Concluding the meeting, the Prime Minister emphasized the need to focus on effectively implementing Resolution 68 on the basis of prioritizing the allocation of adequate financial and human resources, using public investment to lead private investment, and using State resources to activate all resources of people and businesses.
Encourage the private sector to undertake large projects
The focus is on encouraging ordering and assigning tasks to private enterprises in large projects such as railways, social housing development... For proposals from private enterprises to participate in large, important national projects, including railway projects, defense projects..., ministries and sectors have actively prepared and worked with enterprises.
According to the Prime Minister, ministries and branches need to complete policies such as soon issuing resolutions to mobilize resources from enterprises in investing in social housing development; piloting mechanisms for circular economic development; developing policies to support 2% interest rates for enterprises borrowing capital to implement green and circular projects; issuing a framework of Environmental - Social - Governance (ESG) standards through non-budgetary state financial funds; and a decree on the Small and Medium Enterprise Development Fund.
At the same time, implement a training program to foster 10,000 executives and a program to develop 1,000 typical pioneering enterprises; complete the national one-stop investment portal to attract foreign investment; attract foreign investment selectively and conditionally.
At the same time, it is necessary to soon complete the land database, connect the National Data Center; issue regulations on management, operation, exploitation, and coordination to amend the National Assembly's resolutions related to land, site clearance, land pricing, etc. to actively remove obstacles for businesses.
In addition, it is necessary to perfect the policy of inter-sectoral legal support for small and medium enterprises, micro-enterprises, and business households in the spirit of "open institutions, smooth infrastructure, and smart governance"; supplement mechanisms and policies for high-tech enterprises, small and medium enterprises, and innovative startups to rent land in industrial clusters; develop a project on ethical and cultural standards for business with national identity...
There are indicators to monitor and evaluate the level of openness of the business environment.
The Head of Government also requested a system to monitor and evaluate the implementation of Resolution 68. In particular, the Private Economic Development Research Board (Board IV) continues to coordinate with the Ministry of Finance to integrate monitoring and evaluation indicators, determine the level of openness of Vietnam's business environment into the monitoring and evaluation system; provide perspectives and assessments of enterprises, ensuring independence and objectivity.
The Vietnam Federation of Commerce and Industry (VCCI), the Vietnam Association of Small and Medium Enterprises, and Committee IV effectively promote their role in supporting businesses, doing a good job of consulting and giving feedback; perfecting the system of documents related to business activities; and playing a good role as a bridge and voice to build a united and strong community.
The above units proactively collect information reflecting recommendations from enterprises and business households to advise the Government on timely and appropriate adjustments; in the new situation, it is necessary to take advantage of external resources and diversify the market.
Enterprises need to continue researching and placing orders in priority areas such as science and technology, digital transformation, innovation, strategic infrastructure development including railways, nuclear power plants, airport and port infrastructure; developing healthcare and education services; and improving domestic skills and expertise.
In the context of the extremely difficult and challenging implementation of the two 100-year goals, the Prime Minister hopes that the business community and the people will rise up together, develop quickly and sustainably. Strengthen solidarity and unity, listen together, share together, work together, enjoy together, and enjoy joy and happiness together.
