Prime Minister Pham Minh Chinh: Resolutely implement the "5 principles", bringing Vietnam into the top 30 countries in the world in terms of Logistics Capacity Index

This is the emphasis of Prime Minister Pham Minh Chinh at Vietnam Logistics Forum 2025 with the theme "Vietnam Logistics - Reaching into the new era" was organized by the Ministry of Industry and Trade in coordination with the People's Committee of Da Nang city on the morning of November 29.

Logistics makes an important contribution to Vietnam's economy.

Speaking at the forum, Minister of Industry and Trade Nguyen Hong Dien emphasized that logistics is a service industry that plays an important role, considered the "blood vessels" of the economy; is a bridge between production - circulation - consumption - export and import and is one of the key pillars to improve national competitiveness and promote socio-economic development.

As a country located in a dynamically developing region, where there is a strong flow of goods and a highly open economy (200%), ranking 3rd in ASEAN and 32nd in the world; in the top 20 in terms of international trade scale and top 15 in FDI attraction, with a large consumer market of more than 100 million people and nearly 6 billion consumers in 17 signed FTAs, Vietnam is assessed to have great potential for developing logistics services.

Import-export turnover and e-commerce have grown by double digits over the past 5-6 years.

In addition, the strategic geographical location, deep-water seaport infrastructure, international airport, expressway and high-speed railway network create conditions for the formation of large-scale, modern logistics infrastructure projects.

Realizing this importance, recently, the Party and State have issued many mechanisms, policies and directions to remove difficulties, reduce costs, improve competitiveness, and create a favorable environment for logistics development.

With the close direction of the Government and the Prime Minister; the participation of ministries, branches, localities and the efforts of the business community, the logistics industry has developed strongly, increasing by an average of 14 - 16%/year, more than twice the world average growth rate.

Market size reaches 45 - 50 billion USD, equivalent to 10% of GDP and 5% of import-export turnover, gradually affirming its position in the region and the world.

By 2025, Vietnam will be ranked in the top 10 emerging logistics markets, top 4 in the region in terms of Logistics Opportunity Index and top 5 in ASEAN, top 40 in the world in terms of Logistics Performance Index.

However, Vietnam's logistics industry is still not developing commensurate with its potential; costs are still high compared to the region; competitiveness is low, infrastructure and regional connectivity are not synchronized; there is a lack of high-quality human resources; digital transformation and green transformation are only in the early stages and there is a lack of shared databases.

These are major bottlenecks, requiring synchronous and feasible solutions to unlock resources and promote development.

In the context of the country entering the era of science and technology, innovation, green transformation, digital transformation and deep integration, global economic and political fluctuations, supply chain shifting trends, cross-border e-commerce, green development standards and competition between major countries create new challenges for the economy and logistics industry.

This year's forum, with the theme "Vietnam Logistics - Reaching into a new era", demonstrates the Government's strong message of attracting and encouraging investment in logistics development with strong enough policies and open mechanisms to create breakthrough momentum.

In its role as State manager of logistics, the Ministry of Industry and Trade has submitted to the Prime Minister the Strategy for developing Vietnam's logistics services for the period 2025 - 2035, with a vision to 2050.

The goal for the next 10 years is to develop sustainable, efficient, high-quality logistics with high added value and strong competitiveness; to maximize Vietnam's advantages in the global supply chain, contributing to realizing the goal of becoming a strong country in logistics.

The merger of administrative boundaries, reduction of intermediate levels and implementation of two-level local government also expands the space for infrastructure development and logistics services.

At the forum, presentations from domestic and foreign delegates and speakers, based on practical experience, clarified the results achieved, limitations and causes; drew lessons, identified opportunities and challenges.

At the same time, it offers solutions to support logistics enterprises in improving quality, efficiency, competitiveness, building brands, and anticipating new trends; proposes strong mechanisms and policies to attract investment in logistics infrastructure, creating a breakthrough driving force for the industry to develop rapidly and sustainably in the new era.

Developing "green" and "digital" logistics infrastructure

Speaking at the forum, Prime Minister Pham Minh Chinh emphasized that this is the 13th time the forum has been held to promote the rapid and sustainable development of the logistics industry - an industry that plays a vital role in the circulation of goods and is one of the "pillars" promoting national competitiveness.

According to the Prime Minister, the Party and State are very interested and have many important policies and guidelines to develop the logistics industry, including Decision No. 200/QD-TTg dated February 14, 2017 on the Action Plan to improve competitiveness and develop Vietnam's logistics services by 2025.

After 8 years of implementation, many encouraging results have been achieved: the growth rate of logistics services is fast and stable, reaching an average of 14 - 16%/year, directly contributing to GDP annually at 4.5 - 5% GDP; logistics costs have decreased to about 16% of GDP (from over 20% of GDP in 2014), saving billions of USD each year for import-export enterprises.

Pointing out the existing problems and limitations of Vietnam's logistics industry, the Prime Minister suggested perfecting the logistics institutions and policy mechanisms to ensure stability, synchronization, transparency, feasibility, and drastically reducing administrative procedures and barriers to reduce implementation costs for people and businesses.

In the coming time, develop green and digital logistics infrastructure; implement an emission reduction roadmap, and enhance green energy transformation based on the application of science and technology.

Along with that, forming a green supply chain, promoting a circular economy, recycling packaging, and carbon management; strengthening international cooperation on green logistics, low-carbon logistics, and maintaining a high value-added ratio of about 20-25% by 2030.

Training human resources to serve green development; researching the inclusion of logistics vocational skills standards in the national vocational training framework; promoting international cooperation in training digital human resources in data management and logistics analysis using artificial intelligence (AI).

Build a mechanism to mobilize resources to develop logistics; logistics management must be smart through Connecting businesses, management agencies, customs, banks, insurance, and transportation; encouraging innovation and startups, especially digital technology startups, transportation connection platforms, warehouse management, and e-commerce.

The Ministry of Industry and Trade urgently guides and coordinates with ministries, branches, localities, associations and logistics enterprises to properly implement the roadmap of the Vietnam Logistics Services Development Strategy for the 2025-2035 period, with a vision to 2050.

The Prime Minister proposed to strongly promote the effectiveness and efficiency of the inter-sectoral mechanism, coordination from the central to local levels to promptly restructure the supply chain, international and domestic logistics services, transform the growth model towards efficiency, and increase added value. At the same time, identify the development of logistics infrastructure as the foundation; the development of free trade zones as the driving force and green and digital development as the center.

Regarding Da Nang, the Prime Minister said that the city has always received attention from the Party and State, creating mechanisms and policies, so it must think, must do, must be exemplary, take the lead, especially in implementing the Free Trade Zone and the Vietnam International Financial Center in Da Nang.

At the same time, complete infrastructure, promote the development of logistics services, proactively plan regional logistics centers, attract investment, implement the "smart logistics urban" model and promote the advantages of the Free Trade Zone.

Building a national logistics database

The Prime Minister requested ministries and branches to focus on building a national logistics database, connecting with the national single window mechanism system, electronic C/O, digital customs, smart ports, digital multimodal transport; promoting comprehensive digital transformation in logistics to best serve businesses and people.

Focus on logistics investment cooperation in the spirit of "equality, mutual development, mutual benefit, mutual responsibility to society, workers and environmental protection; harmonious benefits, shared risks".

The Government is committed to maintaining socio-political and macroeconomic stability; focusing on removing economic bottlenecks; strongly developing green supply chains, reducing compliance costs and input costs; building a stable, creative, competitive and predictable investment and business environment and policy mechanisms, with transparent implementation and accountability; continuing to invest in and build development space planning and modern infrastructure that adapts to climate change.

The Government is determined to implement the "5-comprehensive" motto: "Open institutions - Smooth infrastructure - Smart governance - Common practices - Understanding cooperation" to make logistics an important economic sector, contributing to realizing the goal that by 2035, Vietnam will be among the top 30 countries in the world in terms of Logistics Performance Index (LPI).

The Prime Minister hopes that the logistics business community will continue to innovate governance, link chains, promote digital transformation and green transformation, while promoting the spirit of "self-reliance, self-improvement, innovation, creativity, solidarity and cooperation", reaching out to the region and the world.

Vietnam Logistics Services Association (VLA), Vietnam Logistics Human Resources Development Association (VALOMA) and local Logistics Associations play a bridging role, providing policy advice, supporting training, and promoting logistics services trade to the international market.

According to the Prime Minister, Vietnam has the advantage for the logistics industry to break through, integrate and lead in the region if we have a "far-sighted" vision, "think deeply and do big", in the spirit of "resources originating from thinking and vision, motivation originating from innovation and creativity, strength originating from people and businesses", knowing how to promote intelligence, valuing time and decisiveness to turn challenges into opportunities, turning will into action, turning potential and advantages into products.

The Prime Minister believes that with the synchronous participation of the entire political system, the close coordination of ministries, branches, localities, international organizations and the business community, a smart, green, digital and integrated national logistics ecosystem will be successfully built, making Vietnam a leading logistics service center in Southeast Asia, firmly entering the new era.

At the forum, businesses operating in the logistics sector signed a cooperation commitment; the Minister of Industry and Trade awarded Certificates of Merit to many collectives and individuals with achievements in developing logistics services by 2025.

On this occasion, the city launched the Danang Logistics Association.

Da Nang has a strategic location with a deep-water seaport system, an international airport and is located on the North-South traffic axis as well as the East-West Economic Corridor, connecting countries in the Greater Mekong Subregion (GMS). Recently, the Prime Minister decided to pilot the establishment of the first Free Trade Zone in Da Nang along with the formation of an International Financial Center located here (December 2025). The development of industrial park infrastructure and logistics will be the driving force for Da Nang to break through, soon becoming a regional and international financial, economic and logistics center, spreading development to the North Central region, the Central Coast and the whole country.
