Prime Minister approves new personnel of Hanoi, Lao Cai, Ninh Binh, Phu Tho

On November 18, 2025, Permanent Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister 's Decisions approving the election and dismissal results of the positions of Chairman and Vice Chairman of the Hanoi People's Committee for the 2021-2026 term.

In Decision No. 2519/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the Hanoi People's Committee for the 2021-2026 term for Mr. Nguyen Duc Trung - Deputy Secretary of the Hanoi Party Committee for the 2025-2030 term.

Mr. Nguyen Duc Trung was born on March 21, 1974; hometown: Thanh Hoa province. Professional qualifications: Master of Political Economy, Bachelor of Economics, Bachelor of English. Political theory level: advanced.

Mr. Trung has more than 20 years of working experience at the Ministry of Planning and Investment, serving as Deputy Minister of the Ministry, then Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province, then Secretary of the Nghe An Provincial Party Committee before being elected Chairman of the People's Committee of Hanoi.

In Decision No. 2518/QD-TTg, the Prime Minister approved the election results for the position of Vice Chairman of the Hanoi People's Committee for the 2021-2026 term for Mr. Nguyen Xuan Luu - Member of the Standing Committee of the City Party Committee, Director of the Hanoi Department of Finance.

Mr. Nguyen Xuan Luu was born on October 28, 1969; hometown: Hanoi. Professional qualifications: Master of Public Administration; Bachelor of Economics; Bachelor of Party Building and State Administration. Political theory level: advanced.

In Decision No. 2511/QD-TTg, the Prime Minister approved the results of the dismissal of Mr. Tran Sy Thanh from the position of Chairman of the Hanoi People's Committee for the 2021-2026 term.

At the same time, in Decisions No. 2512/QD-TTg and 2517/QD-TTg, respectively, the Prime Minister also approved the results of the dismissal from the positions of Vice Chairman of the Hanoi People's Committee for the 2021-2026 term for Mr. Nguyen Trong Dong and Mr. Le Hong Son.

On the same day, the Permanent Deputy Prime Minister signed the Prime Minister's Decisions approving the election results and dismissal of the positions of Chairman and Vice Chairman of the People's Committees of Lao Cai, Ninh Binh and Phu Tho provinces for the 2021-2026 term.

In Decision No. 2526/QD-TTg, the Prime Minister approved the election results for the position of Chairman of Lao Cai Provincial People's Committee for the 2021-2026 term for Mr. Nguyen Tuan Anh - Deputy Secretary of Lao Cai Provincial Party Committee for the 2025-2030 term.

In Decision No. 2522/QD-TTg, the Prime Minister approved the results of the dismissal of Mr. Tran Huy Tuan from the position of Chairman of Lao Cai Provincial People's Committee for the 2021-2026 term.

In Decision No. 2525/QD-TTg, the Prime Minister approved the election results for the position of Chairman of the Ninh Binh Provincial People's Committee for the 2021-2026 term for Mr. Tran Huy Tuan - Deputy Secretary of the Ninh Binh Provincial Party Committee for the 2025-2030 term.

In Decision No. 2521/QD-TTg, the Prime Minister approved the results of the dismissal of Mr. Pham Quang Ngoc from the position of Chairman of the People's Committee of Ninh Binh province for the 2021-2026 term to take on a new assignment.

In Decision No. 2507/QD-TTg, the Prime Minister approved the results of the dismissal of Mr. Nguyen Manh Son from the position of Vice Chairman of the People's Committee of Phu Tho province for the 2021-2026 term.

The above decisions take effect from November 18, 2025.
