This information was shared by Mr. Vo Xuan Hoai from the National Innovation Center (NIC), Ministry of Finance , at the forum "Innovation in the Development of Smart Cities and Smart Factories in Vietnam," organized by the National Innovation Center (NIC) under the Ministry of Finance in collaboration with ARUP Group (UK) on May 15th in Hanoi.

In his opening remarks at the forum, Mr. Vo Xuan Hoai stated that Vietnam is focusing on promoting the development of smart cities and smart factories. Over the past period, in addition to perfecting mechanisms and policies, ministries and agencies have proactively developed many programs and projects related to this field. The Ministry of Construction is implementing programs on smart cities and smart urban areas, while the Ministry of Industry and Trade is promoting programs related to smart factories.

However, according to Mr. Hoai, in order to successfully implement the smart city model, Vietnam needs a systematic approach and the collaboration of experienced international partners.

ARUP is a multinational company headquartered in London, with 94 offices and over 18,000 employees worldwide . The company possesses extensive experience and achievements in building factories and cities around the world. Notable projects include the Sydney Opera House (Australia), Changi Airport (Singapore), and the Tencent headquarters (China).

As a venture capital fund of the multinational corporation ARUP, ARUP Ventures is promoting various smart city and smart factory models in numerous countries.

Based on his company's experience, Ricky Tsui, Director and Head of Investment and Business Development for the Asia-Pacific region at ARUP Group, stated that digital mirroring technology not only supports planning and operation simulation and infrastructure monitoring but also helps cities predict risks, optimize resources, and enhance resilience to socio-economic fluctuations and climate change.

Also at the event, Mr. Tsui shared the group's vision for the future of smart factories. Accordingly, robots will work alongside humans in groups called cobots, and some robots will no longer be considered mere machines. They will be seen as resources, like human resources, replacing humans.

"In the future, fully automated factories will become increasingly common. Some are called 'dark' factories because they can operate continuously 24/7 without needing lighting systems at night," Tsui said.

In that factory model, the integration of 5G, AI, IoT, and sensors will create fundamental changes in how we process data, communicate, and monitor the entire plant. Production lines will be flexible, and equipment and machinery can move according to the production process. Above-ground and underground transportation systems will combine to become an integrated system, optimizing operational efficiency.

The forum also featured numerous in-depth presentations from leading domestic and international technology corporations on strategic technology solutions to support the dual transformation between urban digitalization and industrial production smartening.

The following thematic panel discussion, themed “Promoting Dual Transformation: Urban Digitalization and Factory Smartening,” brought together representatives from universities, research institutes, technology companies, and international experts to exchange ideas on solutions for developing an innovation ecosystem for strategic technology sectors.

Experts unanimously agree that the process of building smart cities and smart factories is not just a technological challenge, but also a comprehensive restructuring of the socio-economic development model, in which people, data, and innovation play a central role. Opinions also emphasize the need for close integration between scientific research, human resource training, the development of technology enterprises, and the commercialization of "Make in Vietnam" solutions, while promoting international cooperation to acquire advanced knowledge and technology and enhance global competitiveness.
