According to the Prime Minister 's dispatch issued on November 11, many localities still have thousands of unprocessed headquarters and public assets. Government leaders requested the chairmen of the People's Committees of provinces and cities and heads of ministries and branches to promptly develop plans to use, reclaim or convert the functions of old headquarters, ensuring compliance with regulations, efficiency, and avoiding loss and waste.
Localities must rearrange their housing and land facilities so that the apparatus under the new model can operate stably, without interrupting the provision of public services and handling of administrative procedures for people and businesses.
The Head of Government proposed prioritizing the use of surplus houses and land for healthcare, education, culture, sports, commune police headquarters and other public works, in accordance with planning. If there is still unused area, there should be a plan to exploit it for socio- economic development, ensuring efficiency and compliance with the law.

Facilities that have been approved for withdrawal or transfer to local management must be put into use soon. When encountering difficulties or problems, localities must report to the Ministry of Finance, the Ministry of Construction or the Ministry of Natural Resources and Environment for guidance. The progress of the handling must be made public on the Ministry of Finance's information portal and the media.
The Prime Minister assigned the Ministry of National Defense and the Ministry of Public Security to review and adjust the planning of defense and security land after the conversion of functions, to suit the needs of work, medical facilities, education, culture and sports. Specialized ministries must regularly monitor, update the planning and provide guidance to remove difficulties for localities.
According to the Ministry of Home Affairs, the country currently has more than 38,000 provincial-level public offices, of which about 4,200 are identified as surplus and need to be handled.
