The reception took place in a friendly and open atmosphere, affirming the common commitment of both sides to further deepen the Vietnam-Singapore Comprehensive Strategic Partnership, contributing to strengthening the ASEAN community for the 2026-2030 period, with a vision to 2045.
At the reception, Ambassador Jaya Ratnam congratulated the Ministry of Culture, Sports and Tourism on successfully organizing many important international events in recent times, especially the first World Cultural Festival in Hanoi and the 8th ASEAN Sports Ministers Meeting.
Sharing about his term, the Ambassador said he came to Vietnam in 2021, right at the time the Covid-19 pandemic started and witnessed the resilience and solidarity of the Vietnamese Government and people.
He affirmed that Singapore's senior leaders always attach importance to Vietnam, as demonstrated by the two countries issuing an Action Program to implement the Vietnam-Singapore Comprehensive Strategic Partnership for the 2025-2030 period, while maintaining the Defense Policy Dialogue.

The Ambassador expressed his delight at the growing air connectivity between the two countries, with increased frequency and the opening of new destinations such as Phu Quoc and Nha Trang. He said that this is a favorable time for both sides to enhance cultural and people-to-people exchanges and expand sports cooperation, thereby further strengthening the understanding and connection between the two countries.
Permanent Deputy Minister Le Hai Binh expressed his gratitude for the Ambassador's positive contributions during his term, especially in the context of many changes in the region and the world. The Deputy Minister commented that Ambassador Jaya Ratnam left a "great legacy" for his successor and affirmed that Vietnam and Singapore have overcome difficult times together, "accompanying, creating value and benefiting together".
Deputy Minister Le Hai Binh agreed with the Ambassador’s proposals and appreciated Singapore as a leading destination in the region for large-scale sports, music and tourism events such as the F1 race or international concerts. This is an effective model of combining the cultural and tourism industries that Vietnam is aiming for.

In that spirit, the Deputy Minister suggested that Singapore share its experience and support Vietnam in training human resources and improving management capacity in the cultural industry, especially in Singapore's strong areas such as museum management, libraries and foreign languages. Singapore's modern museum system combined with Vietnam's rich heritage treasure will open up many opportunities for practical and sustainable cooperation in the coming time.
