On November 25, at the Presidential Palace, President Luong Cuong received Mr. Vladislav Valerievich Shapsha, Governor of Kaluga province, Russian Federation, who is on a working visit to Vietnam.
Welcoming Governor Valerievich Shapsha and the Kaluga province delegation to visit Vietnam, President Luong Cuong affirmed that the Party, State and people of Vietnam always remember the affection, support and assistance that the people of the Soviet Union and the Russian Federation gave Vietnam in the past struggle for national liberation and national reconstruction as well as in the process of national construction and development today.
The President stressed that in the context of the rapidly and complicatedly evolving world situation, Vietnam always attaches importance to and wishes to continuously foster and develop the good and loyal friendship that has stood the test of time as well as the comprehensive strategic partnership between the two countries.
The President believes that the Governor's visit will continue to contribute to implementing the agreements of the two countries' high-ranking leaders, promoting cooperation between Vietnam and the Russian Federation, and between Kaluga and Vietnamese localities to develop more closely and effectively.
President Luong Cuong highly appreciated the contributions of Kaluga province leaders in connecting businesses, attracting investment, encouraging trade, cultural and tourism exchanges, and cooperation in science and technology, education and training, and high-tech agriculture with Vietnam and other localities of Vietnam, hoping that the two sides will effectively exploit cooperation potential, promote strengths and complement each other.
Emphasizing that the cooperation achievements of Kaluga province with Vietnam are a vivid symbol of the traditional friendship and comprehensive strategic partnership with Russia, the President assessed that cooperation between localities is very important, contributing to deepening relations and mutual understanding, and that cooperation models between the two countries need to be replicated.
The President welcomed the Governor's initiative and hoped that Kaluga would actively coordinate with Vietnamese localities to seek more measures to promote cooperation in areas of mutual interest, for the benefit of the two peoples, contributing to peace, cooperation and development in the region as well as in the world.
Governor Kaluga sincerely thanked President Luong Cuong for taking the time to receive the delegation and affirmed that Kaluga province wishes to expand cooperation with Vietnam in all fields to contribute to the overall relationship between the two countries.
Providing information about the province's potentials and strengths as well as the results of cooperation between Kaluga and Vietnamese localities and enterprises in recent times, Governor Valerievich Shapsha affirmed his readiness to create favorable conditions for Vietnamese enterprises to expand investment in the province and receive Vietnamese citizens to study at famous educational and scientific research institutions of the province.
Governor Valerievich Shapsha particularly appreciated the investment and production activities of Vietnamese enterprises in Kaluga in the field of high-tech agriculture, including dairy farming, milk processing and dairy products, considering this one of the factors ensuring food security in Russia and acting as a bridge between the people of the two countries.
The Governor also shared the damage and loss that the people of the provinces in the Central region of Vietnam are suffering, sent his condolences to the people in the flooded areas and wished that Vietnam would soon overcome the consequences of the natural disaster.
Governor Valerievich Shapsha sincerely thanked the Party, State of Vietnam and President Luong Cuong personally for deciding to award the Friendship Medal to the Governor; affirmed that he will continue to work with the leaders and people of the two countries and localities to foster the increasingly strong Vietnam-Russia relationship./.
