Also attending the meeting were: Deputy Prime Minister Ho Quoc Dung; Ministers, heads of ministerial-level agencies and government agencies; and leaders of ministries, sectors, and agencies that are members of the Steering Committee.
At the meeting, the Steering Committee assessed the review and resolution of obstacles in the legal system from 2020 to the present, especially in 2025; and discussed the direction and tasks for 2026 and beyond.
According to the Steering Committee, from 2020 to the present, the Government and member ministries and agencies have focused on addressing and resolving difficulties, obstacles, and "bottlenecks" in legal regulations across all fields, with a total of 3,093 issues, feedback, and recommendations requiring consideration and processing. Of these, 2,142 issues, feedback, and recommendations have been processed; 817 are currently being processed; 92 recommendations were clarified as not being difficulties or obstacles; and 44 issues, feedback, and recommendations have been forwarded to the relevant ministries and agencies for handling.
The Steering Committee also focused on reviewing laws and resolutions of the National Assembly , ordinances and resolutions of the Standing Committee of the National Assembly stipulating the duties and powers of the Government, the Prime Minister, Ministers, and heads of ministerial-level agencies that are no longer consistent with the provisions of the Law on Government Organization. The Steering Committee addressed legal issues arising from the restructuring of the apparatus related to the two-tiered local government system, linked to decentralization and delegation of power. Notably, it reviewed and responded to 173 feedback and recommendations from businesses regarding obstacles in the legal system.
In 2025 alone, the building and improvement of institutions was vigorously implemented, achieving many important results, with the largest volume of legislation ever, and a fundamental shift in the thinking behind lawmaking. Specifically, the Government submitted 99 Laws and Resolutions to the National Assembly for approval, with 55 of them passed at the 10th Session of the 15th National Assembly alone. These included many special mechanisms and policies that created breakthrough impetus for the implementation of the Politburo's strategic resolutions; 374 decrees and 18 normative legal resolutions were also issued.

Concluding the meeting, Prime Minister Pham Minh Chinh assessed that the work of drafting laws, reviewing and resolving difficulties, obstacles, and "bottlenecks" in institutions, laws, mechanisms, and policies has achieved outstanding results, especially in 2025.
Accordingly, transparency in lawmaking has been enhanced; policies and benefits for officials and civil servants participating in lawmaking have received adequate attention and investment; coordination between the Government, the National Assembly, and agencies within the political system has become increasingly close and effective; and a large volume of feedback and recommendations has been considered and processed.
Considering that the results of reviewing and addressing difficulties, obstacles, and "bottlenecks" in legal regulations serve as a reliable basis and data source for improving institutions and promptly amending and supplementing many legal documents, the Prime Minister acknowledged, highly appreciated, and commended the efforts and results achieved by the Steering Committee, the Ministry of Justice, and other ministries and agencies in 2025 and throughout the past term, making important contributions to resolving difficulties and obstacles in various fields, promoting growth, controlling inflation, stabilizing the macroeconomy, and freeing up resources to serve the development requirements of the country.
Pointing out several limitations and challenges such as: the large number of legal documents needing to be revised; the progress and quality of review and handling sometimes not meeting requirements; the slow pace of resolving difficulties and obstacles compared to reality; and the slow issuance of guiding documents for law enforcement…, the Prime Minister outlined five lessons learned in building and perfecting the legal system.
This includes addressing difficulties and obstacles in legal regulations by adhering closely to the Party's guidelines and policies and practical realities; emphasizing the responsibility of leaders; prioritizing the allocation of human resources, facilities, conditions, and finances for this work; ensuring close coordination between the Government and the National Assembly, and between ministries, sectors, and localities; and promoting the contributions of citizens and businesses.

In the coming period, the volume of work to be done in building and perfecting legal institutions and reviewing and implementing solutions to address obstacles in the legal system remains very large. The Prime Minister requests that Ministers, heads of agencies, and chairmen of People's Committees of provinces and cities, according to their functions, duties, and authority, focus on strictly implementing the conclusions of General Secretary To Lam at the specialized session of the Central Steering Committee on perfecting legal institutions regarding the results of the review and proposing solutions to overcome difficulties and obstacles caused by legal regulations.
Ministers, heads of departments, and chairpersons of provincial and city People's Committees must uphold a proactive spirit and take full responsibility for directing the development and improvement of institutions within their respective sectors and fields; ensuring the timely institutionalization of the Party's guidelines and policies, and preventing situations where "laws await decrees, and decrees await circulars".
In addition, continue to study and utilize the results of the Ministry of Justice's report on the handling and resolution of difficulties, obstacles, and "bottlenecks" caused by legal regulations during the 2020-2025 period as input data for the task of building and perfecting the legal system in the coming time according to the proposed roadmap; promptly propose its inclusion in the legislative program, submitting it to the National Assembly for consideration, amendment, and supplementation to resolve difficulties and obstacles.
Ministries and agencies will continue to refine the review results, ensuring accurate identification of content, implementation of solutions, and timelines for addressing issues identified as difficulties and obstacles due to legal regulations, especially those related to the two levels of local government and difficulties and obstacles in legal documents under the authority of the Government, the Prime Minister, Ministers, and heads of ministerial-level agencies.
Prime Minister Pham Minh Chinh directed that further research be conducted, and proactive discussions be made regarding the implementation and handling of the review results for issues proposed to be transferred to other agencies; that the explanations be thoroughly reviewed to ensure there are no obstacles or shortcomings, and that written responses be provided to the agencies, organizations, and individuals who submitted the requests; and that policy dialogues be held with organizations and individuals if necessary to build consensus and prevent prolonged delays in the process.

Ministries and agencies are advised to carefully review legal regulations to facilitate the development and completion of draft laws, ordinances, and resolutions included in the National Assembly's 2026 legislative program; and to prepare reports on the content for specialized government meetings on lawmaking. At the same time, they should seriously implement the comprehensive review of the entire system of legal documents nationwide in accordance with the plan assigned in the 2026 work program of the Central Steering Committee on institutional and legal improvement.

The Head of Government instructed the Ministry of Justice – the Standing Agency of the Steering Committee – to urgently complete and upgrade the Information System for receiving and processing feedback and suggestions on legal documents, ensuring connectivity, interoperability, and timely handling and resolution of suggestions from citizens and businesses. Deputy Prime Minister Ho Quoc Dung was assigned to continue directing the Ministry of Justice and relevant ministries and agencies to carry out tasks within the scope of the Steering Committee's responsibilities, and to report to the Prime Minister and the Head of the Steering Committee as prescribed.
The Prime Minister emphasized that it is necessary to continue identifying "institutions as the breakthrough of breakthroughs" to ensure appropriate approaches in leadership and guidance; in allocating and mobilizing human resources, infrastructure, and other conditions for the construction and improvement of legal institutions. Institutions and laws must be recognized as both the goal, the driving force, and the resource for the rapid and sustainable development of the country. A breakthrough in institutions is needed to transform bottlenecks into competitive advantages; to shift the situation in mobilizing resources to serve double-digit growth in the coming years. Along with this, the mindset of lawmaking must be reformed from a management-focused approach to a service-oriented one; abandoning the mindset of prohibiting what cannot be managed and not managing what is unknown; and promoting decentralization and delegation of power, assigning tasks to those who can perform them best.
With the spirit of "building laws to serve development is fundamental, strategic, and long-term; serving prevention and control is regular and important," Prime Minister Pham Minh Chinh hopes that ministries, agencies, and cities will continue to focus on lawmaking, reviewing and resolving difficulties, obstacles, and "bottlenecks" in institutions, laws, mechanisms, and policies, with results better each year and each term better than the previous one, to better and more effectively serve the people and businesses; institutions and laws truly becoming the resources, driving force, and goal of the country's rapid and sustainable development.
