Prime Minister gives order to start construction of Ring Road 4

Prime Minister Pham Minh Chinh delivered a speech at the groundbreaking ceremony.

The groundbreaking ceremony was held in a combination of live and online formats between 7 locations, including: Hoai Duc, Thanh Oai, Soc Son, Thuong Tin ( Hanoi ) and the localities of Bac Ninh, Hung Yen and Dong Thap.

Attending the groundbreaking ceremony of the Ring Road 4 - Capital Region project at Hoai Duc bridge with the Prime Minister was Secretary of the Hanoi Party Committee Dinh Tien Dung, Head of the Steering Committee for the implementation of the Ring Road 4 - Capital Region investment and construction project.

Attending the groundbreaking ceremony of these two important projects at the bridge locations were Deputy Prime Minister Tran Luu Quang; leaders of ministries, departments and central agencies; leaders of the provinces and cities of Hanoi, Bac Ninh, Hung Yen and Dong Thap and representatives of people from localities in the region.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that infrastructure investment, including transport infrastructure, is one of the three strategic breakthroughs of the Party and State in socio-economic development. This is an extremely important task. With the target transport infrastructure approved by the National Assembly, by 2030 the whole country must have at least 5,000 km of expressways; by 2025, it will be 3,000 km. With the groundbreaking of Ring Road 4, along with the projects that have been and are being implemented and constructed recently, if we focus on implementing on schedule and according to plan, by 2025 we will have over 3,000 km of expressways by 2025, basically achieving the set target.

Regarding the Ring Road 4 project, the Prime Minister assessed that the National Assembly has just approved the implementation policy for 1 year, but Hanoi, Bac Ninh, and Hung Yen have achieved over 80% of the site clearance work to meet the conditions to start construction, which is a great effort.

The Prime Minister requested Party committees and People's Committees of provinces and cities to carry out site clearance and technical infrastructure relocation to ensure 100% of the site area is handed over in the third quarter of 2023 (no later than December 31, 2023). In particular, localities pay special attention to resettlement work and support for stabilizing production so that people have new places to live, new jobs, and new livelihoods that are at least equal to and better than their old places. This is the consistent viewpoint of the Party.

The Prime Minister hopes that people whose land is recovered for the project will continue to support the major policies of the Party and the State, creating conditions for localities and construction units to effectively, safely, promptly, with quality, ensuring technical and aesthetic standards. In addition, design consultants and supervision consultants will strengthen their responsibility to regularly inspect and supervise to ensure safety, quality and progress. Each individual involved in the project needs to raise their sense of responsibility for their work, innovate their thinking and creative thinking, and contribute to the implementation of component projects on schedule, with quality, without waste or negativity.

The Prime Minister emphasized that investment in transport infrastructure is not only the task of a single ministry, sector or locality, but is the top political task of all localities, ministries and sectors for the practical benefit of the localities themselves and the country.

The Prime Minister pointed out that in order to successfully implement projects, two important issues are: Allocating sufficient resources and having a site with sufficient construction conditions. In addition, it is necessary to strictly implement 6 requirements: Ensuring quality; ensuring progress and safety, techniques, aesthetics, environmental hygiene and labor safety; not unreasonably increasing capital, not dividing bidding packages; fighting corruption, negativity, and group interests from the project construction, approval, construction, supervision, inspection, acceptance stages... It is important to ensure the legitimate rights and interests of the people, ensuring the harmony of interests of the state, people, and enterprises; promptly rewarding when doing well and strictly handling violations when doing poorly.

Art program at the groundbreaking ceremony

Ring Road 4 - Hanoi Capital Region is the first important national project implemented under the Investment Law with the public-private partnership method. This is the first inter-regional project implementing Resolution No. 15 dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital; Resolution No. 30 dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045. The project has been approved by the National Assembly in investment policy in Resolution No. 56 dated June 16, 2022; the Government issued Resolution No. 106 dated August 18, 2022 for implementation. Ring Road 4 - Hanoi Capital Region is over 112 km long, passing through Hanoi city and 2 provinces, Hung Yen and Bac Ninh with a total investment of over 85,000 billion VND.

The Cao Lanh (Dong Thap province) - An Huu (Tien Giang province) expressway construction project with a length of more than 27 km has a total investment of nearly 6,000 billion VND, implemented in the form of public investment.
