green transformation.

"This is an objective requirement, a strategic choice, and a top priority for increasing labor productivity and sustainable development," the Prime Minister emphasized, and called for increased investment in infrastructure for science, technology, innovation, and national digital transformation.

Along with that, according to the Prime Minister, it is necessary to manage sustainable social development; ensure social progress and equity, and care for the people's lives with the resolute spirit of not sacrificing social progress, equity, social security, and environmental protection for the sake of mere economic growth, leaving no one behind.

Other important tasks emphasized by the Prime Minister include managing and utilizing resources effectively, protecting the environment, adapting to climate change; strengthening national defense and security; promoting foreign relations and international integration…

To effectively implement the action program, the Prime Minister emphasized the need for proactive, positive, and flexible approaches from all levels, sectors, and localities.

To promptly implement the Resolution of the 14th National Congress of the Party into practical social life, the Prime Minister requested all levels, sectors, and localities to focus on reviewing and perfecting the system of legal regulations in all fields.

"We must resolutely prevent institutional and legal difficulties and obstacles from causing bottlenecks, hindering development, and affecting the achievement of the set goals and tasks," the Prime Minister emphasized.

He emphasized the principle of "wherever there is an obstacle, that level should proactively and actively make corrections" within its authority; if the issue exceeds its authority, it should be promptly reported to the relevant level, and pilot mechanisms and policies should be issued for newly arising issues that lack regulations, or where regulations exist but have exceeded their practical application.

Regarding resource mobilization, the Prime Minister stated that to achieve double-digit growth and rapid, sustainable development, ministries, sectors, and localities need to focus on implementing comprehensive, decisive, and effective solutions; building breakthrough mechanisms and policies to unlock, allocate, and effectively utilize all resources through diverse forms, in line with the orientation of "harmonious benefits and shared risks".

"Recently, we have been very active in building specific policy mechanisms, especially for Hanoi. Hanoi implemented them immediately and saw very positive changes. We don't wait; we work and expand simultaneously," the Prime Minister stated, emphasizing that mobilizing resources is not just about money, but primarily about mechanisms and policies.

There are policies to attract and utilize talented individuals.

Regarding human resource development, the Prime Minister requested a focus on training and developing a high-quality workforce for the state administrative system and the private sector.

According to government leaders, it is necessary to review and implement policies to attract and utilize talent, especially in key sectors of the economy. Along with this, it is necessary to build a unique and superior mechanism to attract Vietnamese scientists and experts abroad, as well as foreign nationals.

Research and technology transfer; building a modern, efficient state management and national governance system that serves and fosters development from the central to local levels… are also important tasks mentioned by the Prime Minister.

He emphasized the need to focus on promoting decentralization and delegation of power, coupled with resource allocation and strengthening inspection, supervision, and control of power; ensuring unified management by the central government, and promoting the proactive, creative, and self-responsible role of localities with the spirit of "local authorities decide, local authorities act, local authorities take responsibility".

With the goal of promptly implementing the Resolution of the 14th Party Congress, the Prime Minister once again emphasized the principle of "only discussing action, not retreating," and "not saying no, not saying it's difficult, not saying yes without doing it."

With that spirit, he believes we will certainly successfully implement the Resolution of the 14th Party Congress, leading the country to steadily advance into a new era of prosperous, civilized, and happy development, and firmly move towards socialism.
