Speaking at the Vietnam Logistics Forum 2025 with the theme "Vietnam Logistics - Reaching into the new era" held on November 29 in Da Nang City, Prime Minister Pham Minh Chinh assessed that the logistics industry plays a vital role in storing, preserving, and circulating goods and is one of the pillars promoting national growth and competitiveness.
Stable growth, among the leading groups in ASEAN
The Head of Government acknowledged the encouraging results that the logistics industry has achieved in recent times. The growth rate of logistics services has been maintained at 14-16% per year, contributing 4.5-5% of GDP. According to the World Bank's 2023 rankings, Vietnam is among the top 5 ASEAN countries in terms of logistics capacity.
In addition, logistics costs have dropped to about 16% of GDP (from over 20% of GDP in 2014), saving billions of dollars each year for import-export businesses.
Logistics infrastructure systems continue to receive synchronous investment, especially the network of seaports, airports, highways and logistics centers in key economic regions such as Ho Chi Minh City, Da Nang and Quang Ninh.
The country currently has more than 34,000 logistics enterprises, many of which have expanded into international supply chains and strongly applied technology in operations.

In addition to the achieved results, the Prime Minister pointed out the limitations of the industry such as Vietnam's logistics costs (16%) are still significantly higher than those of other countries in the region (Singapore only 8%, Malaysia 12%, world average about 11%). Regional connectivity and infrastructure connection are not synchronous, limited, and easily affected when natural disasters occur.
Most logistics enterprises are still small and medium-sized, lacking large enterprises capable of leading the market. Digital and green infrastructure have not met the requirements of dual transformation. Vietnam has also not yet formed a large enough data center to serve the development of artificial intelligence and digital transformation in the industry.
Meanwhile, according to the Prime Minister, green transformation and digital transformation are strategic choices and top priorities for rapid and sustainable development.
Logistics growth must be 1.5 times faster than GDP growth rate
According to the Prime Minister, the results achieved are not commensurate with the advantages of geopolitical and geo-economic position, Vietnam's logistics industry still has a lot of room for development. To contribute to achieving the target of average GDP growth of over 10%/year continuously in the next 5 years, industries, localities and fields must grow by double digits.
In particular, the logistics industry alone must achieve an average growth rate 1.5 times higher than the GDP growth rate, specifically the proportion of added value of logistics services in the gross domestic product must reach 6-7%; the average annual growth rate must reach 15-16%; reducing logistics costs compared to the gross domestic product...
To overcome the shortcomings, the Prime Minister requested to perfect the logistics institutions and policy mechanisms to ensure stability, synchronization, transparency, feasibility, and to drastically reduce administrative procedures and barriers to reduce implementation costs for people and businesses.
Developing green - digital - smart logistics infrastructure, connecting databases with the National Single Window Mechanism; promoting international cooperation on low-carbon logistics.
Develop high-quality human resources and encourage the formation of large logistics enterprises with international competitiveness. Mobilize and coordinate resources effectively, especially through the PPP model. Improve logistics management, increase connections between enterprises and customs, banks, and insurance.
At the same time, synchronously develop supporting services such as finance, insurance, healthcare, and education to complement the logistics ecosystem. Strengthen regional and international linkages, promote the strength of cooperation. Promote the application of science and technology, innovation and digital transformation, considering this a key factor to improve competitiveness.

According to the assigned tasks, the Ministry of Industry and Trade plays the role of coordinating and guiding the implementation of the Vietnam Logistics Services Development Strategy for the period 2025-2035, with a vision to 2050; the Ministry of Finance completes the organization and operating mechanism of the National Steering Committee on the ASEAN Single Window, the National Single Window and Trade Facilitation, and deploys smart customs; the Ministry of Construction presides over the planning of integrated logistics infrastructure, associated with climate change adaptation and effective exploitation of underground, ground and air space.
Localities such as Hai Phong and Da Nang are required to promote their potential, advantages and existing policy mechanisms. In particular, Da Nang must maximize the advantages of the country's first Free Trade Zone, complete infrastructure, promote the development of logistics services, and create opportunities for the city and the country to catch up with regional and world trends.
The Prime Minister affirmed that the Government is steadfast in its "5-comprehensive" action motto: Open institutions - Smooth infrastructure - Smart governance - Common practices - Understanding cooperation to make logistics an important economic sector, making a great contribution to the country's development.
The Prime Minister expressed his belief that with the participation of the entire political system, the support of the business community and international partners, Vietnam will successfully build a national logistics ecosystem, becoming a leading logistics center in Southeast Asia, Asia and the world.
