On the morning of December 9, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector (Steering Committee) chaired the 22nd meeting of the Steering Committee.
The meeting was held directly at the Government headquarters and online with provinces and cities that have important national projects and key works in the transport sector.
Attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; members of the Steering Committee, leaders of ministries, ministerial-level agencies, government agencies, provinces and cities; representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.
According to the Steering Committee, at the 21st meeting of the Steering Committee, the Prime Minister assigned 28 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles in expressway projects in the list of 3,000km to be completed by 2025; speeding up investment preparation procedures to start construction and inaugurate the projects on December 19, 2025.
Up to now, the units have completed 11 tasks on time; are actively implementing 16 tasks; and 1 task related to site clearance has not met the required progress.

The units promptly resolved difficulties to speed up the progress of the Long Thanh International Airport project; reviewed and removed difficulties and obstacles related to key traffic projects; accelerated the construction progress of projects on the list of 3,000km of expressways planned to be completed in 2025; completed related procedures to start the project to expand the Ho Chi Minh City-Trung Luong-My Thuan expressway; urged localities to focus on implementing the coastal road system to ensure the goal of having about 1,700km of coastal roads nationwide by the end of 2025.
In addition, the relevant parties have completed the dossier, researched and implemented the airport on Tho Chu island, former Kien Giang province; agreed on the plan to exploit construction materials for the Ninh Binh-Hai Phong expressway project under the PPP form; submitted to the National Assembly the investment policy for the Vinh-Thanh expressway project; completed related procedures to start the Ho Chi Minh City-Moc Bai and Tan Phu-Bao Loc projects.
In particular, implementing the Prime Minister's direction on preparing to organize the inauguration ceremony and start construction of large-scale and meaningful projects and works on December 19, to welcome the 14th National Party Congress, up to now, ministries, branches and localities have registered 245 projects and works in 34 provinces and cities.
Of these, 155 projects and works were started; 90 projects/works were inaugurated. The total investment of the projects and works is over 1.3 million billion VND, of which 106 projects are from the State, with over 602 thousand billion VND and 139 projects from other sources, with over 742 thousand billion VND.
The groundbreaking and inauguration ceremony is expected to be held at 79 locations, symbolizing the 79th anniversary of National Resistance Day, with the central location at Long Thanh International Airport.
At the meeting, leaders of ministries, branches and localities said that some projects were behind schedule, the main reason being that in the recent past, extreme weather, storms, and floods, especially in the northern and central provinces and cities, had affected construction work; along with that, in some localities, especially in the south, there was a shortage of raw materials, and some projects were still stuck in site clearance.

The Prime Minister and delegates reviewed and directed the implementation of each project item, especially projects on the expressway from Cao Bang to Ca Mau, the Lao Cai-Hanoi-Hai Phong standard gauge railway, Long Thanh International Airport, etc.; the preparation for the groundbreaking and inauguration of large-scale projects and works on December 19 and the commendation of project owners, project management boards, investors, and contractors with outstanding achievements in implementing works and projects.
Concluding the meeting, Prime Minister Pham Minh Chinh commended ministries, branches, localities, project owners, project management boards, investors, contractors, especially engineers, workers at construction sites and people for proactively and actively participating in implementing projects and works to ensure progress and quality.
Among them, many projects under the Steering Committee such as the expressway from Bai Vot-Cam Lo, Van Phong-Nha Trang, Tan Son Nhat T3 passenger terminal, etc. have been completed and reached the finish line ahead of schedule, contributing to socio-economic development, to the growth target of over 8% in 2025.
The Prime Minister requested ministries, branches, localities and relevant entities to continue working to the best of their ability, ensuring compliance with the law, with the goal of completing and technically opening 3,188km of expressway by December 19; completing 1,700km of coastal road and Long Thanh International Airport.
The Prime Minister emphasized that the projects contribute to disbursing public investment capital, creating jobs for people and businesses; creating new development space; creating added value for land; reducing input costs, increasing competitiveness of goods; facilitating people and businesses to travel, especially during the New Year 2026 and the Lunar New Year.
According to the Prime Minister, although in 2025 the weather was unusual, with many storms and tropical depressions causing heavy rain and flooding in many places, causing a lot of damage to life and property, ministries, branches, agencies, localities, project management boards, contractors, consultants, officers, workers and laborers worked enthusiastically and actively, regardless of difficulties and sacrifices, putting the quality and progress of the projects above all.
The remaining time of 2025 is very short, while many projects and works still have a large volume to be completed. Therefore, the competent authorities must continue to promote the achievements that have been achieved, make more efforts, and be more determined to implement tasks to ensure the timely completion of projects; must prepare to complete works and items for synchronous exploitation, ensuring quality and safety to serve the travel needs of people during the Lunar New Year 2026.
Therefore, the Prime Minister requested leaders of ministries, branches and localities to focus on leadership, direction, supervision and inspection; handle difficulties and problems as quickly, promptly and effectively as possible to ensure progress and quality of works; ensure environmental sanitation and labor safety; and prevent corruption, negativity and waste.
In particular, relevant parties must ensure proper and adequate policies and legal rights and interests of people related to projects and works; allocate sufficient capital for projects; and proactively resolve issues related to site clearance and construction materials at projects and works.

The Prime Minister requested the forces, especially the Army and Police, to support the units implementing the projects, demonstrating that they are truly "A fighting army, a working army, a labor and production army", "whatever is needed, the Police are there, whatever is difficult, the Police are there."
Prime Minister Pham Minh Chinh pointed out that all subjects must concentrate highly on works and projects with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "not working enough during the day, taking advantage of working at night, working on extra days off", "only discussing work, not discussing backtracking" to regain progress that was slowed down by recent natural disasters and floods.
The Prime Minister reiterated the goal of completing and putting into operation more than 3,000 km of expressways, including the expressway from Cao Bang to Ca Mau and about 1,700 km of coastal roads.
The Prime Minister directed each ministry, branch, locality, each cadre, civil servant, laborer, worker, investor, and consulting unit to actively innovate thinking, ways of thinking, ways of doing, overcome difficulties, especially weather conditions; mobilize all resources, equipment, and machinery to speed up progress and improve the quality of projects. Construction units support and assist each other with machinery, equipment, and human resources to promote project progress.
Regarding the Long Thanh International Airport project phase 1, the Prime Minister requested strict implementation of the General Secretary's direction, urgently reviewing the remaining work, and developing a detailed plan to ensure the exploitation of the technical flight on December 19.
In parallel with the technical flight preparations, relevant parties need to continue completing the remaining items and organize trial operations to ensure commercial operations in the second quarter of 2026.
Paying special attention to the preparation for the groundbreaking and inauguration ceremony on December 19, Prime Minister Pham Minh Chinh requested ministries, branches, localities and relevant agencies to review projects, register additional works and projects to ensure procedures and conditions for inauguration and commencement according to regulations; coordinate to prepare connection points to serve the groundbreaking and inauguration ceremonies.
The Prime Minister proposed to reward groups and individuals who have actively and diligently carried out assigned tasks according to regulations, especially projects that were completed and put into operation ahead of schedule, with quality, safety and efficiency.
The Prime Minister directed ministries, branches and localities to speed up investment preparation procedures for projects to lay the foundation for implementation in the 2026-2030 period.
For transitional projects to be completed in 2026, the Ministry of Construction and localities will direct investors to mobilize personnel, machinery, equipment, and organize construction in 3 shifts and 4 shifts throughout holidays and Tet to speed up progress to complete by May 19, 2026.
For projects that have started construction, it is necessary to develop a scientific implementation plan that takes into account adverse weather factors. Stakeholders must proactively identify sources of construction materials, strengthen inspection, supervision, and direct investors to speed up construction progress in close adherence to the set plan.
Noting the assignment of tasks to ensure 6 "clarities" for effective and quality implementation, including "clear people, clear work, clear results, clear time, clear responsibility, clear authority," Prime Minister Pham Minh Chinh called on all subjects to "be faster, faster; bolder, bolder" on all works and projects, for the development of the country and the happy, prosperous life of the people./.
