Promoting the development of science and technology in industry and energy.

On February 11th, the Ministry of Industry and Trade held a meeting on promoting and developing science, technology, and innovation in the industrial and energy sectors, implementing the 2026 work program of the Central Steering Committee on Science, Technology, Innovation, and Digital Transformation (Program No. 02-CTr/BCĐTW). Deputy Minister of Industry and Trade Truong Thanh Hoai chaired the meeting.

At the meeting, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion, stated that, according to Program No. 02-CTr/BCĐTW, the Ministry of Industry and Trade plans to have 37 tasks; of which 8 tasks are directly assigned and 29 tasks are assigned to ministries and sectors for coordinated implementation.

Based on the assignment of tasks in Program No. 02-CTr/BCĐTW and the functions and responsibilities of the units under the Ministry, the Department of Innovation, Green Transformation and Industrial Promotion has planned a specific task assignment scheme. Accordingly, the Department plans to undertake 13 tasks, mainly related to advisory work, support for direction and management, and content related to science and technology and innovation. The Department of E-commerce and Digital Economy plans to carry out 13 tasks, focusing on digital transformation. The Ministry's Office has 3 tasks related to administrative reform; the Department of Organization and Personnel has 3 tasks related to human resource development; the Department of Legal Affairs has 2 tasks; and the Department of Industry has 3 tasks related to industrial development.

Based on the above tasks, the Department of Innovation, Green Transformation and Industrial Promotion will continue to refine the Ministry of Industry and Trade's 2026 Plan for implementing Resolution No. 57-NQ/TW.

Regarding some directives from the Central Steering Committee that require further review to specifically identify priority sectors, fields, technologies, and products for implementation, at the meeting, the Department requested the Deputy Minister to consider and direct the research, selection, and implementation of 3 to 5 large-scale tasks aimed at focusing on promoting and creating transformations in science and technology development, innovation, and digital transformation within the Ministry's scope of management.

According to the proposal, large-scale tasks need to ensure groundbreaking initiatives linked to key problems with broad impact; form clusters or chains of science and technology tasks, innovation and digital transformation; have specific outputs, clear measurement indicators, identify the expected recipient and application units, and specify implementation progress on a quarterly basis. Priority tasks should serve the goal of improving productivity and quality and have the potential for scalability.

In addition, the meeting also discussed researching and selecting 3 to 5 large-scale tasks in the field of digital transformation to improve productivity, quality, and scalability; organizing the implementation of a program to upgrade enterprise technology along the supply chain; and focusing on building 3 regional supporting industrial centers.

Speaking at the meeting, Deputy Minister Truong Thanh Hoai requested that tasks adhere to the criteria of a sufficiently large market size and the potential for product commercialization; while avoiding scattered efforts and formalism, ensuring feasibility and genuine effectiveness. Implementation results should be measured by specific indicators and data; monitoring should be strengthened in the digital environment; financial and time waste should be prevented; and investment efficiency should be strictly controlled from the task list development and resource allocation stages.

The Deputy Minister also emphasized the need to hold leaders accountable; ensure quantifiable outputs and impacts; and identify businesses as central to the process of transforming and applying scientific and technological achievements and innovation into practice.
