Prime Minister Pham Minh Chinh signed Official Dispatch No. 62/CD-TTg dated May 12, 2025 on the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system. The Official Dispatch is sent to Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities.
The dispatch stated: Pursuant to Conclusion No. 121-KL/TW of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW of the 6th Central Conference of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee, the Government issued Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the reorganization of the apparatus of the political system and Decree No. 67/2025/ND-CP on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP; at the same time, the Ministry of Home Affairs and the Ministry of Finance issued guiding documents for implementation.
The system of documents on policies, regimes, and implementation guidelines has been fully issued by the Government, Ministries, and functional agencies in a short time, with excellent policy content to contribute to the goal of streamlining the apparatus, reducing staff, ensuring benefits for retired officials, and at the same time evaluating, screening, and retaining competent officials, improving the effectiveness and efficiency of the political system, improving the quality of public services, and promoting socio-economic development.
On behalf of the Government, the Prime Minister commended the ministries, branches and localities for actively and promptly implementing the policy of streamlining the apparatus and implementing policies and regimes for cadres, civil servants, public employees and workers.
In the coming time, in order to continue to promptly, synchronously and more effectively implement the work of streamlining the apparatus, implementing the regime and policies for cadres, improving the effectiveness and efficiency of the political system's operations to successfully achieve the set goals, the Prime Minister requests the Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities: Focus on directing and organizing the serious, drastic and effective implementation of the Resolutions and Conclusions of the Party, the National Assembly, Decrees and Resolutions of the Government, the direction of the Prime Minister and guiding documents of the Ministry of Home Affairs and the Ministry of Finance on the arrangement and streamlining of the apparatus of the political system, implementing the regime and policies for cadres, civil servants, public employees, workers, armed forces and the allocation of funds for implementation.
Proactively and promptly arrange funds (including regular spending savings - if any) to ensure payment of policies and regimes for cadres, civil servants, public employees, workers, and armed forces in accordance with regulations. After using the prescribed funding sources, in case of any shortage, promptly submit a proposal report to the Ministry of Finance for synthesis and reporting to competent authorities for consideration and supplementary funding for implementation.
The Ministry of Home Affairs regularly grasps the actual situation, synthesizes difficulties, problems, recommendations, and reflections (if any) of ministries, branches, and localities, promptly guides and handles them according to its authority or reports to competent authorities for consideration and handling, ensuring effective implementation, on schedule, and in accordance with the goals and requirements for organization and streamlining.
The Ministry of Finance is responsible for balancing sufficient state budget sources, reporting to competent authorities to supplement the 2025 state budget estimate, as a basis for allocating funds for ministries, branches and localities to implement; at the same time, striving to increase state budget revenue in 2025 by over 15% of the estimate in accordance with the Government's requirements in Resolution No. 124/NQ-CP dated May 8, 2025 and mobilizing other legal resources to ensure sources for implementing expenditure tasks according to the National Assembly's approved estimates and important expenditure tasks arising in 2025 according to the policies, Resolutions and Conclusions of the Party and State.
Deputy Prime Minister Ho Duc Phoc directly directed the Ministry of Finance in allocating funding sources to implement policies and regimes prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; closely coordinate with the Ministry of Finance to report to competent authorities on issues beyond its authority./.
