Promoting Vietnamese enterprises to deeply integrate into the global value chain

The trade promotion conference with the Vietnamese Trade Offices abroad at the end of October 2025, held within the framework of the Autumn Fair 2025, is an important forum. The conference was held for the Drafting Committee and the Ministry of Industry and Trade to listen to comments, experiences and suggestions from practice to complete the draft of the "Go Global" Program, expected to be submitted to the Prime Minister for approval in 2025.

Create a launching pad

After nearly 40 years of innovation, Vietnam has risen to the top 20 exporting countries in the world and is one of the 10 most open economies , while forming a dynamic private economic sector with approximately 1 million enterprises, contributing about 30% of total export turnover.

The dialogue conference between the government and enterprises is organized annually by the People's Committee of Can Tho City to listen to the difficulties and problems of enterprises in the production and business process.

However, according to analysis from the Department of Planning, Finance and Enterprise Management ( Ministry of Industry and Trade ), besides the achieved results, Vietnam still reveals many limitations. Specifically, Vietnam's exports are mostly in the FDI sector (foreign-invested enterprises), while domestic private enterprises mainly participate in stages with low added value. Investment activities abroad are still slow and small-scale. Although Vietnam's brand in the international market has improved, it is only concentrated in a number of industries and enterprises. Logistics infrastructure, export credit and innovation support policies still do not meet the requirements...

A typical example is Can Tho City, after the merger, the city has about 20,300 private enterprises, contributing nearly 74% of GRDP and about 35% of total state budget revenue. However, most enterprises in the city are small and micro-sized, limited in capital, technology, and high-quality human resources. The connection between the private sector and state-owned enterprises, cooperatives, and FDI is still fragmented, not forming a sustainable ecosystem. Logistics infrastructure, digital infrastructure, and production space do not meet demand, while local product brands are still weak in competitiveness.

Faced with that reality, the Ministry of Industry and Trade was assigned by the Government to develop the “Go Global” program, expected to be submitted to the Prime Minister for approval in 2025. The program is within the framework of the implementation of the tasks assigned by the Prime Minister to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development, chaired by the Ministry of Industry and Trade. The program aims to create a launching pad for Vietnamese enterprises to firmly integrate and affirm their position in the global market.

According to the draft, the “Go Global” program identifies two prominent orientations: renewing integration thinking - shifting from “participation” to “proactive creation” in global value chains, combining trade, investment, technology and culture and identifying the private economy as a pioneering force - leading the internationalization process, developing Vietnamese brands at regional and global levels. In addition, the program also aims to form Vietnamese multinational enterprises with regional and global competitiveness, contributing to the shift from processing and assembly to true “Made in Vietnam”.

Power steering

According to the Ministry of Industry and Trade, to implement the program, the Ministry will build a foundation of awareness and integration capacity through training, consulting and providing in-depth information to businesses on investment strategies, international governance and foreign legal standards. Next, the program will pilot an overseas investment model, prioritizing merger and acquisition (M&A) projects to help Vietnamese businesses access raw materials, international supply chains and consumer markets.

In particular, “Go Global” also focuses on promoting online exports through cross-border e-commerce platforms, helping Vietnamese enterprises, especially small and medium enterprises, effectively participate in the global market at lower costs. In addition, the program also aims to perfect institutions, improve the business environment to international standards, strengthen export credit policies, develop logistics networks and distribution centers in key markets, to effectively support Vietnamese enterprises to expand abroad.

The program aims to increase the proportion of private sector exports to 50-60% of the total national export turnover by 2030; form 20 large enterprises leading the global value chain and 30 medium-sized enterprises pioneering in niche markets; increase investment abroad, and expand the presence of Vietnamese enterprises in key economic centers of the world.

In Plan No. 31/KH-UBND implementing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development in Can Tho City, the city sets a target of having over 45,000 enterprises by 2030, with an enterprise density of 14-20 operating enterprises per 1,000 people. The average growth rate of the private economy is about 10% per year, higher than the growth rate of the economy; contributing about 70-80% of GRDP, about 30-35% of total state budget revenue, creating jobs for over 90% of the total workforce; labor productivity increases by an average of about 13% per year. By 2045, there will be about 75,000 enterprises operating in the city; the enterprise density will reach over 20 operating enterprises per 1,000 people or more. Forming a team of entrepreneurs with strategic vision, national spirit, business culture and sustainable business leadership capacity in a globalized environment.

To achieve this goal, the City People's Committee has identified many groups of solutions, including perfecting institutions and policies to attract investment; creating a favorable business environment; supporting private enterprises to expand markets and compete equally; encouraging innovation, modernizing technology, improving productivity and product quality; supporting value chain connectivity, promoting digital transformation; allocating resources reasonably, including preferential credit and specific financial mechanisms... Along with that, organizing dialogue conferences between the government and enterprises, orienting human resource training to be linked to business needs.

Through the sharing from the Trade Offices at the conference, it shows that local enterprises need to actively exchange and coordinate closely and continuously with Vietnamese Trade Offices abroad in activities to connect and develop export activities, connect with importers, distributors, retailers in host countries... The "Go Global" program does not only stop at orientation but also sets out specific groups of tasks to support private enterprises to "Go Global" in a substantial way; it is not only a story of exporting goods, but also a process of positioning the national brand through the capacity of Vietnamese enterprises.

The draft “Go Global” Program is designed in 3 implementation phases:

- Phase 1 (2026-2027): Initiating, perfecting institutions, disseminating information, raising awareness and forming an ecosystem to support businesses to reach out to international markets.

- Phase 2 (2028-2030): Pilot and support leading and pioneering enterprises in the fields of export, investment, and cross-border e-commerce.

- Phase 3 (2031-2035): Strengthen, expand and effectively operate the business support network, gradually integrating deeply into the global value chain.

4 key directions, including:

- Develop a market strategy based on a deep, wide and multi-modal model, both expanding new markets and increasing penetration in key markets through investment and brand presence.

- Building a business system with modern, transparent management, complying with international standards, and at the same time forming a team of global entrepreneurs with strategic thinking, innovative capacity and understanding of international culture.

- Develop a pioneering business force, including a group of leading large enterprises and a group of small and medium-sized enterprises pioneering in penetrating foreign markets.

- Building and synchronizing the national information and data ecosystem, with the Go Global Portal and a network of consultants and support for Vietnamese enterprises to enter the international market.
