Promoting cooperation on judicial reform between Vietnam and Azerbaijan

On the afternoon of December 2, in Hanoi, Chief Justice of the Supreme People's Court of Vietnam Nguyen Van Quang received and held talks with a high-ranking delegation of the Supreme Court of the Republic of Azerbaijan led by Mr. Inam Imdad Karimov, Chief Justice of the Supreme Court and Chairman of the Judicial Council, who visited and worked in Vietnam.

Welcoming the high-ranking delegation of the Supreme Court of Azerbaijan to visit and work in Vietnam, Chief Justice of the Supreme People's Court Nguyen Van Quang emphasized that this visit takes place in the context of the establishment of a Strategic Partnership between Vietnam and Azerbaijan in May 2025 during the State visit of General Secretary To Lam to the Republic of Azerbaijan from May 7-8, 2025. The two countries issued a "Joint Statement on the Establishment of a Strategic Partnership between Vietnam and Azerbaijan".

The upgrading of the Strategic Partnership is the basis for the two countries to strongly strengthen their cooperation in the coming time. This visit to Vietnam by the Chief Justice of the Supreme Court and Chairman of the Judicial Council of Azerbaijan will establish and promote the cooperation between the Courts of the two countries.

According to Chief Justice Nguyen Van Quang, after more than 30 years of building and developing, the traditional friendship between Vietnam and Azerbaijan is opening up many opportunities for cooperation in various fields. Economic , trade and investment cooperation has grown. On the basis of traditional friendship, the two sides continue to promote effective cooperation in various fields, especially culture and people-to-people exchange. Thousands of Vietnamese people who have studied in Azerbaijan have been contributing to the strong development of the country.

Chief Justice Nguyen Van Quang also introduced to the delegation an overview of some of the judicial reform results of the People's Court of Vietnam in recent times. Implementing the new organizational model of the Court system according to the Law on Organization of People's Courts in 2024 (amended and supplemented in 2025). Accordingly, the organization of the People's Court system includes: the Supreme People's Court, People's Courts of provinces and cities, People's Courts of regions, specialized courts at the International Financial Center and Military Courts. At the same time, specialized courts such as Bankruptcy Courts and Intellectual Property Courts will be established in some regional People's Courts.

In addition, the organization of the People's Court apparatus must be reorganized to ensure streamlining, effective and efficient operations. Digital transformation in the People's Court system has achieved many important results, while focusing on improving the quality of the Court staff.

Chief Justice Nguyen Van Quang hopes that in the coming time, the two sides will increase exchanges, cooperation, and sharing of valuable information and experiences on judicial and legal reform.

Expressing his gratitude to Chief Justice Nguyen Van Quang for taking the time to receive the delegation, Mr. Inam Imdad Karimov, Chief Justice of the Supreme Court and Chairman of the Judicial Council of Azerbaijan, expressed his wish that the two sides would strengthen bilateral cooperation and cooperation in international legal forums; share practical situations and experiences in judicial reform and digital transformation; and promote exchanges and sharing between the two countries' courts.
