Focus on timely handling of many key Vietnam - Laos projects

According to dispatch 64 issued on June 30, Prime Minister Pham Minh Chinh assigned four deputy prime ministers, ministers and heads of ministerial-level agencies to handle a number of urgent and key tasks to promptly issue synchronous documents guiding laws that take effect from July 1, and promptly implement laws and resolutions passed by the National Assembly at the 7th session.

In particular, the Prime Minister assigned Deputy Prime Minister Tran Luu Quang to direct the ministries and agencies: Planning and Investment, Finance, Industry and Trade, Construction, Culture, Sports and Tourism, Transport, Public Security, State Bank of Vietnam, State Capital Management Committee at Enterprises, People's Committees of Thanh Hoa, Ha Tinh, Quang Tri provinces to review the progress and results of the implementation of projects and key cooperation contents in the Vietnam - Laos cooperation relationship.

Ministries and branches identify existing problems and difficulties and direct timely and effective handling before July 3.

The Prime Minister emphasized focusing on resolving the following issues: Lao National Assembly House, Hua Phan Provincial Friendship Hospital, Laos - Vietnam Friendship Park construction project in Vientiane Capital, traffic connection projects, hydropower, coal-fired thermal power, etc.

Submit a series of important draft resolutions and laws to be signed and promulgated from July 1

Deputy Prime Minister Le Minh Khai was assigned to direct the Ministry of Home Affairs to urgently develop a draft decree regulating basic salary levels and bonus regimes for cadres, civil servants, public employees and armed forces;

The Ministry of Labor, War Invalids and Social Affairs urgently develops a draft Decree on adjusting pensions, social insurance benefits and monthly allowances, a draft Decree on the level of benefits and preferential allowances for people with revolutionary contributions, and a draft Decree on the standard level of social assistance.

These drafts need to be submitted to the Government for promulgation on June 30 to be implemented from July 1 in accordance with the National Assembly's resolution.

Deputy Prime Minister Tran Minh Khai was also assigned to direct the State Bank of Vietnam and the Ministry of Finance to urgently complete and submit to the Government for promulgation decrees guiding the Law on Credit Institutions and the Law on Prices.

"It is necessary to ensure that it takes effect simultaneously with other laws, leaving no legal gaps," the head of the Government requested.

To Deputy Prime Minister Tran Hong Ha, the Prime Minister assigned the task of directing the Ministry of Natural Resources and Environment, the Ministry of Finance, the Ministry of Agriculture and Rural Development, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Home Affairs and the People's Committees of centrally-run provinces and cities to urgently develop and submit to the Government and the Prime Minister for promulgation or promulgate under their authority documents guiding the implementation of the Land Law, ensuring that they take effect simultaneously with the Land Law, leaving no legal gaps.

Direct the Ministry of Industry and Trade to coordinate with the Government Office to urgently complete the draft Decree regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users, and submit it to the Government for signing and promulgation on June 30;

Complete the draft Decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power, the draft Decree regulating the mechanism for developing gas plant projects using natural gas, and submit it to the Government for promulgation before July 15, 2024.

Deputy Prime Minister Le Thanh Long was assigned to direct the Ministry of Justice to urgently develop and submit to the Prime Minister for promulgation a decision on the list and assign the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 7th session before July 15.

Urgently submit to the Prime Minister the establishment of a Steering Committee chaired by the Government leader and with a number of ministers as members to direct ministries, agencies, and localities to review problems in legal regulations, especially in the fields of investment, land, construction, housing, public investment, state-owned enterprises, etc.
