Prime Minister requests urgent search and rescue for ship capsized in Quang Ninh

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 114 on the capsize of the tourist service ship Bay Xanh 58 (QN 7105) in the Ti Top island area, Quang Ninh province.

The dispatch clearly stated: Regarding the capsize of the tourist service ship Blue Bay 58 (QN 7105) in the Ti Top island area, Quang Ninh province (20°52'24"' N-107°04'30"E, east of Dau Go cave) at 3:30 p.m. on July 19, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to be directly present at the scene to direct the rescue work.

The Prime Minister requested the Ministry of National Defense to preside over and coordinate with the Ministry of Public Security and relevant ministries, agencies and localities to focus on finding all measures and mobilizing forces and means operating near the area of the shipwreck to urgently search and rescue as quickly and effectively as possible; organize to properly handle the consequences, promptly visit, encourage and support the families of the victims; investigate and clarify the cause of the incident, strictly handle violations (if any); review and inspect all procedures in ensuring maritime safety, organize to learn from experience, and immediately overcome limitations to ensure absolute safety for vehicles and ships in operation.

The National Civil Defense Steering Committee is required to monitor search and rescue work, promptly coordinate and mobilize forces and means to support the implementation of rescue work at the request of ministries and localities under its authority, and report to the Prime Minister for direction on issues arising beyond its authority.

The Chairman of the People's Committee of Quang Ninh province coordinated with the Ministry of National Defense, the Ministry of Public Security and relevant agencies to urgently and effectively deploy search and rescue work and overcome the consequences of the accident, promptly visit, encourage and support the families of the victims; notify ships, boats and fishermen fishing in the area of the ship accident to increase observation and coordinate search and rescue according to the direction of the National Civil Defense Steering Committee.

The Ministry of Construction is responsible for supporting people, vehicles, rescue equipment and necessary facilities as required by competent authorities to respond as quickly as possible to search and rescue requests.

According to the People's Committee of Quang Ninh province, at 12:55, the Wonder Sea ship (also known as the Green Bay 58) was carrying 48 tourists and 5 crew members on a tour of route 2 on Ha Long Bay. At 1:30 p.m. the same day, the ship encountered a sudden storm and capsized; at 2:05 p.m., it lost GPS signal connection.

According to information from the Navy at 8:30 p.m. on July 19, forces recovered 13 more bodies, bringing the total to 18; 12 people were rescued alive. The number of missing victims is currently 23.
