Prime Minister: Organize unique art programs and preserve traditional values ​​to serve the people during Tet.

The Prime Minister has assigned the Ministry of Culture, Sports and Tourism to take the lead and coordinate with relevant agencies and localities to organize special art programs that preserve traditional values, serving the people so they can celebrate Tet (Lunar New Year) in a joyful, safe, economical, and effective manner.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 13/CD-TTg dated February 9, 2026, on the implementation of tasks to care for and support the people in celebrating the Lunar New Year of the Year of the Horse 2026.

Official dispatch sent to: Ministers, Heads of ministerial-level agencies, agencies under the Government ; Chairpersons of People's Committees of provinces and centrally-administered cities; Chairpersons of Boards of Directors, General Directors of State-owned corporations and enterprises.

The official dispatch states: To enhance the necessary conditions for caring for and supporting the people in celebrating the Lunar New Year of the Horse in 2026 in a joyful, healthy, safe, and economical manner, the Prime Minister requests Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities to focus on implementing the following key tasks:

Ministries, agencies, and localities, according to their assigned functions and tasks, shall thoroughly and effectively implement Directive No. 55-CT/TW dated December 22, 2025, of the Party Central Committee on organizing the Lunar New Year of the Horse in 2026; Directive No. 36/CT-TTg dated December 31, 2025, of the Prime Minister on organizing the Lunar New Year of the Horse in 2026 in a joyful, healthy, safe, and economical manner; and the Prime Minister's Official Telegrams: Official Telegram No. 10/CĐ-TTg dated February 4, 2026, of the Prime Minister on strengthening transportation organization to ensure traffic order and safety during the Lunar New Year of the Horse and the Spring Festival season in 2026; and Official Telegram No. 07/CĐ-TTg dated February 1, 2026, on urging the implementation of tasks to serve the people in celebrating the Lunar New Year of the Horse. Actively care for the material and spiritual well-being of the people, ensuring that "everyone and every family has a happy Tet holiday," and "no one is left behind." Focus on reviewing and thoroughly understanding the living conditions of the people and workers, especially policy beneficiaries and those in difficult circumstances (the poor, the vulnerable, people in areas affected by natural disasters, storms, floods, landslides, etc.) to provide special attention, care, and timely, appropriate, and effective support. Monitor and urge businesses to pay full salaries and Tet bonuses to their workers and employees.

Organize visits and New Year greetings to veteran officials, Vietnamese Heroic Mothers, families receiving preferential treatment, the poor, and influential figures among ethnic minorities, ensuring that gifts are given to the correct recipients, in full, and in a transparent and open manner.

Directing businesses, investors, and contractors of construction projects (especially national key projects) to develop plans to support and care for the material and spiritual well-being of workers and laborers who remain working on construction sites during the Lunar New Year holiday, ensuring timeliness and practicality; organizing appropriate Tet celebrations for workers and laborers on construction sites, ensuring a joyful, healthy, warm, safe, and economical atmosphere, motivating workers and laborers to work diligently, accelerate progress, and ensure the quality of the projects.

The Ministry of Industry and Trade, in coordination with relevant agencies and localities, will closely monitor market conditions and ensure the supply of essential goods to meet people's consumption needs during the Tet holiday. They will also coordinate with businesses to strengthen the organization of discount and promotional programs.

At the same time, direct units to ensure the supply of gasoline, diesel fuel, and electricity for production, business activities, and people's daily lives, absolutely preventing any shortages under any circumstances.

The Ministry of Agriculture and Environment , in coordination with relevant agencies and localities, will ensure a balance between supply and demand for food items, especially essential food items with high demand during the Tet holiday; promptly regulate supply and demand to meet domestic needs and between regions and localities to stabilize market prices. It will also strengthen the management of product quality and ensure food safety and hygiene.

Strengthen plans to respond to environmental pollution, air pollution in urban areas, and environmental incidents; organize the collection and treatment of solid household waste, preventing the accumulation of waste in urban areas, commercial areas, and residential areas.

The Ministry of Finance , in coordination with relevant agencies and localities, will promptly release food from national reserves to the people, ensuring that no one suffers from hunger during the Lunar New Year, the lean season, and in areas affected by natural disasters, storms, and floods.

At the same time, the customs authorities were instructed to closely coordinate with other functional forces to strengthen inspection and control measures to prevent and combat smuggling, trade fraud, counterfeit goods, substandard goods, and goods of unknown origin; focusing on strict inspection and patrols in key routes and areas, and targeting smuggled goods, counterfeit goods, and prohibited goods that tend to increase during the Tet holiday.

The Ministry of Culture, Sports and Tourism , in coordination with relevant agencies and localities, will direct the organization of unique art programs to preserve traditional values, serving the people in celebrating Tet in a joyful, safe, economical, and effective manner.

Strengthen state management of tourism, regularly organize inspections and controls on the quality of tourism services; strictly handle violations. Direct and guide localities and tourism service businesses to develop plans and proactively prepare the necessary conditions to serve tourists during Tet; require public price listing, prohibit price gouging and price manipulation against tourists; have plans to ensure security and order, fire safety, food safety, and environmental hygiene.

The Ministry of Health , in coordination with relevant agencies and localities, will organize the admission and treatment of patients effectively, maintaining a 24/7 on-call system. They will proactively develop plans regarding personnel, medicines, equipment, supplies, chemicals, and medical biological products to ensure the provision of examination, emergency care, treatment, and patient care during the Tet holiday.

Strengthen inspections and checks on compliance with food safety regulations before, during, and after the Tet holiday. Coordinate with relevant agencies, units, and localities to inspect and strictly handle cases of food safety violations, focusing on inspecting foods with high consumption during Tet and New Year festivals.

The Ministry of Construction , in coordination with relevant agencies and localities, will direct functional agencies to closely manage transportation activities. They will ensure sufficient transportation to meet people's travel needs, maintain traffic safety and prevent the spread of disease during transportation; absolutely no passengers will be delayed in returning home for Tet due to a shortage of vehicles; and the smooth transportation of goods before, during, and after Tet, especially to remote areas, ethnic minority regions, border areas, and islands.

At the same time, coordinate with relevant agencies and units to promptly prevent the illegal transportation of flammable and explosive goods, dangerous goods, products, goods, livestock, and poultry of unknown origin or without health quarantine certificates on transport vehicles.
