Promoting Vietnam - Laos cooperation in the field of labor and meritorious people

On November 12, in Ninh Binh, the Ministry of Home Affairs organized the 9th Vietnam - Laos Labor Ministers' Conference.

Minister of Home Affairs Do Thanh Binh and Minister of Labor and Welfare of the Lao People's Democratic Republic Phosay Sayasone co-chaired the Conference.

Speaking at the conference, Minister of Home Affairs Do Thanh Binh emphasized that over the past 60 years, the cooperative relationship between the former Ministry of Labor, War Invalids and Social Affairs (Vietnam), now the Ministry of Home Affairs, and the Lao Ministry of Labor and Welfare has always focused on and continuously developed in both breadth and depth. The two sides maintain the organization of regular Ministerial Conferences every two years. The cooperation of the two ministries has been strongly promoted, supporting each other on both bilateral and multilateral levels, together contributing to the frameworks of ASEAN, the Mekong sub-region, etc.

Through cooperation, the two sides have achieved important results. Vietnam has supported hundreds of Lao officials to study, research, and receive short, medium, and long-term training through exchange activities and delegation exchanges; helped build and put into operation the Rehabilitation Center for War Invalids and People with Disabilities 686 Ban Can, Vientiane in 2015. The Lao Ministry of Labor and Social Welfare has supported Vietnam in searching for and collecting the remains of Vietnamese volunteer soldiers who died in Laos, contributing to reducing the pain of martyrs' families...

According to the Minister of Home Affairs, the organization of the 9th Vietnam - Laos Labor Ministers' Conference is of great significance, helping the two sides to review the cooperation in the past period and set a milestone for a deeper and stronger relationship in the coming time by jointly signing a Memorandum of Understanding on cooperation in the field of labor and meritorious people between the two Ministries. This is an opportunity for the two sides to review the results of cooperation in the period of 2024 - 2025 and share new development issues, especially digital transformation experience; identify and agree on priority issues for cooperation and promotion in the period of 2026 - 2027 to new areas such as: public administration management; application of technology in management, commensurate with the potential and strong relationship between the two sides...

At the Conference, Minister of Labor and Welfare of the Lao People's Democratic Republic Phosay Sayasone affirmed that this Laos - Vietnam Labor Ministers' Conference is of great importance, being held in the context of the two Parties and Governments of Laos and Vietnam focusing on preparing for the Party Congress and preparing to summarize the implementation of the country's socio -economic development plan over the past 5 years. The two Ministries will continue to closely coordinate, exchange information on labor and social welfare, support each other at the regional and international levels, contributing to strengthening and deepening the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Laos and Vietnam.

The Lao Minister of Labor and Welfare said that, despite many difficulties, the Lao Government, agencies and local authorities have paid special attention to developing labor and social welfare; supporting unemployed workers to find jobs domestically and sending them to work abroad. From 2024 to September 2025, a total of 48,360 people, including 17,647 women, will be recruited locally and 229,066 workers will be sent to work abroad.

The 9th Vietnam - Laos Labor Ministers' Conference highly appreciated the results achieved in implementing the Minutes of the 8th Labor and Welfare Ministers' Conference in 2023; the Agreement on the Cooperation Plan between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic in 2023 signed on January 12, 2023... The Conference also highly appreciated the results of the Senior Officials' Conference on Labor and Social Welfare held on November 11, 2025; exchanged information on practical solutions to promote more effective cooperation between the two Ministries and the two countries in the fields of labor, employment, meritorious people and the cooperation plan for the period 2026-2030.

At the Conference, the Vietnamese Ministry of Home Affairs and the Lao Ministry of Labor and Welfare signed a Memorandum of Understanding on cooperation in the field of labor and meritorious people between the two ministries and the Minutes of the 9th Vietnam - Laos Labor Ministers' Conference.

Accordingly, the two sides will strengthen cooperation in exchanging information related to the dispatch, reception and management of Vietnamese and Lao workers working under labor supply contracts, investment projects, winning and receiving contracts and non-refundable aid projects in Vietnam and Laos; exchanging laws and experiences in labor management, developing skills for workers according to labor market requirements, digital transformation and management, protecting the rights and interests of workers according to the provisions of law. The two sides will continue to coordinate with the Ministry of National Defense and relevant ministries, branches and localities in searching for, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos and Lao soldiers who died in Vietnam...
