Recently, storms, extreme rains and floods, floods exceeding history have caused very serious consequences in many localities across the country, especially in the provinces of the Central region. Of which, 1,635 houses collapsed and 39,461 houses were severely damaged. In this situation, the leaders of the Party, State, Government and Prime Minister have resolutely directed timely remedial measures to ensure the fastest recovery of people's lives.
The Prime Minister issued Official Dispatch No. 234/CD-TTg dated November 30, 2025 on launching and implementing the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose houses were damaged by recent natural disasters. In the spirit of the Prime Minister's direction, localities have resolutely taken action, determined to complete the construction of new houses before January 31, 2026 and complete the repair of damaged houses before December 31, 2025.
As of December 8, 2025, in the provinces and cities of the Central region, construction of 971/1,635 houses had begun, of which 479 had been completed, and 664 had not yet begun. The provinces and cities had repaired 34,627 houses; 3,943 houses were being repaired; and 891 houses had not yet begun repair.
The construction and repair of houses for people whose houses have collapsed or been damaged has received support from many sources, including central and local budgets; support from domestic and foreign organizations and individuals, especially the residential community, with the spirit of "those who have contributed, those who have contributed, those who have contributed, those who have more help more, those who have less contribute less" as called for by the Prime Minister.

At the same time, he severely criticized Quang Tri province, which had only 12 households whose houses were severely damaged by the storm, but to date, no repairs have been made, and people still have to live temporarily.
The Prime Minister emphasized that the “Quang Trung Campaign” is a campaign without gunfire, but must be victorious and victoriously victorious to bring joy and happiness to the people, especially those who no longer have homes or whose houses were damaged after the recent historic storm and flood. Therefore, it needs to be done quickly, even more quickly; carried out with all responsibility to the people and with all the love from the heart, with the goal of completing the construction of new houses for households who lost their homes before January 31, 2026 and completing the repair of damaged houses before December 31, 2025.
Prime Minister Pham Minh Chinh pointed out that, in addition to State resources, it is necessary to mobilize resources from the whole society to participate in supporting the construction and repair of houses for people, with the spirit of "whoever has something to help; whoever has little helps a little, whoever has property helps property; whoever has merit helps merit; whoever has little helps a little, whoever has a lot helps a lot; wherever is convenient, help there". If there are any problems or difficulties, they should be reported immediately for the Government and the Prime Minister to consider and resolve because for people who are homeless, no matter how little, they must do it.
The Prime Minister requested that the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of provinces and cities take time and assign leaders to monitor the localities, direct and urge implementation; the Ministry of Agriculture and Environment guide localities on land-related issues; the Ministry of Construction continue to pay attention to supporting house design; the Ministry of Finance prepare and arrange financial resources; corporations such as Vietnam Electricity Group (EVN), Vietnam Energy Industry Group (Petrovietnam), Military Industry and Telecommunications Group (Viettel), Vietnam Posts and Telecommunications Group (VNPT) ... pay attention to restoring electricity, water, telecommunications and supporting localities in implementing the "Quang Trung Campaign".
Proposing the Vietnam Fatherland Front, socio-political organizations, especially the Ho Chi Minh Communist Youth Union, to launch a movement to support people in building and repairing houses. The Prime Minister requested news agencies and newspapers to actively report daily to encourage, praise, promote and popularize good models in implementing the "Quang Trung Campaign".
