E-commerce (e-commerce) is increasingly asserting its role as a key driving force for the development of the digital economy . Online shopping and selling activities contribute to improving competitiveness and promoting digital transformation in production and consumption. However, the rapid development of e-commerce also poses many challenges for state management...

Benefits of buying and selling online

In the flow of the digital economy, e-commerce has opened up many opportunities for businesses, especially small and medium enterprises in the province. E-commerce activities help businesses and business households reduce premises costs and are not limited in time and space to serve customers, helping to optimize profits. In addition, promotions, discounts and promotional campaigns on e-commerce platforms and digital platforms are also effective ways to attract consumers. Ms. Hoang Thi Hang (Vinh Diem Trung Urban Area, Tay Nha Trang Ward) shared: “In the past, every time I needed to buy something, I had to go to the store to choose, which was very time-consuming. Currently, most of my household items are purchased online. With just a smartphone, I can search, compare prices and buy right at home, which is much more convenient.”

With the convenience for consumers, e-commerce has expanded sales opportunities for businesses and business households in the province, helping their products reach the national and foreign markets. Previously, 584 Nha Trang Seafood Joint Stock Company mainly sold products through traditional channels. Every time it wanted to expand its market to other provinces and cities, the company spent a lot of time with its staff searching for locations, marketing campaigns... which were quite costly. Since the beginning of 2024, the company has started to introduce its products on e-commerce platforms. Since then, the company's products have become more widely known to customers from provinces and cities. Currently, the company's products are widely available on e-commerce platforms such as: Shopee; Tiki; Lazada; TikTok… Mr. Tran Nhat Quang - marketing staff, 584 Nha Trang Seafood Joint Stock Company said: “Initially, the company put products on the e-commerce platform mainly for marketing and product introduction. However, the products were ordered by many customers, so the company registered with the platform to sell. In order to increase interaction with customers, the company occasionally organizes livestream sales, thereby attracting more and more customers.”

In operation since 2014, by 2022, Canh Dong Viet Food Joint Stock Company (Thanh Hai Industrial Park, Bao An Ward) has developed and expanded its online product sales channels on e-commerce platforms. Since then, the company has had a large number of customers, and its product brands have spread to domestic and foreign consumers. Up to now, the company has built a website: www.canhdongviet.cn and Shopee mall and TikTok shop channels. Through the technology platform, the company has supported e-commerce transactions, secure online payments; online marketing communications, delivery... The connection and sharing of these service supply systems increasingly helps optimize the process of bringing products from manufacturers to consumers, contributing to meeting the shopping experience of customers, promoting increased revenue for businesses. Up to now, the company's products have reached more than 87,600 customers.

According to Mr. Trinh Nguyen Doan - Manager of Quang Minh fish sauce production facility (Lac Son 2 village, Ca Na commune), the facility currently has 3 premium traditional anchovy fish sauce products, which have been recognized as having achieved 3-star OCOP certification. Previously, the facility encountered many difficulties in accessing the market due to the new product line and many competitive products on the market. Recently, along with selling through traditional channels, the facility has promoted the sale of fish sauce products on major e-commerce platforms, such as: Lazada, Shopee and social networks Facebook, Zalo, OCOP stores... Thanks to that, Quang Minh fish sauce products are widely promoted, gradually reaching more customers. Currently, the facility consumes 6,000 - 10,000 liters/month, bringing in a stable source of income.

According to preliminary statistics, Khanh Hoa currently has nearly 100 enterprises participating in introducing and selling products on e-commerce platforms. Thereby, helping enterprises reach consumers conveniently, contributing to improving the competitiveness of enterprises.

There are still challenges and limitations.

Although e-commerce has great potential, businesses in the province also face many difficulties in selling on e-commerce platforms. According to Mr. Tran Nhat Quang, it is undeniable that e-commerce platforms have brought benefits to businesses. However, currently, there is no binding contract between e-commerce platforms and businesses, no strict sanctions, so businesses are always passive in the policies of e-commerce platforms, leading to continuously increasing fees. “From July 2025, e-commerce platforms will collect an additional VND3,000/order under the name of infrastructure fee; VND1,650/order for return fee. Thus, from July 1, in addition to 20% of all fees, businesses will also have to bear an additional VND4,650/order. We have discussed with e-commerce platform representatives but only received the answer “if you agree with the platform’s policy, then put the goods up for sale, otherwise, don’t”. We recommend that the State should have stricter and more specific regulations to protect the rights of businesses when putting goods on e-commerce platforms,” said Mr. Quang.

In addition, many businesses still face difficulties and limitations in determining what technology solutions are needed, pressure on investment costs, lack of personnel with expertise in e-commerce, understanding of online marketing and order management. This leads to a passive approach to e-commerce, lacking a long-term strategy. Mr. Nguyen Khac Phong - Director of Thai An Agricultural Service Cooperative (Vinh Hai commune) said: “Although the cooperative has put products on e-commerce platforms, the results are not high. After a period of registration and opening booths on major e-commerce platforms, we realized that in order to sell products, the booth design, images, programs and information must be attractive to attract customers. Meanwhile, currently, the cooperative does not have personnel specializing in technology, so I have to learn how to operate all related tasks myself. Therefore, many orders have not been managed and updated promptly, affecting the ability to reach customers and business efficiency on digital platforms”.

In addition, counterfeit goods, poor quality goods, goods of unknown origin, goods that infringe intellectual property rights, etc. are still widely sold on e-commerce platforms and social networking sites; the security of personal information and transaction data is not well controlled. Meanwhile, the management and control mechanism of e-commerce activities has not kept up with the rapid development of this field, making consumers feel insecure when shopping online.

For sustainable e-commerce development

Recently, the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) coordinated with the Department of Industry and Trade to organize the Conference "Promoting regional linkages in e-commerce development - Central region reaches out with e-commerce". This is one of the key activities in the National E-commerce Development Program, aiming to strengthen cooperation between localities in the Central region to jointly exploit potential, improve e-commerce implementation capacity and expand the market for goods consumption through modern distribution channels. Accordingly, cooperatives and small and medium enterprises applying e-commerce are supported to build and operate digital booths, livestream sales, develop content to attract customers, integrate sales tools on digital platforms, process orders and effectively manage online business activities; support to build export booths on international e-commerce platforms; introduce solutions to promote cross-border e-commerce applications...

In particular, at the live stream training session for businesses and business households, the program attracted more than 229,000 viewers and more than 199,000 interactions, 355 products were sold. After the event, some businesses connected with e-commerce businesses to receive support for selling via livestream. In addition, the Department of E-commerce and Digital Economy continues to organize online training courses to support businesses in improving their sales skills via livestream and participating in cross-border e-commerce platforms. Currently, the Department of E-commerce and Digital Economy maintains about 100 online learning accounts of businesses and organizations in Khanh Hoa province and the region. According to Ms. Nguyen Thi Minh Huyen - Deputy Director of the Department of E-commerce and Digital Economy, the Ministry of Industry and Trade has recently had a national e-commerce development plan for the period 2026 - 2030, emphasizing the orientation of strengthening e-commerce by region, promoting cross-border e-commerce application and improving the quality of e-commerce human resources in localities. The plan also mentions coordination between localities in building data platforms, standardizing products and positioning regional brands on electronic distribution channels.

Mr. Tran Quoc Sanh - Deputy Director of the Department of Industry and Trade said: "In order for e-commerce to continue to develop and promote its effectiveness, in the coming time, the department will preside over and coordinate with relevant departments and branches to strengthen propaganda and dissemination of knowledge about e-commerce, contributing to helping businesses, business households and people in the province update and better understand the benefits and ways to participate in the online market safely and effectively; organize training courses to improve skills in applying and developing e-commerce; support connections with major e-commerce platforms to connect the consumption of local products, promote the development of the province's product brands in the digital environment; strengthen the inspection and supervision of e-commerce activities, especially the issue of origin and origin of goods to protect consumer rights; continue to advise on reviewing, proposing the implementation and implementation of mechanisms and policies suitable to the practical situation, contributing to perfecting the legal environment for sustainable e-commerce development".
