Prime Minister Pham Minh Chinh: Private economic development has no limits

On the afternoon of May 8, Prime Minister Pham Minh Chinh worked with the Policy Advisory Council to collect comments on the draft Resolution of the National Assembly on a number of specific mechanisms and policies for private economic development according to Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo.

Attending the meeting were Deputy Prime Ministers : Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Nguyen Chi Dung; leaders of ministries, branches, central agencies; members of the Policy Advisory Council.

Based on Resolution 68, the Government drafted a Resolution to submit to the National Assembly on a number of specific mechanisms and policies for private economic development according to Resolution 68, including 3 groups. In which, group 1, tasks and solutions have relatively clear content, are urgent but have not been institutionalized or need to be amended or supplemented immediately, are under the authority of the National Assembly and are not within the scope of the laws already included in the content of the 9th Session, 15th National Assembly.

Group 3, tasks and solutions are orientational, not urgent and require time for careful research and evaluation to propose the development or amendment and supplementation of relevant laws, and submit them to the National Assembly for consideration and approval.

At the meeting, members of the Policy Advisory Council and leaders of ministries, branches and the Government focused on discussing and proposing mechanisms and policies on: support for access to land and production premises; access to capital; training and use of high-quality human resources; support for the private economy in applying science and technology in production and business; policies on taxes, fees and charges; reform and simplification of administrative procedures, inspection and examination work; non-criminalization of economic and civil relations.

Delegates also proposed mechanisms for ordering, limited bidding, designated bidding, encouraging the private economy to participate in key national tasks; public-private partnership model; preferential legal framework for research and development activities, venture capital funds; mortgage mechanism using intangible assets; supporting pioneering private enterprises to reach out to the world; bankruptcy issues; avoiding acts of restricting competition, monopoly, unfair competition, trade fraud, intellectual property; mechanisms for connecting enterprises, handling problems arising during the operation of private enterprises...

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the delegates' dedicated, responsible, and quality opinions; requested the Editorial Team to absorb, supplement, and further perfect the draft Resolution of the National Assembly on a number of specific mechanisms and policies for private economic development according to Resolution 68.

Emphasizing that innovation and development of the private economy are limitless, for the goal of a rich people, a strong country, a democratic, fair and civilized society of the country in the new era and with the spirit of "a creative state; people are the foundation; enterprises are the center, the subject; institutions and policy mechanisms are the driving force" to develop the private economy, the Prime Minister requested that the Resolution of the National Assembly must have mechanisms and policies to institutionalize Resolution 68 to develop the private economy quickly and sustainably; the private economy is truly the most important driving force of the national economy.

The head of the Government pointed out that the draft Resolution of the National Assembly must have mechanisms and policies to solve the most urgent and necessary issues that people and businesses are concerned about in order to remove bottlenecks and obstacles that are holding back the private economy, unblocking and creating leverage and support for the development of the private economy. At the same time, it must create a trend and a vibrant emulation movement to develop the private economy; everyone and every household compete to get rich legitimately; there must be strong enough mechanisms and policies for individual business households to develop into enterprises, small enterprises to develop into large enterprises, large enterprises to become multinational corporations, and participate in the global value chain...

The Prime Minister requested to carefully review, supplement and amend policies to promote business freedom, healthy competition among enterprises, equal access to capital, land and public assets; and training human resources based on market demand and business development requirements through ordering mechanisms between enterprises and training institutions.

Note that the Resolution must adhere to the principle of "Party leadership and direction; State management; Government operation; People's mastery, under the supervision of the Fatherland Front and socio-political organizations", the Prime Minister directed the development of mechanisms and institutions that demonstrate recognition and clearly define the intangible assets of enterprises; not criminalize economic and civil relations. Violations related to economics and civil affairs must be handled by economic and civil law. Criminal measures are the last resort; credit guarantees for small and medium enterprises; encourage private investment funds; simplify administrative procedures, ensure the simplest, fastest, and cheapest business registration and dissolution procedures, especially eliminating the request-grant mechanism; clarify tax and non-tariff policies; form an electronic tax collection system, initiated from cash registers...

Prime Minister Pham Minh Chinh requested the Drafting Team to continue to complete the draft Resolution, send it to collect comments from members of the Government, Chairmen of People's Committees of provinces and cities; business associations, and the business community, then complete it and submit it to the National Assembly before May 12 for consideration and approval before May 18, 2025.

Also at the meeting, the Prime Minister reviewed and commented on the Council's 2025 work program and a number of policy advisory issues. In the immediate future, the Council is required to focus on policy advice to organize and operate the two-level local government to ensure it is streamlined, compact, strong, efficient, effective, and efficient./.
