Prime Minister Pham Minh Chinh: Urgently implement projects and works serving the APEC 2027 Conference.

On the afternoon of November 14th, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting with ministries, agencies, and An Giang province to discuss the implementation of infrastructure projects in preparation for the APEC Conference in 2027. Also present were Deputy Prime Minister Tran Hong Ha; leaders from several central ministries and agencies, An Giang province; and leaders of relevant corporations.

To serve the APEC 2027 Conference, An Giang province proposed and received approval to implement 21 infrastructure projects in the Phu Quoc Special Economic Zone, with a total estimated capital of 137,000 billion VND, including 10 projects with over 20,000 billion VND in public investment and 11 projects with over 116,000 billion VND invested under the public-private partnership (PPP) method.

The projects include: transportation and connecting routes; maritime passenger ports, airports; undergrounding and digitization of electricity and telecommunications infrastructure; lakes and freshwater supply systems; wastewater and waste drainage and treatment projects; urban renovation; construction of convention centers; resettlement areas, mixed-use urban areas, etc.

An Giang province has so far selected investors for 7 non-budgetary projects and approved and selected contractors for 8 public investment projects. The provincial leaders are committed to completing the works and projects under their purview to serve the APEC 2027 Conference. However, some obstacles related to mechanisms and policies, as well as delays in handing over some project components to investors, are affecting the overall progress of infrastructure investment and development for the APEC 2027 Conference.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the implementation of projects and works serving APEC is of great importance and urgency, and has received utmost attention from the Party, State, Government, and the Prime Minister, who have directed efforts to overcome difficulties and obstacles, creating favorable conditions to accelerate the progress of these projects. The Prime Minister has established a specialized task force and assigned a Deputy Prime Minister to oversee its implementation.

To date, the work is being implemented actively, achieving initial results and laying the groundwork to accelerate the progress of projects in the coming period. Much work remains to be done, while time is limited. Therefore, Prime Minister Pham Minh Chinh requested that relevant ministries, agencies, and An Giang province work together decisively, according to their functions, duties, and powers, to implement the projects on schedule. If any issues exceed their authority, they should report to the competent authority for consideration and decision.

For the 10 projects still facing difficulties and obstacles, the Prime Minister assigned An Giang province to be the investor for the following projects: the construction of a wastewater treatment plant under the investment-business model, with public investment to be implemented in case of obstacles, and the procedures to be completed by November 2025; and the urban railway project under the public-private partnership (PPP) model, ensuring "harmonious benefits and shared risks".

The Prime Minister requested An Giang province to implement investment projects under the build-transfer (BT) and build-operate-transfer (BOT) models within its authority, and to report to the Government if the projects exceed its authority, completing all procedures by November 2025. The Prime Minister also assigned An Giang province to be the investor for public investment projects such as: main arterial road projects; freshwater reservoirs; the digitization and undergrounding of fiber optic cables; and urban beautification projects, ensuring that the Phu Quoc Special Economic Zone is bright, green, clean, and beautiful.

The Prime Minister instructed the Vietnam Electricity Group to urgently supplement power sources for Phu Quoc, ensuring stable and high-quality electricity supply. An Giang province was also instructed to urgently complete the international maritime passenger port project to welcome international tourists arriving by sea.

Regarding the handling of aviation infrastructure assets of the Vietnam Airports Corporation (ACV) at Phu Quoc International Airport, the Prime Minister requested the application of appropriate current laws, transferring land and assets on the land, on the principle of preventing the loss of state assets and preventing corruption and negative practices; and promptly upgrading the airport to welcome the APEC 2027 Conference.

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Nguyen Chi Dung to be directly responsible for directing ministries, agencies, businesses, and An Giang province to implement the tasks, in the spirit of "all for the benefit of the nation, the people, and the country."
