Promoting cooperation in semiconductors and artificial intelligence between Vietnam and the US

According to a VNA reporter in Washington, within the framework of a working trip to the US and participation in the 2025 SelectUSA Investment Summit, the Ministry of Finance delegation had important working sessions with senior leaders of Intel Corporation and Meta Corporation to promote strategic cooperation directions in the fields of artificial intelligence (AI) and semiconductors.

These are key areas identified as the core development of both Vietnam and the US in the coming decade, thereby contributing to balancing trade and investment between the two countries.

At a working session with Ms. Sarah Kemp, Vice President of Government Affairs of Intel Corporation, on May 13 (local time), Deputy Minister of Finance Cao Anh Tuan highly appreciated Intel's commitment to sustainable investment in Vietnam over the past nearly 20 years.

Intel Products Vietnam (IPV) is currently the corporation's largest semiconductor assembly and testing facility globally, accounting for more than 50% of Intel's semiconductor chip testing output, contributing more than 90 billion USD in export value from 2010 to present.

Deputy Minister Cao Anh Tuan acknowledged Intel's pioneering role in cooperating with the National Innovation Center (NIC) to implement the "AI for All" program, a breakthrough initiative to popularize artificial intelligence knowledge, contributing to training more than 10,000 high-quality human resources in the semiconductor and AI fields for Vietnam, or the "AI for the public sector" program, an important strategy in implementing e-Government in Vietnam.

Sharing with Intel about Vietnam's policies in developing human resources and promoting technology and investment in Vietnam, Deputy Minister Cao Anh Tuan suggested that Intel study Vietnam's preferential mechanisms and policies to form a research and development (R&D) center, especially in Hoa Lac High-Tech Park, towards building Intel's core technology center in Asia in Vietnam.

Ms. Sarah Kemp appreciated Vietnam's timely actions in response to the US's reciprocal tariffs at both the government-government and government-business levels in recent times.

The Vice President of Government Affairs of Intel Corporation also expressed his appreciation for the Vietnamese Government in general and the Ministry of Finance in particular, as since 2006, the Government has had special preferential policies for pioneering investors in the high-tech sector.

In addition, policy recommendations and challenges have been respectfully listened to and seriously considered by various agencies of the Ministry of Finance. These are important premises and bases for the group to have a direction for continued long-term development in Vietnam.

On the same day, May 13, the Ministry of Finance delegation also had a working session with Ms. Molly Montgomery, Director of Public Policy of Meta Group.

At the meeting, Ms. Molly Montgomery assessed that Vietnam is an important market for Meta and is becoming more and more important in the context of many factories moving to Vietnam./.
