Prime Minister requests to end IUU fishing, develop sustainable fisheries industry

The Prime Minister chaired the 25th meeting on combating IUU fishing, requesting the implementation of dual goals: ending violations according to EC recommendations and developing a sustainable fisheries industry.

On the evening of December 9, Prime Minister Pham Minh Chinh chaired the 25th meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU).

Since the 24th meeting, ministries and local sectors have seriously implemented the Steering Committee's instructions. Of which, 100% of the total number of fishing vessels have been registered and updated on the National Fisheries Database.

Concluding the meeting, Prime Minister Pham Minh Chinh requested relevant ministries, branches and localities to carry out the dual goal: to explain and end IUU fishing according to the EC's recommendations as the number 1 important task; along with that, restructuring the fisheries industry to develop sustainably, legally and legitimately, restructuring fishing fleets, fishermen, and restructuring the labor force in the direction of: fishing must be legal, increasing aquaculture and seafood processing, strengthening cooperation with neighboring countries to exploit and process seafood; reducing very risky offshore fishing.

Ministries, branches, especially localities must consider this an important political task at this time to end the case that has lasted for 8 years; take action in the spirit of "Party leadership, authorities at all levels of management including provincial and grassroots authorities, people must take part; Associations must also participate in managing and supervising the origin of goods. If the inspection team arrives at a locality and that locality does not grasp the situation, it must clarify the responsibilities of individuals and groups, including the head, and strictly handle them according to regulations, including Regulation 366 of the Politburo.

The Prime Minister assigned the Ministry of National Defense to continue patrolling and controlling the sea areas bordering Malaysia, Indonesia, Thailand, etc.; controlling fishing vessels entering and leaving ports, strictly handling fishing vessels that do not meet the conditions for participating in activities. Instructing ship owners and captains to carry out procedures for declaring fishing vessels and fishermen entering and leaving ports on VNeID.

The Ministry of Foreign Affairs is urgently working with countries to unify information on Vietnamese fishing vessels and fishermen detained from 2024 to present whose information is still unknown. Provide a list of fishing vessels and fishermen detained by foreign countries and returned to the country from 2024 to present to thoroughly handle the cases.

The Ministry of Public Security, based on information provided by the Ministry of Foreign Affairs, directs local police to thoroughly handle cases of fishing vessels and fishermen being arrested by foreign countries and brokerage lines that send fishing vessels and fishermen to illegally exploit abroad; directs local police in Khanh Hoa, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Ho Chi Minh City... to urgently investigate and thoroughly handle individuals and organizations related to the issuance of traceability of aquatic products for swordfish shipments of T&H Nha Trang Company Limited and Thinh Hung Company Limited exported to the European market in 2021 - 2022 in Khanh Hoa province.

Prime Minister Pham Minh Chinh requested the People's Committees of coastal provinces and cities with fishing vessels to continue to strictly implement regulations, proactively grasp the situation, focus on leadership, and direct drastic, comprehensive, and effective measures to combat IUU fishing in the area, and absolutely not allow violations and negativity to affect the common efforts to remove the EC's "Yellow Card" warning.
